The meeting was called to order by Chair Laura Moreno at 8:30 am.

Action Items:
Approval of CES Job Descriptions – Jason Green-Lowe: Jason stated that the purpose of the job descriptions are to create a
common vocabulary to be used when having discussions between agencies and to give a standard for Continuum business. Jason
mentioned that there was a request to add the Community Coordinator position and that no other feedback was received from
the general membership. Jason proceeded to request a vote to adopt the CES job descriptions.

Informational Items:
1. Vaccine Distribution to Those Experiencing Homelessness – Monica Porter: Monica stated that Homebase is working
with the State of California to share information about COVID-19 safety resources and vaccines. Monica shared findings from a
recent study on effective vaccine messaging which was based on focus groups of individuals experiencing homelessness in
Alabama, Maryland, Georgia, and Utah. The study found that vaccine reluctance was not a vaccine refusal, and that most
individuals wanted more vaccine information. Monica also shared that it is helpful to have items at vaccine distribution events
such as water and Tylenol to give to those experiencing homelessness to help with possible vaccine side effects. Monica
mentioned Homebase can provide in-language outreach materials including information on COVID vaccine safety and
effectiveness, as well as information on employer requirements on workplace safety and workers’ rights. Monica or Jason can be
contacted to add languages to the outreach materials. Homebase is convening a vaccine working group that is open to all
California communities. The group will meet every other week for one hour with the first meeting scheduled on Tuesday, April
13th at 10:00 AM. Those interested in registering were encouraged to email the link provided in the meeting chat.
2. HUD Listserv Update – Jason Green-Lowe: Jason shared that HUD changed the way individuals can subscribe to their
listserv and will now have two listservs available. One is for those interested in applying for new or renewal funding and the
other is for those seeking general guidance about how to operate programs. Jason stated that the previous listserv will be
discontinued effective immediately and individuals can subscribe to one or both of the new listservs to receive emails from HUD.
Jason mentioned that after registering, individuals should only reply to the email from the listserv with “ok” to ensure
registration was completed successfully. Jason concluded by requesting a meeting on Tuesday, April 27th at 1:30 PM to discuss
the HUD CoC NOFA scoring tools. The request for the meeting was approved by Chair Laura Moreno.
3. United Way 211 CES Information – Ana Cisneros: Ana stated that the CES Committee met with United Way 211 on
Monday, March 29th. A plan was developed to utilize 211 services to direct individuals experiencing homelessness to their
nearest access site. Ana shared that the Committee is seeking to acquire the data points that 211 is currently asking agencies for
and will provide data points for 211 to have. The final data points will be shared with the Board for approval before it is
implemented. Laura stated that she will send an additional email to 211 requesting data points.
4. FMCoC HEAP & HHAP Quarterly Reports – Shannon Duncan: Shannon reviewed information from the HEAP Quarterly
Report for expenditures though December 31, 2020. As of December 31st, $274K was accrued in interest, and no interest income
has been expended. Shannon stated that the total funds obligated were $9.26M and the total expended funds were

approximately $4M. The total administrative expenditures were $293K, and funds expended for services including triage, bridge,
diversion, and outreach were approximately $3M. The Rapid rehousing expenditures totaled $488K and the youth set aside
expenditures totaled $256K. Laura added that this is the original $9.5M HEAP funding that the Continuum received in 2018 and
that this funding assisted in opening triage and bridge shelters in 2019. Shannon also shared information from the HHAP Report
for expenditures through December 31, 2020. The FMCoC Report reflected $621K funds obligated as of December 31st and none
expended. The HHAP funding for the Continuum has extended services started with HEAP funding. Shannon stated that the
Poverello triage and Mental Health Systems bridge agreements have been amended. Questions regarding the HEAP and HHAP
reports can be emailed to Shannon.
5. 100 Day Challenge & CES Staffing Challenge – Laura Moreno: Laura shared that the October 2020 through January 2021
100 Day Challenge housed close to 100 households. As COVID specific funding is expiring June 30th, 2021, shelters are beginning
to close; the first shelter to close was the Hacienda, an 80-bed shelter. Laura stated that the next 100 Day Challenge has started,
and the goal is to move individuals into triage to work towards permanent housing. Laura stated that it was identified that
support is needed in the existing CES system. Laura asked the agencies to consider the possibility of lending staff to temporality
to take on duties for 30-60 days as a Community Coordinator, and Housing Matcher. Doreen asked what the activities would be.
Ana Cisneros answered that the Housing Matcher has to match individuals with programs that currently open, and must respond
within 72 hours, and inquire how many openings are available at every location. The Community Coordinators meets with the
navigator, and coordinates that all agencies are working and not providing multiple services and assigns navigators when
needed. Laura mentioned the person must have knowledge of the CES system for this temporary reassignment. Laura also
shared that there are under 200 individuals to house by June 30th. Shannon noted that the job descriptions for the Housing
Matcher are included in the CES Job Descriptions that Jason sent out.
6. City of Fresno Update – Erika Lopez: The City of Fresno update was presented by Erika Lopez. Erika stated that the City
is currently wrapping up HEAP funding and is working on the HHAP expenditures to go to City Council. She shared that HHAP
funding will align with projects that are currently being funded by the State. Laura asked if the City was on target with their HEAP
funds. Erika answered that she spoke with H and HEAP funding is on target and will be expended.
7. County of Fresno Update – Shannon Duncan: Shannon reviewed the HHAP Round 1 Quarterly Report for the County of
Fresno for expenditures through December 31, 2020. Shannon shared that there is HHAP funding allocated to the Continuum,
the County of Fresno, and the City of Fresno. There were $865K expenditures obligated, and $49K expended for rural outreach
funded through the Department of Behavioral Health with the Kingsview Outreach Project. Shannon mentioned that this
information can be found under “Outreach and Coordination” in the document. Shannon stated that $365K was obligated under
operating subsidies and that this number will be larger on the next report. Shannon also shared that the annual action plan was
being amended to include ESG-CV and will go to the Board on May 11th for review. The plan will be published on 4/9.
8. San Joaquin Valley Vets Update – Jenny Gonzalez: Jenny stated that the current census is 78 with 18 homeless
prevention and 42 rapid rehousing. Jenny mentioned that 16 veterans were housed in the last month. She also shared that SJVV
is currently working with Elks Lodge. Elks Lodge will be donating up to $300.00 for housing needs. Jenny concluded by sharing
that there are five veterans in motels and can be hired for maintenance and cleaning upon passing background.
Unscheduled Announcements:
1. Laura Lopez shared that Marjaree Mason Center will be providing updates monthly. There are currently 33 adults and 40
children in hotels and 10 adults and 6 children in the safe house. Laura will send this information to Sara to send out.
2. Shannon Duncan clarified that the annual action plan for 2021-2022 is for the County of Fresno ESG allocation and is
primarily going to rapid rehousing for HDAP individuals.
3. Doreen Eley shared that ESG-CV funding reports to HUD are due next week and will be sending out an email to grantees to
review their data. She also mentioned that the State has finished its Homeless Data Integration System.

4. Cheryl Viera shared that an education training is being offered to homeless parents on April 15th. A link was provided in the
meeting chat.
5. Rain Chamberlain shared that she is the founder and executive director of a new local non-profit called Navigating
Structures. A link to the website was provided in the meeting chat.
6. Marcella Lopez-Schmidt requested that everyone submit their tickets for support through the Fresno Housing HMIS email
address. Marcella mentioned that an account needs to be created in order to be added. The email address was provided in
the meeting chat.
