Page 3 of 3 Minutes: The meeting was called to order by Chair Laura Moreno at 1:30 pm. A quorum was established. Action Items: Approval of Proposed Priority List from Review and Rank Panel – Kelly Shaban and Maya Spark: A Special meeting was held to review and approve the proposed Housing and Urban Development (HUD) Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) priority list as recommended by the Review and Rank Committee. The proposed priority list is to be submitted as part of the FMCoC’s application to HUD for Continuum of Care funding. In the spring, Homebase conducted Technical Assistance visits with individual CoC funded providers to address any performance metrics and any HUD compliance issues, provide training, answer questions, and to help adapt project configurations to meet the needs of the CoC funds. Initial scoring tools and policies were approved by the CoC in July. The CoC NOFO was released on August 18th, and minor changes were made the Scoring Tools to maximize the number of points for the FMCoC’s national application. Prior to the competition beginning, Homebase completed Annual Performance Reports (APRs) from HMIS and uploaded this information into PRESTO to allow agencies to review their data and ensure it was consistent with their outcomes. The Annual Renewal Demand for Fresno is approximately $10.8M for 2021, with approximately $500K available in CoC Bonus funding and $1.4M available in DV Bonus funding. The priority listing included recommendations for new projects that would fill the role of DV Bonus, reallocation, or CoC Bonus funds. The local competition for renewal projects was held in July and early August. A Technical Assistance New Project workshop was held on September 7, 2021 and all new project applications were due to Homebase on September 28, 2021. 37 new and renewal applications were received, which included auto ranked projects. The Review and Rank panel met on October 13th and 14th, 2021 for thorough review of the applications that were received. Of the 37 applications, 35 projects were recommended for funding based on the Review and Rank Panel’s review. On October 15, 2021, applicants were notified of the Review and Rank Panel’s preliminary priority listing and were provided individual scoring cards. Eligible applicants had the opportunity to file an appeal from the recommendations made by the Review and Rank Panel, and none submitted a Notice of Intent to Appeal. The proposed priority listing was shared with the General membership Friday, October 22, 2021 for review prior to the October 25, 2021 Special meeting. The Proposed Priority list was numbered 1 through 35 and included the project’s scores. Some projects scored higher than 100 points due to bonus points in the scoring tool. More projects scored in Tier 1 projects due to the 100% Annual Renewal Demand, which was higher than the 94% allocated in 2019. HMIS, Coordinated Entry, and First Year Renewal Projects were not scored and were automatically ranked. Project Sparrow was listed at the bottom of Tier 2 to potentially be funded through DV Bonus funding and Project Rise Expansion was ranked below the original Project Rise. A Rapid Way Home, Project Home Plate, Project Rise, and Safe and Sound voluntarily agreed to take a 25% cut on their total budget. Shelter Plus Care made the decision to voluntarily reallocate $300k prior to the competition. The voluntarily reallocated funding was placed back into the Annual Renewal Demand to allow more projects to land in Tier 1. Two project applications were submitted past the initial grace period identified in the scoring policies and were therefore not recommended for funding.
