A quorum was established. Action Items: Approval of November Agenda, October Minutes, and Financial Report – Jody Ketcheside: The November agenda, October minutes, and Financial report were approved with no changes. Motion: Katie Wilbur Second: Sara Mirhadi Abstentions: None Approved Waive 2022 Membership Dues for All 2021 FMCoC Members as of September 30, 2021 – Jody Ketcheside: Jody Ketcheside, FMCoC Vice Chair, proposed waiving the 2022 FMCoC membership dues for all current FMCoC members as of September 30, 2021. New members and members that joined after September 30, 2021 will be required to pay the membership dues for 2022. Agencies that qualify for the 2022 membership due waiver may choose to pay their 2022 membership dues. Motion: Ana Cisneros Second: MaryAnn Knoy Abstentions: None Approved Informational Items: 1. FMCoC County of Madera Regional Representative – Jody Ketcheside: Jody Ketcheside, FMCoC Vice Chair, provided an update on the FMCoC County of Madera Regional Representative vacancy. The County of Madera will submit their nominations to the FMCoC Chair and Vice Chair by December 1, 2021. Nominations will be voted for approval at the December FMCoC General Membership meeting. 2. HEAP Final Report – Dylan McCully: Dylan McCully, with the County of Fresno Department of Social Services, provided an update on the HEAP Final Report. The HEAP Final Report was submitted to the State on October 15, 2021. The HEAP Final Report Outcomes and Overview of Outcomes were shared along with the meeting materials. The total number of individuals served with HEAP grant funds through September 30, 2021 were 2,432. This total included 1,060 individuals served in emergency shelter, 266 in bridge housing, 202 in rapid rehousing, 904 in other services including housing navigation and diversion, and 133 individuals served in youth set aside services. Of those served, the number of those exiting to permanent housing was 1,203 which included 226 from emergency shelter, 137 from bridge housing, 54 from rapid rehousing, 786 from other services including housing navigation and diversion, and 51 from youth set aside services. The total amount of HEAP expenditures was over $9.5M and there were additional expenditures from HEAP interest earnings that totaled $315K. 3. Point in Time Count Update – Jody Ketcheside: Jody Ketcheside provided an update on the Point in Time Count on behalf of Turning Point of California. The Point in Time Count dates are February 23-25, 2022. The Crossroads ballroom will be used as the venue for the event, and Poverello House will provide food for those volunteering. HUD released a guidance for the Point in Time Count with recommendations regarding volunteers and safety. 4. HMIS Data Presentation – Nicole Henson: Nicole Henson, with Fresno Housing, shared a presentation on ESG CV. HUD requires recipients of this ESG allocation to submit quarterly reports through the SAGE HMIS Reporting Repository. There have Page 4 of 5 been five submissions to date with the most recent report submitted for July through September 2021. Beginning March 3, 2021, 5 ESG-CV funded projects served 417 clients, and 9 projects served 703 clients between April 1, 2021 through June 30, 2021. In total, 10 rapid rehousing and emergency shelter projects served a total of 1,289 clients with ESG-CV funding. Two street outreach projects, HERO Team and HOPE Team 2, were funded by ESG-CV since July 2021. The HERO Team project served 29 clients and the HOPE Team 2 project served 112 clients. 19% of individuals served through ESG-CV funding exited to permanent housing. 5. San Joaquin Valley Veterans Update – Angie Edwards: Angie Edwards, with the San Joaquin Valley Veterans program, provided an update on the program’s census. The program is currently serving 75 veterans: 18 Homeless Prevention and 57 Rapid Rehousing, including 12 in Emergency Housing. The Shallow Subsidy recruitment process has begun and will provide rental assistance payments to landlords on behalf of the Veteran household. The rental assistance is at a fixed rate every month, regardless of changes in the Veteran household’s income or monthly rent amount. Based on the new release of the Final Rule, the program is able to pay up to 50% of the decided rent reasonableness. With that, Fresno and Madera along with the other 5 other counties and other SSVF grantees that share the same geography, have agreed to pay up to 40% of rent reasonableness. This service offers light case management services, but additional support is provided if needed. Fresno SJVV gave out “Thank You” cards and goodies to Veterans at GPD sites, Parc Grove and EHA. In addition to grocery runs for a thanksgiving dinner for households, the program is working on coordinating with Boston Market meals to provide up to 65 meals for Thanksgiving on Wednesday, November 24, 2021. 6. City of Fresno Update – Erika Lopez: Erika Lopez, with the City of Fresno, shared updates on behalf of the City. 486 individuals were relocated into shelter through Project Off Ramp. 64 individuals from the McKinley canal and 18 individuals from the Palm and Dakota canals were relocated into shelters. 7. County of Fresno Update – Dylan McCully & Cynthia Cardenas: Dylan McCully and Cynthia Cardenas, with the County of Fresno Department of Social Services, provided an update on behalf of the County of Fresno. The HCD ESG application for 2021 funding was submitted on October 18, 2021. The Community Action Partnership of Madera County (CAPMC) agreement funded with 2018, 2020, and 2021 HCD ESG funds was approved by the County of Fresno Board of Supervisors on November 16, 2021. The RFP agreements with WestCare and CAPMC were also approved by the County of Fresno Board of Supervisors on November 16, 2021. The diversion agreement with WestCare was approved by the County of Fresno Board of Supervisors to extend services through November 2023. The RH Community Builders agreement for emergency shelter was approved by the County of Fresno Board of Supervisors on Tuesday, November 16, 2021. The HHAP-1 Annual Report for services through September 30, 2021 will be submitted to the State by December 15, 2021. The HHAP Performance Outcomes have been provided to the State through an HMIS data upload. HHAP funded programs will not need to submit any additional performance reporting information. Copies of the reports submitted to the State will be provided at a future meeting. The HHAP-3 initial disbursement contracts are anticipated to be released by November 30, 2021 and will be brought to the County of Fresno Board of Supervisors on January 18, 2022. The County of Fresno Board of Supervisors will affirm the redirection of the HHAP-3 CoC funds and commit to the joint application process. Following execution of the initial disbursement contract, the County of Fresno which serves as the Administrative Entity for the FMCoC and County of Fresno HHAP- 3 grant awards, will receive an initial disbursement of 25% of the combined jurisdictions HHAP-3 allocation. This amount is approximately $1.6M. The State released an Encampment to Resolution Challenge Grant Request for Application on October 29, 2021 and $47.5M is available state-wide. Applications are due December 31, 2021. Unscheduled Announcements: 1. Laura Lopez, with the Marjaree Mason Center, shared information on the October data report. There were 235 hotline calls, and 158 intakes for the month of October. 28% of the intakes were accepted into the emergency safe house. Marjaree Mason Center is currently serving 210 individuals including adults and children in the emergency program. 41 individuals were served in two projects of transitional housing, and 214 individuals were served in the rapid rehousing program. 598 clients are active Page 5 of 5 on the Coordinated Entry System List and 91 are inactive. 36 clients have been identified for housing and 40 applications are pending follow-up. 157 individuals were also served in the Community Case Management program and 6 referrals are pending follow-up. 2. Doreen Eley, with Fresno Housing, shared that Tyrone Roderick Williams is the new CEO of Fresno Housing.
