Training Proposal

Overview
Thank you for the opportunity to submit this proposal for your consideration. Through
this scope of work, Homebase will assist the Fresno Madera Continuum of Care
(FMCoC) in developing a training strategic plan and foundational trainings for staff.
Together, this work will support the CoC in identifying the key areas of training needed
for the new staff and seasoned staff alike. Homebase will deliver a three-year strategic
plan for training and create the content for the first initial three trainings.
About Homebase
Homebase is a nonprofit dedicated to building community capacity to address
homelessness. For three decades, we have worked alongside our local partners to
identify and analyze the root causes of homelessness and develop effective systems
and solutions. Homebase has led hundreds of trainings in a diverse array of states,
counties and Continuums of Care (CoCs) with the goal of identifying best practices and
educating staff of all levels of experience.
Proposed Scope of Work
We propose a two-part process to: (1) conduct an assessment of current training needs
and curate a three-year training strategic plan based on those needs and (2) create and
lead the first three trainings to serve as a model for the community.
Our approach emphasizes identifying and delivering trainings that will directly address
needs, provide accurate information, and produce concrete improvements in knowledge
and skills. We utilize best practices in adult learning principles, providing trainings that
facilitate connections with existing knowledge and life experiences, are goal- and
relevancy-oriented, highlight practicality, and encourage application of the material
presented.

We regularly work with communities to identify areas of need and design year-round
comprehensive training and TA programs that build agency skills, effectiveness, and
compliance with grant requirements. Topics addressed include both operational issues
and programmatic best practices. To facilitate ongoing knowledge and skill acquisition
and continued improvement, we also organize peer networks and learning communities.
Training Strategic Plan
First, Homebase will review current trainings available to the FMCoC, and create a list
of Federal- and State-required trainings that the homeless system of care should
provide. Homebase will also review the CoC’s goals to identify areas where the CoC
wants to improve as a system of care.
Next, Homebase will conduct two e-surveys of all FMCoC members. The first, designed
to be completed by management team members, will cover current staffing, how
training needs are currently met, and gaps that exist for all types of positions (i.e.,
administrative, fiscal, compliance, and direct service staff for both providers and other
CoC members). The second, designed to be completed by line staff, will collect
information about specific training topics that are needed, as well as structures that will
make the training more useful and applicable (e.g., times of day, structure, continuing
education credits). We will follow up by completing interviews of a selection of key
FMCoC providers to clarify needs.
Next, Homebase will research the types of trainings that would be most appropriate
based on staffing needs and the goals of the FMCoC. Homebase will analyze trainings
available locally and online to identify gaps the CoC should fill.
Homebase will also assist the CoC in identifying the best online repository for the
training, and support the CoC in launching a training library.
Finally, Homebase will draft a three-year training strategic plan, vet it with CoC staff or a
committee, and then present it to the FMCoC for approval. The training plan will
include:
• Goals
• Strategies
• Resources to leverage
• Responsible parties,
• Training sequencing, and

• Evaluation and metrics of success.
Training Content
Homebase has experience developing training curricula and user-friendly supporting
materials, leading workshops and presentations, and coordinating all related logistics for
events. Our trainings range from multi-day intensive training institutes to 3-hour monthly
workshop sessions. Our training materials are visually engaging and user-friendly,
designed to function as on-going resource materials for participants. Training agendas
and materials are adapted to meet the needs of target audiences, including policy
makers, supervisory personnel, and front-line staff.
Provide Trainings:
Guided by the training strategic plan and local capacity, Homebase will plan, research,
and present three trainings in the first year of plan implementation. Which three will be
determined in partnership with CoC leadership, based on local priorities and resources.
As relevant, each training will be recorded for future use by CoC membership.
Training Library:
Homebase will take the lead on building the initial training library, which may include, for
example, a series of links to available trainings for behavioral health staff, or a training
series all new homeless system front line staff should take as part of their onboarding
process. The content and structure of the library will be determined through the strategic
planning process.
Proposed Budget
$30,000 will cover the scope of work proposed above, including all professional services
and costs. Homebase prides itself on meeting our clients’ needs. This proposed budget
is based on our estimated costs to do the work described in this proposal. We are
happy to adjust as necessary to meet your needs.
