Approval of July Agenda, June Minutes, and Financial Report – Laura Moreno: The July agenda, June minutes, and Financial
report were approved with no changes.

Approval of Madera Housing Authority MOU for Emergency Housing Vouchers – Massey Casper & Elizabeth Wisener: Massey
Casper, from the Madera Housing Authority, and Elizabeth Wisener, from the Community Action Partnership of Madera,
presented the Madera Housing Authority MOU with the FMCoC for approval. The Emergency Housing Voucher Program is
available through the American Rescue Plan, and HUD provided approximately 70,000 vouchers to Public Housing Authorities.
The Madera Housing Authority received thirty-three vouchers to assist individuals and families. The categories that are specific
to this program are homeless, at risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual
assault, stalking or human trafficking, and those recently homeless or at high risk of housing instability. The MOU is in
partnership with the FMCoC, and the Community Action Partnership of Madera will coordinate with the FMCoC throughout the
entire process. Massey noted that the MOU can be edited as needed or changes arise. Laura Moreno stated that she provided
feedback on the MOU on behalf of the FMCoC. Jackline Perez was determined as the point of contact for the Madera Housing
Authority.

Approval of Fresno Housing Authority MOU for Emergency Housing Vouchers – Kelly Shaban: Kelly Shaban, with Homebase,
presented the Fresno Housing Authority MOU with the FMCoC and requested approval. Kelly shared that the Fresno Housing
Authority will work with the FMCoC to distribute the 298 vouchers in an equitable manner. The Emergency Housing Vouchers
liaisons for the MOU are Doreen Eley with Fresno Housing Authority and Laura Moreno with the FMCoC. For purposes of the
MOU, the distribution of the vouchers will be focused on three eligible populations, which include those that are homeless,
fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or human trafficking, or were recently
homeless or have a high risk of housing instability. The MOU describes the responsibilities of the Fresno Housing Authority as
well as the responsibilities of the FMCoC. The Fresno Housing Authority will communicate and be liaisons with the FMCoC
throughout the entire process and will work with the Coordinated Entry System to identify the populations that are eligible for
the vouchers. The FMCoC will participate and coordinate with the Fresno Housing Authority to support the roll out to eligible
populations. Any changes to the MOU will be presented to the FMCoC for approval. Laura Moreno shared that she provided
feedback on the MOU on behalf of the FMCoC. The Fresno Housing Authority MOU with the FMCoC for Emergency Housing
Vouchers was approved with the correction of the 2021 date to 2022.

Approval of Revised 2021 HUD CoC NOFA Competition Policies – Maya Spark: Maya Spark, with Homebase, proposed a
correction to the policies that were previously approved for the 2021 HUD CoC NOFA Competition. The local competition was
previously listed as starting in August and a proposal was presented to the FMCoC to move the APR date to July 23, 2021 to
begin the local competition earlier. Providers were sent their APRs in June along with a mini-PRESTO report for review.

Approval of 2021 HUD CoC NOFA CES New Project Scoring Tool – Maya Spark: Maya Spark, with Homebase, requested the
approval of the 2021 HUD CoC NOFA CES New Project Scoring Tool. Maya shared that not many changes were made to the
approved 2019 scoring tool and that administrative changes were made to the document to match the language of other scoring
tools that were approved in 2021. A proposal was presented to the FMCoC to add in two references to the prioritization for new
projects of the CE Management Entity as approved in the June General meeting.

Approval of CES Management Entity RFP Review Committee and Timeline – Kelly Shaban: Kelly Shaban, from Homebase,
requested the approval of the CES Management Entity RFP Review Committee and timeline. Three statements of interest for the
CES Management Entity were received from RH Community Builders, Poverello House, and Westcare. Due to the multiple
statements of interest received, a request for proposal will be sent out on July 1, 2021 with a July 28th due date. The RFP panel
will meet prior to the August 5, 2021 General meeting to review and provide recommendations to the FMCoC Board of Directors
and General membership. Shannon Duncan, Elizabeth Wisener, and Ana Cisneros were recommended for the review panel at
the July 1st FMCoC Board of Directors meeting.

Approval of Madera County HHAP Round 1 Budget Modification Request – Joel Bugay & Elizabeth Wisener: Joel Bugay, with
the County of Madera, and Elizabeth Wisener, with Community Action Partnership of Madera, presented a request for the
approval of the HHAP Round 1 funding budget modification. The budget adjustment would move HHAP Round 1 funding
primarily from rapid rehousing into homeless prevention due to an increasing need during the pandemic. Laura Moreno shared
that the approval of the FMCoC is required due to the partnership among all the funded entities.

