A quorum was established Approve February Agenda with corrections, Approve January Meeting Minutes, and Approve Financial Report Motion: Sara Mirhadi Second: Katie Wilbur Abstentions: None Approved Action Items: Approval of 2021 ESG Funding Plan for the City of Fresno – Erika Lopez: Erika Lopez reviewed the Proposed 2021-2022 City of Fresno ESG Allocations document during the meeting. Erika stated that the City of Fresno wanted to present this to the FMCoC to vote in favor of the program component allocation recommendations found within the document. Laura asked if HUD would be disallowing homeless prevention in their ESG allocation. Erika stated she would look into that. Laura then asked if the City included the Board of Director’s recommendation for a position that was previously discussed. Erika stated that a separate Notice of Funding Availability (NOFA) would not be issued for this position recommendation, but that the recommendation would be added to the Annual Action Plan (AAP). Doreen stated that ESG regulation states that the City of Fresno must consult with the FMCoC for a vote, and therefore the City was out of compliance when they released the NOFA. Shannon asked if Erika had the ability to add an addendum to the NOFA. Erika stated she would ask if this can be done. Laura Moreno stated that the City’s NOFA was already issued and was not voted on by the FMCoC prior to issuance and was therefore out of compliance. Laura asked for a motion to approve to proceed with voting. Abstentions: Jody Ketcheside, Pamela Hancock, Sara Mirhadi, Doreen Eley, Alma Martinez, David Bacci, Patricia Hancock, Heidi Crabtree, Erika Lopez, Sharon Diaz, Maryann Knoy, and Felix Aboh. Motion does not carry Informational Items: 1. Housing Inventory Chart & 2021 Homeless Sheltered Count – Doreen Eley: Doreen asked that agencies provide their numbers and information accurately and as soon as possible to her HMIS team. Doreen stated that the HIC and Homeless Sheltered Count are due in April, and there is still time to submit updated information. Doreen stated she will send out emails with guidance on how to provide information. Laura suggested a zoom meeting to inform everyone at once. Doreen stated she would follow-up on this suggestion. Shawn Jenkins commented that it is the responsibility of the agencies to make these corrections. Delfina Vasquez suggested the option to submit questions so that a training can target them. Doreen stated that this can be done per agency, and questions can be sent to her. Edith Rico asked if the HMIS Committee would be brought back and if the committee could designate super users to assist. Doreen considered this suggestion. Jason Green-Lowe and Shannon Duncan ended by suggesting ongoing efforts to improve the timeliness and accuracy of HMIS data. Page 4 of 4 2. HHAP Round 2 Racial Equity Efforts & Survey – Shannon Duncan & Jason Green-Lowe: Shannon stated that the ESG Cares Act application was submitted on November 4th 2020, and the HHAP Round 2 funding application was submitted on January 23rd, 2021. Shannon mentioned that both applications asked for the Continuum’s policies for addressing racial inequities. Shannon requested that the document she provided be reviewed and any feedback emailed to her. Jason shared the survey he developed with the group and stated that the wording on the survey could be edited if needed. Jason mentioned that Madera CAP has run a version of the survey with no issues in their results. Jody Ketcheside asked if the survey was anonymous, and Jason stated the survey is anonymous and that he is available to assist with setting up an anonymous email mailbox if needed. Laura stated that everyone should review the survey, and email comments and suggestions to Jason and Shannon within the next two weeks. If needed, a meeting can be set up later to discuss. 3. New Housing Programs – Jody Ketcheside: Jody stated that the City funded Golden State Triage Center moved to Parkside Inn, and that the program name will remain the same. Jody also mentioned that the program increased from 37 beds to 50. Jody shared that Step Up was opened in the previous Motel 99 location, and that this program is for families with minor children which is currently housing 80 children out of 150 people. Jody stated that the Sun Lodge opened in the location that was formerly Days Inn. This program has 102 people and is currently full but with turnover. Jody shared that Journey home was opened in the previous Welcome Inn location and has 80 rooms with single twin-sized beds. Jody stated she can be used as a contact for availability. Leticia Campos asked if there was a process for afterhours clients. Jody stated that there was no process as of now. Jody can be contacted for this if needed until they are fully staffed. 4. County of Fresno Update – Shannon Duncan: Shannon shared that the County of Fresno received their award notification for the ESG administered by the State Department of Housing and Community Development. Shannon stated that the allocation was $282,000 and the County is currently waiting for the standard agreement. 5. City of Fresno Update – Erika Lopez: Erika stated that on February 18th an item will be taken to City Council regarding the Substantial Amendment PY 2019-06 AAP. Erika stated this will serve as the CDBG-CV funding amendment, and that the proposal will include operations. Erika mentioned that the 2021 Annual Action Plan NOFA was released on February 5th, and that webinars will be held the following week on Monday, Wednesday, and Friday to assist applicants with their applications. Erika shared that the Zoom links for registrations are available on City of Fresno website. Erika stated that applications in response to the NOFA are due March 5th, and that the Annual Action Plan with be considered by the City Council for approval March 22nd. Erika to send meeting information to Sara to share with the group. 6. County of Madera Update – Elizabeth Wisener: Elizabeth shared that the County of Madera’s HHAP Round 2 Application was submitted. Elizabeth also stated that the coordinated entry site for Madera County’s H.E.L.P Center was fully opened at 800 E. Yosemite Avenue. Elizabeth mentioned that 81 contacts were made in the month of January, and that the Project Roomkey Funds were fully expended. 7. San Joaquin Valley Vets Update – Jenny Gonzalez: Jenny stated that the program is currently serving 86 veterans with 9 veterans in hotels. Jenny also shared that the Crossroads Village is being used to house 6 veterans. Unscheduled Announcements: 1. Pamela Hancock shared a link to the information for sources provided by the Foster and Homeless Education Services.
