Memorandum of Understanding (MOU)
This Memorandum of Understanding (MOU) has been created and entered on June 8, 2021,
between:

I. Introduction and Goals
The Emergency Housing Voucher (EHV) program is available through the American Rescue Plan
Act (ARPA). MHA and FMCoC are committed to administering the 33 EHV vouchers awarded in
accordance with all program requirements.
MHA goals and standards of success in administering the EHV program include:
• Issue vouchers to eligible individuals/families within 30-days of direct referral from
the FMCoC Coordinated Entry System (CES).
• Funding allocation Date: July 1, 2021
• Issue 25% of the vouchers within 6 months of the funding allocation
• Issue 50% of the vouchers within 12 months of the funding allocation
• Issue 80% of the vouchers within 15 months of the funding allocation
• Issue 100% of the vouchers within 24 months of the funding allocation
• All Service Fees received by MHA will be used to support the services, and
compliance of the EHV’s
• The MOU will be supported by local partner agencies such as Community Action
Partnership of Madera County, Inc. (CAPMC HELP Center and Victim Services),
Madera County Behavioral Health and Department of Social Services and other
local agencies to support identifying individuals/families that qualify for the EHV
program
• Work with community to ensure EHVs are distributed equitably
• Provide a person-centered process for EHV program participants.

II. Define the populations eligible for EHV Assistance to be referred by FMCoC
Eligible individuals and families will be prioritized by and referred through the Madera
Coordinated Entry Access site (HELP Center), to meet the diverse needs of people
experiencing homelessness in Madera: members of the following populations will be
eligible for EHV:
a. Fled, fleeing, or attempting to flee, domestic violence, dating violence, sexual
assault, stalking, or human trafficking; and/or
b. Homeless,
c. Homeless veterans,
d. Homeless families with children,
e. At risk of homelessness,
f. Recently homeless and for whom providing rental assistance will prevent the family’s
homelessness or having high risk of housing instability, including clients in rapid
rehousing and permanent supportive housing programs,
g. People who are chronically homeless who are eligible for rapid rehousing and do
not need ongoing case management,
h. People who are chronically homeless and have case management, and
i. People exiting Project Roomkey.
III. Services to be provided to eligible EHV households – order of by which service fees will be
used and other funded sources will use existing CoC and County contracts
a. Partnering service providers will support individuals and families in completing pre-
applications obtain necessary supporting documentation to support referrals and
applications for assistance while aiding households in addressing barriers.
b. Partnering service providers will support MHA in ensuring appointment notifications get
to eligible individuals and families and will assist eligible households in getting to
meetings with MHA. MHA will work with service providers to ensure appointment

c. Partnering service providers will assess individuals and families who may require
referrals for assistance on arrears, application fees, security deposits, utility hook-up
fees, and utility deposits.
d. Partnering service providers will provide counseling on compliance with rental lease
requirements.
e. Partnering service providers will assess and refer individuals and families to benefits and
supportive services, where applicable.
f. MHA will assist partnering agency to provide housing search assistance for eligible
individuals and families in coordination with case managers from partnering service
providers when available.
IV. MHA Roles and Responsibilities
a. Coordinate and consult with the FMCoC in developing the services and assistance to
be offered under the EHV service fee, as listed in the PIH 2021-15 (HA) as eligible
expenses.
b. Assign staff to meet with the HELP Center as families are determined to meet the EHV
eligibility criteria and follow the FMCoC coordinated entry process.
c. Commit staff and necessary resources to ensure that the application, certification,
and voucher issuance processes are completed in a timely manner.
d. Commit staff and resources to ensure that inspections of units are completed in a
timely manner.
e. Work with partnering agencies to support eligible individuals and households in
completing and applying for supportive documentation to accompany admissions
application to MHA (i.e. self-certifications, birth certificate, social security card, etc.).
f. Designate a staff member to serve as the lead EHV liaison.
g. Comply with the provisions of this MOU.
h. Monitor program performance and compliance of participants and owners.
V. FMCoC Roles and Responsibilities
a. Designate and maintain a lead EHV liaison to communicate with MHA.
b. Refer eligible individuals and families to MHA using the community’s coordinated entry
system.
c. Comply with the provisions of this MOU.
VI. Madera County Partners Roles and Responsibilities
a. CAPMC HELP Center Coordinated Entry staff will commit sufficient staff and necessary
resources to ensure that the application, certification, and voucher issuance processes
of referred clients are completed in a timely manner.
b. HELP Center Homeless Outreach and/or Housing Case Workers will provide housing
search assistance for eligible individuals and families in coordination with case managers
from partnering service providers when available.
c. HELP Center staff will ensure that partnering service providers such as Madera County
Behavioral Health, Camarena Health or Valley Children’s Healthcare receive referrals to
provide counseling to eligible individuals and families.
d. HELP Center staff will ensure that requests for service fee support be submitted to the
MHA for assistance on security deposits, utility hook-up fees, and utility deposits.
e. Help Center staff will ensure that partnering service providers assess and refer
individuals and families to benefits and supportive services, where applicable.
f. Through HELP Center, support eligible individuals and households in completing and
applying for supportive documentation to accompany admissions application to MHA (i.e.
self-certifications, birth certificate, social security card, etc.).
VII. Program Evaluation
MHA and local partner agencies, FMCoC, agree to cooperate with HUD, provide requested
data to HUD or HUD-approved contractors delegated the responsibility of program
evaluation protocols established by HUD or HUD-approved contractors, including possible
random assignment procedures.
VIII. Terms of Agreement
a. Commencement: This MOU will become effective as of June 8, 2021.
b. Termination: This MOU will remain in effect as long as required by HUD for the
distribution of EHVs.
c. Modifications: This MOU may be modified only by written amendment signed by both
parties.
