Minutes:
The meeting was called to order by Chair Laura Moreno at 8:30 a.m.
A quorum was established.
Approve November Agenda, Approve October Meeting Minutes, and Approve Finance Report:
Corrections to the October Minutes: Elizabeth Wisener would like to have the minutes reflect this statement regarding ESG
funding: “Because of a shortage of housing in Madera County, CAPMC is having a difficult time spending all of the ESG rapid
rehousing dollars that need to be spent by 12/31/2020”. Elizabeth also wanted the minutes to reflect that she wanted to ensure
that the funds were spent. Elizabeth then inquired that those funds could be used to fund RRH programs
Elizabeth stated that if any Fresno programs needed funding, she would be happy to help.

Action Items:
1. Temporary Change to Coordinated Entry – Jason Green-Lowe: Jason stated that organizations participating in the 100
day challenge have requested a temporary change to the Coordinated Entry System to prioritize people in emergency shelters.
This change of policy would only last until the end of the challenge.

2. Fresno Housing Authority as the Collaborative Applicant FMCoC Planning MOU – Doreen Eley: HUD requires a CoC to
have a collaborant Applicant for a number of functions, including submission of the annual NOFA. Fresno Housing has been
chosen by the FMCoC to fullfill that role. Doreen wanted to set forth parameters of what the responsibilities are between the
Fresno Housing Authority and the FMCoC. Doreen noted that section 578 talks about the responsibilities of the FMCoC and the
responsibilities of a collaborative applicant. This Memorandum of Understanding talks about responsibilities such as
coordinating the response to homelessness and plan for the Point In Time count.

3. Approval of 2021 FMCoC General Membership and Annual Agreement – Jody Ketcheside: Jody stated there is a new
annual membership agreement. There are a few minor changes to the application that were made to the original agreement.

Informational Items:
1. Grand Jury Report – Laura Moreno: Laura stated that the Grand Jury did a report on the community’s homeless
response system and created a report around the coordination revolving around homelessness. Laura stated that the FMCoC,
the County and the City have 90 days to respond to the report.

2. FMCoC Orientation Materials – Devra Edelman: Devra stated that Home Base had created an FMCoC orientation
document to be shared with new members. The orientation document will enable them to understand the FMCoC’s background
and history, leadership, committees, and roles in our community.
3. Emergency Transfer for Victims of DV – Jason Green-Lowe: Jason stated that the FMCoC had created a form for
domestic violence victims living in HUD funding housing to request a transfer of housing if they feel they are in danger or under
threat of danger. Per HUD requirements, all agencies should have a copy of this form readily available for victims to fill out. The
purpose of this type of transfer is not for individuals who are homeless but for individuals who are already housed and need a
transfer to different housing.
4. Member at Large Update and Voting Procedures – Sara Mirhadi: Sara mentioned that members that are either the
primary or an alternate for an organization of the FMCoC and are in good standing are qualified to run for a position on the
board of directors. Sara stated that there had been three nominations. Candidates are required to fill out an application and
introduce themselves during the FMCoC meeting. The voting time frame will be limited. Candidates are as follows: Jessica
Berzac, Leticia Campos, and Katie Wilbur.
5. County of Fresno Update – Shannon Duncan: Shannon stated that the county is current on all required reporting. She
also noted that the County of Fresno is working with HEAP providers to spend all of the funds that expire June 2021. The County
is working on amending agreements with Poverello House and MHS and these amended agreements will go in front of the Board
of Supervisors on December 15, 2020. Shannon reported that HHAP round 2 allocations had been released. The County of
Fresno has been awarded $1,063,00.00, and the City of Freno has been awarded $2,911,000.00. Shannon shared that the
County of Fresno is partnering with RH Community Builders on project HomeKey for rapid rehousing services.
6. County of Madera – Elizabeth Wisener: Elizabeth shared the Homeless Engagement Living Program Center Outreach
Report. Elizabeth stated that the outreach team made 72 contacts. Twenty-seven of those referrals were to Madera Behavioral
Health, three referrals to suicide prevention, two accessed shelters, four were reunited with family. The outreach team is
working with 44 individuals to become document ready. Elizabeth reported on the various funding sources the County of
Madera has received.
7. SJVV Update – Jenny Gonzalez: Jenny reported that SJVV is serving 86 veterans, 61 of which are in the rapid rehousing
programs, and 25 are homeless prevention. Jenny stated that 14 veterans are housed in hotels. Jenny noted that SJVV did
participate in the Veterans Day parade.
8. City of Fresno Update – Tom Morgan: Tom reported that the City Council had approved the substantial amendment for
the ESG CV2 funding. Tom stated that proper documentation and funding agreement would need to be submitted to HUD.
