This factor measures how reliably the program is able to move
clients from homelessness into permanent housing.
Count the number of people who exited from the program into
permanent housing, and divide by the total number of people
who left the program. Exclude people who passed away or who
exited to foster care, nursing homes, or non-psychiatric
hospitals or inpatient medical facilities; do not count these
people in the numerator or denominator. If no clients left the
program during the competition period, award full credit for
this scoring factor. Otherwise, apply the scale to the right.

• Does not impose restrictions on clients that go beyond
what is typically covered in an ordinary lease agreement
• Is able to address unpleasant client behavior without
exiting or evicting those clients
The Panel has discretion to adjust this score up or down based on
an optional interview of the program and/or an optional review
of the project’s policies and procedures.

8. BONUS POINTS FOR EFFECTS OF COVID-19 (15 pts.)

COVID-19
Award the project up to 15 points if it has demonstrated all of
the following:
• The program’s score for a particular factor was better in
the FY2019 competition than it was in the FY2021
competition.
• The program has demonstrated specific, concrete ways
in which its operations were negatively impacted by the
COVID-19 pandemic, such as loss of staff, loss of
operating space, or loss of access to landlords.
• There is a clear and strong relationship between the way
in which the program was negatively impacted and the
decrease in the program’s performance, i.e., it appears
that the program’s score went down specifically because
of the problems caused by the pandemic.
Do not award more points than the program lost on the specific
scoring factors where the program was affected. For example, if
the program’s score for grant utilization went down by 3 points,
do not award more than 3 points based on an inability to spend.
