The meeting was called to order by Chair Laura Moreno at 8:31 am.

Action Items:
Approval of August Agenda, July Minutes, and Financial Report – Laura Moreno: The July agenda, June minutes, and Financial
report were approved with corrections to the spelling of “Eco Village” on the attendance log.

Approval of CES Management Entity – Kelly Shaban: Kelly Shaban, with Homebase, proposed the approval of the recommended
CES Management Entity. The FMCoC identified that a management entity needed to be designated and a released a description
of staffing responsibilities that outlined the number of positions and roles that were necessary for a management entity. It was
decided that management entity should include housing matchers, coordinated entry trainers, data analysts, and system
administrators and coordinators. The FMCoC put out a request for statement of interest due on 6/25/2021. Three applicants
submitted statements of interest which included: RH Community Builders, WestCare, and Poverello House. Because multiple
statements of interest were received, the FMCoC decided to move forward with a Request for Proposal drafted by Homebase.
The request for proposal was released on Friday, July 8, 2021 with a due date of July 28, 2021. Only the projects that submitted
statements of interest were eligible to apply. All three applicants that submitted a statement of interest applied. The applicants
were : Poverello House, WestCare, and RH Community Builder’s Elevate entity. Each provider responded with essays and
supporting documentation on recruiting and hiring, coaching, management and training, financial capacity and control,
community coordination and training, housing identification and referrals, prioritization matching and referrals, data quality and
reporting, and audit results. Projects were eligible for a five-point bonus if they were able to identify and provide up to 25% match
for the funds.
A panel of three, recommended by the FMCoC, met on 8/4/2021 to review and rank the applications. All the applications that
were submitted scored highly with Poverello House scoring the highest. Poverello House was therefore recommended to be the
CES Management Entity. The panel requested that Poverello House ensured their primary CES administrator position is filled by
one FTE instead of using two part time people equaling one FTE. The total budget for the Poverello House CES Management Entity
was $773,879.32 which included a 25% identified match.
WestCare had a total proposed budget of $875K which included a $175K match. The proposal demonstrated strengths in hiring
and recruiting and experience with the CES. An audit was provided, and 25% match was cited. The review committee noted that
it was unclear where the match would come from or how it would support the project. Elevate Community Services, under RH
Community Builders, had a proposed budget of $835,319 and did not include a match. The proposal demonstrated strengths in
hiring and training, and planning. The review panel noted that Elevate did not have an audit due to being a newer organization
and did not have as much HMIS experience as the other applicants. Poverello House proposal obtained high scores for the essay
narratives in the community coordination and training section and in the recruitment and hiring sections. Poverello House’s
proposal noted that they hire from diverse backgrounds, have experience using HMIS, and had the clearest budget and description
of match of the proposal. Poverello House was willing to change their application to include an FTE of one person in their CES
administrator position. As a result, Poverello was recommended for the management entity role.
The FMCoC General membership could determine how long it will fund the Coordinated Entry System, and the Board of Directors
will revisit an evaluation of this entity to bring back to the General membership.

Informational Items:
1. Crossroads Program Update – Katie Wilbur and Jessica Rangel: Katie Wilbur, with RH Community Builders, and Jessica
Rangel with the County of Fresno Department of Social Services, presented an update on the rapid-rehousing programs and
resident placement at Crossroads. In July of 2020, HCD announced statewide the availability of $6M of Homekey grant funding.
RH Community Builders and Upholdings applied for funding on 8/4/2021 and were awarded $14.8M to rehabilitate and convert
the old Smugglers Hotel into long-term housing units. The County of Fresno elected to operate two rapid-rehousing programs;
one site-based and one tenant-based out of Crossroads. RH Community Builders operates the site-based units and the County of
Fresno requested that all tenants have access to the same resources as those that are tenant-based. Crossroads is located at 3737
N. Blackstone Ave Fresno, CA 93726. The maximum amount a client can pay for a studio is $367 and the maximum for a one
bedroom is $392. The studios provide a hot plate and microwave. The tenant-based side is allowed to stay as long as their subsidies
allow. The applicant process has remained relatively stable and have to be at 30% AMI. The application process includes homeless
verification, id, etc. Tenants must remain on subsidies during their duration at Crossroads. Additional funding is being looked into
to upgrade the units. Pets are allowed in the units, and larger pets require service verification. Laundry, pool, fitness center, and

