A quorum was established Action Items: Approval of June Agenda, May Minutes, and Financial Report – Jody Ketcheside: The June agenda, May minutes, and Financial report were approved with no changes. Motion: Katie Wilbur Second: Misty Gattie-Blanco Abstentions: None Approved Approval of CES Management Project Prioritization – Jody Ketcheside & Maya Spark: Jody Ketcheside, from Turning Point of Central California, and Maya Spark, from Homebase, requested the approval of the prioritization of the Coordinated Entry System Management Entity in the upcoming HUD NOFA competition. Jody stated that an organization is needed to put together a CES management application during the next HUD NOFA competition. CES is an allowable project under the annual HUD NOFA competition and the Community Coordinator, Navigator, and Housing Matcher positions are currently funded through the County. It was proposed that if an agency were to submit an application for the management of the CES there would be a prioritization on that application. Maya also shared that Homebase is currently working on a new project scoring tool for Coordinated Entry. The previous scoring tools that were approved were only for housing projects and updates will be presented at the July General meeting. MaryAnn Knoy, with WestCare, noted that the management entity position’s responsibilities are outlined in the meeting documents. The management entity is responsible for monitoring and implementing policies approved by the Board. Kelly Shaban, with Homebase, stated that the CES Management Letters of Interest are due by June 25, 2021 and if a single applicant submits a letter of interest, the letter will come to the Board on July 1st. If there are multiple applicants, the letters will be revisited for a potential RFP. Information will be shared with the listserv for all interested applicants. Poverello House Enrichment Center – Lucky Siphongsay: Lucky Siphongsay, Director of Mental Health Services at Poverello House, shared an update on Poverello’s upcoming Enrichment Center. The Enrichment Center is scheduled to open pending a site certification from the County. The center will provide therapeutic services for both sheltered and unsheltered adults with Medi-Cal coverage as well as focus on individuals currently housed at Poverello. The Enrichment Center will be used to minimize barriers for clients such as transportation issues and not having the ability to follow-up with their providers. The center currently has one Licensed Clinician and one Associate Marriage and Family Therapist onsite. Emails for more information can be sent to luckysiphongsay@poverellohouse.org. 2. FMCoC HEAP, HHAP, & HCD ESG-CV Update – Shannon Duncan: Shannon Duncan, with the County of Fresno, reviewed the HEAP Quarterly Expenditure report and provided updates on HHAP and HCD-CV ESG for the FMCoC. The report was submitted for expenditures through March 31, 2021. The HEAP allocation accrued $294K in interest and expended $132K in interest. A total of $6.4M of the HEAP allocation has been expended including: $364K in administrative costs, $4.9M in services including triage, bridge, diversion, and navigation, $772K in rental assistance including rapid rehousing, and $352K in youth set- aside, including youth Rapid rehousing. Of the $352k for youth set aside, $302k was expended on youth bridge housing and $49k expended on rapid rehousing. The HEAP report also required an estimate of expenditures through April 2021 which include $364K in administrative expenses, $5.9M in total services, $1M in rental assistance and subsidies and $480K in youth set-aside. These numbers were reported to the State and submitted by the June 1, 2021 deadline. The County also submitted a HEAP Page 4 of 4 Change Request form to update expenditures. Shannon reviewed the form and noted that the form lists the original approved budget and the revised budget. The HHAP Round 2 amendments were submitted and approved, and the standard agreement is pending receipt from the State. The amendment to add Round 2 of HCD ESG-CV funding was received from HCD, and the RFP for these funds will be released in June 2021. The review panel for the RFP has been selected and vendors are encouraged to apply for project funds even if they are not a non-entitlement area. Those interested in applying can register on the County of Fresno’s Purchasing website. The HCD ESG Standard Agreement has not been received, but the NOFA for the 2021 funds will be released soon. The amended Annual Action Plan to add County ESG CARES Act Round 2 funding will go to the Board on June 22, 2021 and will be open for public comment. 3. San Joaquin Valley Vets Update – Jenny Gonzalez: Jenny Gonzales, with San Joaquin Valley Vets, provided an update on the program’s current census. There are currently 75 veterans, 16 homeless prevention, 50 rapid rehousing, and 9 HUD Vash enrolled in the program. Jenny shared that for the month of June, the program along with the VA is focusing on outreach efforts in the Fresno and Madera County rural areas. The program is also focusing their housing team in landlord engagement which has proven to be positive. The programs current list of veterans is 103 with 44 unsheltered and 59 sheltered. 4. Marjaree Mason Center Update – Laura Lopez: Leticia Campos, with the Marjaree Mason Center, requested that the General membership review the Marjaree Mason Center’s services updates that were shared with the listserv. 5. County of Fresno Update – Shannon Duncan: Shannon stated that the County of Fresno would be amending the Housing Matcher Community Coordinator agreement to extend for another year. This amendment will be presented to the Board of Supervisors on June 22, 2021. Unscheduled Announcements: 1. Doreen Eley, with the Fresno Housing Authority, shared that there was a discussion with Homebase regarding the prioritization of the Emergency Housing Vouchers. Information from this meeting will be finalized and presented to the Board of Directors and General Membership in July. Doreen also shared that the MOU with the Fresno HA needs to be completed by July 31, 2021. The CoC Notice of Funding Availability is approaching, and agencies were asked to monitor their emails and ensure their documents are submitted. 2. Kendy Villa, with Centro la Familia Advocacy, invited the General membership to join their upcoming community meeting. Registration information for the virtual event will be shared with the listserv and questions can be emailed to Kendy at kvilla@centrolafamilia.org. Meeting information will also be sent to Jody Ketcheside for posting on the FMCoC website. 3. Sonia De La Rosa, with the County of Fresno’s Administrative Office, shared that an item was presented to the Board of Supervisors for Homeless Liaison position within the County’s Administrative Office. The position was approved by the Board of Supervisors and is currently held by Sonia. Sonia will continue to work with the Board of Supervisors and cities within the County of Fresno with emphasis on the rural communities to increase housing in those areas.