Approval of HMIS Match – Doreen Eley: Doreen Eley, from the Fresno Housing Authority, requested approval of the HMIS
match requirement. Doreen shared that all federal funding sources are mandated to use HMIS and presented two calculations to
meet the HMIS match requirement. The document listed calculations for those programs that were awarded CoC grants and for
those federal programs that are not CoC funded but require the use of HMIS. It was proposed to determine the match by HMIS
user licenses. The cost per license is $865.40 and the match would be charged by individual user. Billing amounts would be
dependent on what the Housing Authority spent in that quarter.

Informational Items:
1. County of Fresno Update – Shannon Duncan: Shannon Duncan, with the County of Fresno, shared an update on ESG,
HHAP, and HEAP. The County of Fresno was required to amend the 2019 Annual Action Plan for ESG to receive Round 2 CARES
Act funding from HUD. The amendment went to the County’s Board of Supervisors on June 22, 2021 and was approved. The
amended revenue agreements to add Round 2 of CARES act funding, administered by HCD, will go to Board of Supervisors for
approval on July 13, 2021. The RFP for Round 1 and Round 2 CARES Act funding, administered by HCD opened on June 22, 2021
and will close on July 26, 2021 at 2:00 p.m. Bidders can register at publicpurchase.com. Shannon noted that funding is prioritized
but not exclusive to non-entitlement areas. The Standard Agreement for 2020 HCD ESG funding was received and will go to the
Board of the Supervisors on August 10, 2021.The HHAP Round 1 quarterly report through March 31st was submitted timely and
will be shared at the August General meeting. The HHAP Round 2 award letter and standard agreement were received, and the
standard agreement will go to the Board of Supervisors in August. June 30, 2021 was the last day to expend HEAP funding.
Promotional materials and supplies were ordered for the FMCoC outreach programs using this funding which included
backpacks and access site cards for distribution. Those interested in receiving access site cards can email Shannon Duncan at
sduncan@fresnocountyca.gov. The RFP for tenant-based rapid rehousing at Crossroads opened on June 14, 2021 and will close
on July 21, 2021.
2. County of Madera Update – Elizabeth Wisener: Elizabeth Wisener, with the County of Madera Community Action
Partnership, provided an update for the County of Madera. Elizabeth stated that the County received their HHAP Round 2 award
letter, and that a portion of this funding will go towards a Housing Case Worker that will be stationed at the Madera Rescue
Mission. The position will be used to support the new triage center. The Outcome Report for the HELP Center was shared for the
month of May, and staff worked to get 69 homeless individuals document ready. Applications for Sugarpine, a new housing
project of approximately 60 units, will be available on August 15th. The project will be based on income and will be first come
first serve for those that are document ready. The County anticipates the final approval for CDBG funding in July to open a
transitional-youth program.
3. San Joaquin Valley Vets Update – Jenny Gonzalez: Jenny Gonzales, with San Joaquin Valley Vets, provided an update on
the program. The program is currently serving 79 veterans including 24 homeless prevention and 55 rapid rehousing. The
program will also be awarded $4.3M for veteran services during their new fiscal year. The $4.3M will cover the Central Valley
from the Kings/Tulare area through Stockton. Jenny shared that the program has shifted their street outreach from early
mornings to the evening to help identify other veterans that have not been contacted.
4. City of Fresno Update – H Spees: H Spees, from the City of Fresno, provided an update. City Council approved nine
contracts and contract amendments to shift HEAP contracts to HHAP. The City picked up the Mental Health Systems shelter at
the Hacienda. The shelter is funded with a combination ESG-CV and HHAP dollars. The City also received ten new positions to
add to the Homeless Assistance Response Team (HART) through their last round of City budget approvals. Project Off-ramp will
complete their last major relocating on Highway 99. The project has relocated 318 individuals and the City anticipates
concluding the project in August. Two new motels, Travel Inn and Valley Inn, will be coming onboard in August and September,
and quarterly reports to state have been submitted for COVID-19 and HHAP.
Unscheduled Announcements:
1. Laura Lopez, from Marjaree Mason Center, shared that data information was sent to Sara to share with the listserv. The
program received 356 hotline calls and 186 drop-ins; 25 percent went into shelter.
