Approve December Agenda, Approve November Meeting Minutes, and Approve Finance Report: Motion: Shawn Jenkins Second: Elizabeth Wisener Abstentions: None Approved Action Items: No Actions Items Informational Items: 1. Membership Application – Mistie Gattie-Blanco: Misty reported that the 2021 membership application had been sent out to all members and organizations that partner with the FMCoC. Misty stated that the membership fee should be paid online with a credit card or by check made out to the FMCoC but in the “care of” Misty Gattie-Blanco. 2. 2021 Point in Time Unsheltered Count – Jody Ketcheside: Jody stated because of COVID-19 the FMCoC would not be conducting a Point in Time Count for people experiencing homelessness who are unsheltered. 3. 2021 Point in Time Sheltered Count – Doreen Eley: Doreen reported that annually the FMCoC is required to capture an accurate count of individuals that access homeless shelter services. Doreen explained the following three categories would be reported: single adults, a single adult with children, and children under 18 years of age. This count has to take place within the last ten days of January. Doreen stated that she would be sending out a questionnaire that will ask a series of questions to help the FMCoC determine if an organization will be added to the Housing Inventory Chart (HIC). 4. 100 Day Challenge – Jason Green-Lowe: The FMCoC has opened up hundreds of shelter beds in response to the COVID-19 pandemic. Funding has been set to expire, so to combat the displacement of hundreds of individuals, the FMCoC began a “100 Day Challenge” to house these individuals who reside in an emergency shelter scheduled to close. Jason reported that shelters scheduled to close have recently received additional funding to remain open. No one will be displaced during the closure of COVID-19 emergency shelter beds. 5. COVID Shelter Extension Roomkey Funding – Shannon Duncan: Shannon stated that in November, $1,700,000.00 in funds for project Roomkey were made available to the County of Fresno. These funds are required to be spent by June 30, 2021. These will be used to extend the COVID-19 emergency shelter beds for specific shelters and organizations to engage in rehousing strategies. The list of shelters receiving additional funding are as follows; RH Community Builders, Poverello House, Marjaree Mason Center, and the Super 8 motel in Selma. 6. HHAP Summary Update – Jason Green-Lowe: Jason stated that $5,000,000.00 in funding from the State of California is being distributed between the City of Fresno, County of Fresno, and FMCoC. This funding has eight categories of homeless response in which it can be expended. These categories are as follows; Rapid Rehousing, Operating subsidies, new or existing affordable or supportive housing, emergency shelter, street outreach, services coordination, Permanent supportive housing, diversion, strategic planning, and coordinated entry. Jason stated that this funding comes with guidance from the State of California on how these funds should be focused on specific targeted areas of concern. Application for these funds is due in late January. Page 4 of 5 7. County of Fresno Update – Shannon Duncan: Shannon stated that a NOFA had been released for HHAP round two funding. The revenue agreement for round one of HCD ESG CV CARES Act funding administered by the state prioritized for “non- entitlement” areas has been received and will go to the County Board of Supervisors on January 12, 2021. Mental Health Systems Bridge and Poverello House HEAP-funded agreements are being amended to add staff with existing funding and to add HHAP round 1 funding to extend. These amendments will be taken for approval to the County Board of Supervisors meeting on December 15, 2020. Shannon noted that COVID funding reports for the City of Fresno are due on January 1, 2021. All County of Fresno and FMCoC COVID funds have been spent, so there is no report required for those funds. The HEAP and HHAP expenditure reports are also due January 1, 2021. 8. County of Madera – Elizabeth Wisener: Elizabeth stated that the County of Madera is working on annual HHAP reports. The Board of Supervisors appointed a new Homeless Coordinator of the County of Madera. Elizabeth reported that the Homeless Engagement Living Program outreach team had made 67 contacts. These individuals all experienced different outcomes. 9. SJVV Update – Jenny Gonzalez: Yadi Renteria reported that SJVV had housed ten veterans this month. SJVV is currently working with 93 veterans. Yadi stated that SJVV worked with Boston Market to provide Thanksgiving meals to clients that participate in the program. Unscheduled Announcements: 1. Doreen Eley stated that the Fresno Housing Authority has a new HMIS analyst, Nicole Henderson. 2. Shawn Jenkins reported that WestCare had received a 2.5-million-dollar grant from the Amazon Day 1 Family fund to be used over the next five years to house families experiencing homelessness in the Fresno area. Shawn stated that he wants to work with the FMCoC to prevent the duplication of services in the community. 3. Nicole Linder reported that Marjaree Mason Center (MMC), starting January 1, 2021, will receive CARES Act funding from the City and County of Fresno to provide alternative housing and emergency shelter. Nicole stated that MMC would be moving approximately 20 families into the shelter starting January 1, 2021. 4. Marianne LeCompte reported that Wings would not make deliveries past December 16, 2020, due to COVID-19. Marianne stated that Wings would be making 165 welcome baskets. 5. Felix Aboh reported that Eternal Life Gospel Ministries provided clothes, meals, and food baskets to over 400 people in Coalinga. 6. Sara Mirhadi reported that Poverello House is a recipient of the Amazon Day 1 Family fund and has secured a property for a family shelter that will be operational in March. Sara stated that the shelter services would be coupled with navigation services. 7. Jason Green-Lowe reported that there would be an opportunity to attend an advanced motivational interviewing workshop held in the middle of January. 8. Laura Moreno clarified some points talked about in a recent news article regarding FMCoC funding and reporting.
