A quorum was established. Action Items: Approval of October Agenda, September Minutes, and Financial Report – Laura Moreno: The October agenda, September minutes, and Financial report were approved with no changes. Motion: Misty Gattie-Blanco Second: Jody Ketcheside Abstentions: None Approved Approval of FMCoC Membership Dues – Misty Gattie- Blanco: Misty Gattie-Blanco, FMCoC treasurer, requested the approval of the FMCoC membership dues proration rates. Due amounts are currently based on a calendar year and a breakdown to accommodate attendees that join later in the year was recommended for approval. The breakdown will be based on the organization’s dollar amount, and organizations will be charged the normal fee if paid within the first three months, 75% if paid between April and June, 50% if paid between July through September, and 25% if paid October through December. The membership dues proration rates will only be allowed for first time FMCoC members. Motion: Katie Wilbur Second: Jody Ketcheside Abstentions: None Approved Informational Items: 1. Call to New Members – Kelly Shaban: Kelly Shaban, with Homebase, shared information on a call to new members. The CoC NOFO will end in mid-November and part of the application requires a call to new members during the last NOFO with a focus on populations that are underrepresented. Names of agencies or organizations that represent these populations can be emailed to Homebase at fmcoco@homebaseccc.org for individual outreach. 2. Racial Equity Training – Kelly Shaban: Kelly Shaban provided information on an upcoming Racial Equity training. The California Housing and Community Development is providing an online Racial Equity training on November 2, 2021 from 11:00 AM to 12:30 PM. All CoC funded providers were highly encouraged to attend the online training and an email with training information will be shared with the listserv. 3. CoC NOFO 2021 Discussion – Kelly Shaban: Kelly Shaban provided an update on the 2021 CoC NOFO. There have been additional questions regarding data and the FMCoC’s efforts to address topics such as return to homelessness and chronic homelessness. Homebase will be reaching out with more information regarding these topics on an individual basis. The Review and Rank panel met on October 13, 2021 and will finalize the priority list on October 14, 2021. The priority listing will be shared with the General membership by close of business Monday, October 18, 2021. The FMCoC Board and General Membership Special Meeting to Approve the Priority List is scheduled on October 25, 2021 and meeting information was posted on the FMCoC website. Page 4 of 5 4. Point in Time Count & Kaiser Donation – Jody Ketcheside: Jody Ketcheside, from Turning Point of Central California, provided an update on the Point in Time Count and Kaiser donation. Two agencies, Poverello House and Westcare, will partner with Turning Point for the Point in Time Count. Turning Point and Poverello will coordinate the Point in Time Count, and Westcare will partner in the volunteer portion. Jody suggested scheduling the event during the last week of February 2022 and will share additional dates at the November General membership meeting. The FMCoC applied for Kaiser funding and was awarded $7,750.00. These funds will be used to order hygiene supplies and care kits for the Point in Time Count. HUD’s recommendation on sampling will be released by the end of the month. 5. HMIS Data Presentation – Nicole Henson: Nicole Henson, with Fresno Housing, shared a presentation on HMIS equity data within the CoC. Self-identification is used within the HMIS system to gather information on race to identify clients and to determine who is experiencing homelessness. Between March 1, 2020 through October 11, 2021, 4,099 adults and children sheltered for at least one night in either an Emergency Shelter or Transitional housing project. Shelter data for Fresno and Madera counties reflected that 21% of the population in those shelters were Black, African American, or African individuals which demonstrated an overrepresentation. These HMIS data system numbers were also consistent with Point in Time Count numbers. The General membership was encouraged to attend the Racial Equity training in November and the Data and Equity PowerPoint presentation will be shared following the meeting. 6. San Joaquin Valley Veterans Update – Jenny Gonzales: Jenny Gonzales, with the San Joaquin Valley Veterans program, provided an update on the program’s census. The program’s current census is 95 with 26 homeless prevention and 69 rapid rehousing. The program has 36 unsheltered veterans and 59 that are sheltered in a transitional program or in emergency housing through the VA. An additional $1.3M in funding was awarded to the program for shallow subsidies in the Central Valley. Jenny Gonzales promoted to Deputy Administrator for WestCare, and Angie Edwards will be the program’s new Program Director. 7. County of Madera Update – Elizabeth Wisener: Elizabeth Wisener, with the Community Action Partnership of Madera, shared an update for the County of Madera. Elizabeth will be leaving in November, and Magaly Santos will be the new representative for CAP MC. Elizabeth’s last day in office is on October 29, 2021. 8. County of Fresno Update – Shannon Duncan: Shannon Duncan, Cynthia Cardenas, and Dylan McCully, with the County of Fresno Department of Social Services, provided an update on behalf of the County of Fresno. The County received the executed agreement for the 2020 ESG funding from HCD. The NOFA for 2021 funding is now open and the FMCoC has been allocated approximately $314K. The application is currently being reviewed and will be submitted by the October 19, 2021 deadline. The AE resolution required by HCD was approved by the Board of Supervisors on October 5, 2021. The HCD-ESG RFP closed and CAP MC and Westcare were selected to provide a combination of emergency shelter, homelessness prevention, rapid rehousing, street outreach, and HMIS. The HEAP interest income was fully expended, and the County is working on the final HEAP report that is due on October 15, 2021. The Westcare Diversion agreement is currently being amended to extend the contract term and to add compensation in alignment with the jurisdictional plan. This will include HHAP-1 funding and will go to the Board of Supervisors for approval in November. The HHAP-3 Agreement to Apply was approved by the County of Fresno Board of Supervisors on October 5, 2021, and the County is working with the State to determine which documentation is needed for the redirection of funds from the CoC to the County. The HHAP-3 NOFA is expected to be released soon and is due June 30, 2022. The County was allocated an additional $1.6M in Project Homekey funding. This funding is being used for a project with RH Community Builders to shelter those in isolation and to prioritize individuals coming from County rural areas. Laura Moreno, FMCoC Chair and County of Fresno Program Manager, shared that the County received a notice from HCD, on behalf of the FMCoC, that additional ESG funds are available. The funds expire June 30, 2022 and the County has not yet determined if additional funding will be requested. Staff is looking at the parameters for the funding to determine whether it is feasible to request the funding. 9. City of Fresno Update – Erika Lopez: Erika Lopez, with the City of Fresno, provided update on behalf of the City. The City submitted reports for their HHAP and HCFC Covid-19 funding; $201,080 was expended in HHAP funding and $312,385 was expended in HCFC Covid-19 funding. Page 5 of 5 Unscheduled Announcements: 1. Laura Moreno, FMCoC Chair, shared an update on upcoming FMCoC meetings. The FMCoC Board and General Membership Meeting to Approve the Priority List is scheduled on October 25, 2021 at 1:30pm. Meeting information can be found on the FMCoC website meeting calendar. The November General Membership meeting has been rescheduled to November 18, 2021.
