A quorum was established Approve February Agenda, and Approve January Meeting Minutes with Corrections Motion: Ana Cisneros Second: Katie Wilbur Abstentions: None Approved Financial Report – Misty Gattie-Blanco: Misty reported that the membership application fees were not reported on this financial report. Misty stated that the actual membership application has to be sent with the method of payment. Approve Financial Report Motion: Jody Ketcheside Second: Elizabeth Wisener Abstentions: None Approved 1. Project Off-Ramp – H.Spees & Sara Mirhadi: H Spees reported that he would be serving as the Director of Housing and Homeless Services with the City of Fresno. He stated that there had been recent fatalities and hundreds of fires on Fresno's freeways involving people experiencing homelessness. H confirmed that housing and homelessness are at the top of the Mayor's to-do list. H stated that the Mayor had initiated a project involving the collaboration of law enforcement and community-based organizations called Project Off-Ramp. Project Off- Ramp will work in conjunction with Project HomeKey. This project will offer outreach and relocation assistance to people experiencing homelessness on the freeways here in Fresno. Sara Mirhadi reported that the outreach teams would engage areas strategically and use general outreach practices to build rapport and encourage individuals to access shelter services. The outreach teams would coordinate with Fresno Mission for transportation and Turning Point for bed availability. The project will officially start on Monday, January 25, 2021. Jody Ketcheside stated that the City of Fresno had asked Turning Point to hold bed spaces available specifically for this project. Jody said 13 additional beds would become operational for this project. Action Items: 1. Approval of 2021 ESG Funding Plan for the City of Fresno – Tom Morgan: The funding plan provides the 2021 allocations for street outreach, emergency shelter, homeless prevention, rapid rehousing, administration, and HMIS. Tom stated that because the City of Fresno does not know the dollar amount awarded, the program components' allotments are broken down into percentages. The action item was withdrawn for approval because it was not sent with the original documents sent on Monday, January 11, 2021. Action Item was withdrawn from FMCoC Board Action 2. Authorize expenditure not to exceed $300 for the 100-day challenge giveaways – Laura Moreno: Laura stated that the 100-Day Challenge is ending. There would be a sticker created as a token to those who participated in navigating clients from emergency COVID-19 shelter beds to housing. Laura proposed that the expenditure for these stickers not exceed $300.00. Motion: Mist Gattie-Blanco Second: Ana Cisneros Abstentions: None Approved Page 4 of 5 Informational Items: 2. HEAP & HHAP Reporting Update – Dylan McCully: Dylan stated that the County of Fresno Department of Social Services had submitted reports for HEAP and HHAP funding on behalf of the FMCoC. Dylan reported $3,902,529.91 had been expended through the life of the HEAP grant. 1,350 individuals have been served through the funds of the HEAP grant. The County of Fresno HHAP report shows total expenditures of $25,061.38 which represents expenditures for the rural outreach. Dylan noted that expenditures are relatively low and that the County of Fresno has a set plan to expend funds in the future. The total number of people served with the County of Fresno HHAP funds is 61. The FMCoC HHAP report shows no expenditures as none of these funds have been expended as of the close of the report period. 3. 2020 NOFA Competition Update – Jason Green-Lowe: Jason stated that the FMCoC had received allocations of HUD CoC NOFA funds for the fiscal years 2020 and 2021. This program funds rapid rehousing, permanent supported housing, Coordinated entry, and HMIS. Jason reported that there is no competition for these funds. Organizations that received funding for this program last year will have their contracts automatically renewed for the fiscal year 2020. Jason confirmed that there would be a competition for funds in the fiscal year 2021. 4. 2021 Homeless Sheltered Count – Doreen Eley: Doreen stated that as the collaborative applicant for the FMCoC, she is responsible for providing an annual Point in Time Count of sheltered and unsheltered individuals. She confirmed that the FMCoC would be exempt from giving a count of unsheltered individuals. The FMCoC will only be required to provide a count of individuals that are sheltered. 5. 100 Day Challenge Update – Laura Moreno & Doreen Eley: Laura Moreno gave an update on the 100-Day Challenge. She stated that this challenge is to house individuals staying in emergency COVID-19 shelter beds into permanent housing so no one would be displaced when funding ended. Laura said that there would be a wrap-up meeting on February 1, 2021. 6. HHAP Summary Update – Jason Green-Lowe: Laura stated that HHAP round two funding has been released and is available to the City and County of Fresno, City and County of Madera, and the FMCoC. 7. County of Fresno Update – Shannon Duncan: Shannon reported that the County of Fresno received the HCD ESG-CV Round 1 agreement. These funds were disbursed from the State of California to the FMCoC in response to the COVID-19 crisis. Shannon stated that the County of Fresno Board of Supervisors had approved the revenue agreement, and the funds will go out to bid to organizations in the FMCoC with priority to rural, non-entitlement jurisdictions. Shannon also reported that the County of Fresno had not received the HCD ESG 2020 award letter or the standard agreement. Laura updated everyone about a rental assistance program from the Treasury Department for individuals that are currently housed. Any city or county that has over 200,000 people residing in it can apply for these funds. 8. City of Fresno Update – Tom Morgan: Tom reported that the City of Fresno would be having a virtual community needs workshop on January 21, 2021, at 5:30 pm via Zoom. All the information for this meeting is posted on www.fresno.gov/housing. The City of Fresno will issue a notice of funding availability on February 5, 2021, for ESG funds. 9. County of Madera – Elizabeth Wisener: Elizabeth reported that the County of Madera Homeless Outreach has contacted 86 individuals experiencing homelessness in December. Three individuals went to substance abuse programs, 20 were referred to behavioral health programs, two were assisted with suicide prevention, one was reunited with family, and staff is working with 25 individuals to ensure they are document ready. Madera County assisted 56 households with rental assistance to prevent the possibility of eviction when the moratorium expires. Madera Rescue Mission is working on expanding its shelter programs and bed space availability. Page 5 of 5 10. SJVV Update – Jenny Gonzalez: Jenny reported that SJVV is currently serving 91 veterans. Twenty-one of the individuals are being served through homeless prevention, rapid rehousing services assisted 46, and 18 are staying in motels. Unscheduled Announcements: 1. Doreen Eley: Doreen said that Fresno Housing Authority had hired another individual named Marisela to work HMIS. 2. Jody Ketcheside: Jody announced that Turning Point will be relocating the Golden State Triage Center to Parkside Inn in the Roeding Park area next week. Jody confirmed that individuals accessing shelter services would have their own room.