2. 2020 Coordinated Entry Evaluation – Kelly Shaban: Kelly Shaban, with Homebase, reviewed the 2020 Coordinated Entry
Evaluations which highlighted HMIS data findings. The majority of HMIS clients entered the Coordinated Entry system through
emergency shelters. Approximately 1,036 of the adults in HMIS under the Coordinated Entry system were listed as having no
income. The most common length of participation in the Coordinated Entry program in HMIS was is 181 to 365 days. 448 clients
were reported being in the program one to two years. 601 clients exited to permanent destinations, 36 to temporary destinations,
12 exited to institutional settings, and 41 clients left without completing an exit interview. Approximately 3,000 people were in
Coordinated Entry program in HMIS. Homebase had a conversation with Doreen Eley, from Fresno Housing, and her HMIS data
team to deduplicate some of the data that was found. Of the 401 clients who joined by-name list in 2020, 142 clients were
considered active. The real-time bed opening tracker was also reviewed and has been used regularly since August 2020.
3. County of Fresno Update – Shannon Duncan: Shannon Duncan, with the County of Fresno, provided updates for the
County. The HCD-ESG CARES Act funding RFP was closed, and the County received two proposals that are currently under review.
The HCD-ESG 2020 and HHAP Round 2 revenue agreements were received and approved by the Board of Supervisors on Tuesday,
August 10, 2021. The County expended their HEAP funding by the deadline, and the HHAP Round 3 standard agreements will be
released mid-September. The standard agreements are due back to the state within 30 days, with final applications due June 2022.
The FMCoC was awarded $3.7M in HHAP 3 funding. The County of Fresno was also awarded $2.9M, the County of Madera was
awarded $526K, and the City of Fresno was awarded $7.5M in HHAP 3 funding. FMCoC backpacks will continue to be distributed.

4. City of Fresno Update – Erika Lopez: Erika Lopez, from the City of Fresno, provided and update for the City. The City
expended all HEAP funding and have transitioned their HEAP agreements over to HHAP and other funding such as ESG-CV. Project
Off-Ramp is nearing completions and the HART team will be interviewing for 10 code-enforcement related positions. The triage
center is scheduled to be up and running by the end of August.

5. San Joaquin Valley Vets Update – Jenny Gonzales: Jenny Gonzales, from San Joaquin Valley Vets, provided an update on
the program. The programs’ s current census is 86 individuals; 26 homeless prevention and 50 rapid-rehousing and is currently
focusing on street outreach in the early mornings. The program is working with landlords to inform them of the program and how
the program can assist. An increase in homeless prevention needs is anticipated towards the end of September when the

Unscheduled Announcements:
1. May Chung, with Fresno State University, would like to interview those who have experience in assisting those experiencing
homelessness. May can be contacted at mayreiwork@gmail.com.
2. Delfina Vasquez, with Selma Community Outreach Ministries, invited all non-profit organizations to attend the Bringing
Neighborhoods Back to Life meeting on 9/11/2021 in person or via Zoom. Meeting details to be distributed in an email to the
listserv.
3. Laura Moreno, FMCoC Chair, shared that information for back rent assistance for those outside of the metro area can be found
on fresnorentalhelp.com. Regular meetings with Homebase have been scheduled to discuss deliverable and will be reported
to the General membership. In-person General membership meetings are pending due to the pandemic. Sara Mirhadi received
recognition as one of the Marjaree Mason Center’s top ten businesswomen.
4. Natalie Chavez, with Fresno City College, shared that individuals can be referred to the Fresno City College HOPE program for
housing assistance if they are willing to enroll in Fresno City College full time. Full time enrollment would require 3 classes or
