The meeting was called to order by Chair Laura Moreno at 8:34 a.m.
A quorum was established.
Approve October Agenda, Approve September Meeting Minutes, and Approve Finance Report:
Corrections to the October Agenda: Laura stated that she would Chair the meeting, and the Homeless Coordinating Financial
Council Update will be given by Jody Ketcheside.

Action Items:
1. Approve the Use of HEAP funding to shelter Creek Fire Evacuees – Laura Moreno: Laura stated that the Red Cross
alerted the County of Fresno that they do not have the funds to sustain sheltering individuals been affected by the Creek Fire.
Laura said that Shannon Duncan was able to get emergency approval from the Board of Directors and the Executive Committee
to authorize the use of HEAP Interest Funds to continue housing individuals affected by the Creek Fire. Laura stated that the
individuals affected by the Creek Fire that use services provided by the FMCoC would be entered into the Homeless
Management Information System. Laura noted that the Red Cross would be giving a list to the FMCoC of individuals needing
services. Red Cross will give the FMCoC a list of people who need housing assistance. The Diversion Specialists will certify the
people that they are homeless and see if diversion is possible and what additional services they need. Through the coordinated
entry system priority will be determined by their acuity level. Prioritization will be determined by the Coordinated Entry System.

2. Approve the County of Fresno Department of Social Services to serve as the Administrative Entity for Round 2 of HCD
ESG CARES Act Funding Administered by the State of California – Laura Moreno: Laura stated that the Housing and Community
Development (HCD) has issued round two ESG CARES Act funding. Round two amounted to $1,512,000.00, with 3.2% allowed for
administrative costs, and was released Friday, October 2, 2020. Applications are due Wednesday, October 22, 2020, by 5:00 p.m.
Applicants in the fire-prone areas will have a two-week extension on the application deadline. Round two funding is to be
prioritized for rapid rehousing and emergency shelter for “non-entitlement” areas. Round two can be used for “entitlement”
areas if there is no tsufficient need or number of proposals in the “non-entitlement” areas. “Non-entitlement” areas for the
FMCoC jurisdiction includes Madera, Clovis, Coalinga, Firebaugh, Huron, Parlier, Orange Cove, Sanger, and San Joaquin.

Informational Items:
1. 100-Day Challenge – Doreen Eley: The 100-Day Challenge will start October 14, 2020, and will be a collection of
“frontline staff” from all the different organizations that will meet to work on housing individuals experiencing homelessness
that will be displaced when the funding for the COVID-19 beds ends. Doreen noted that the details would be worked out in the
next meeting regarding the 100-Day Challenge. The discussion on October 14, 2020, will be held in a virtual forum.
2. Homeless Coordinating Financing Council – Jody Ketcheside: Jody stated that the Homeless Coordinating Financing
Council (HCFC) manages the funds administered by HEAP. Jody mentioned objectives discussed regarding sheltered,
unsheltered, and housed individuals who have or are currently experiencing homelessness at the next meeting. New policies and
priorities will be established for each of the categories. The next HCFC meeting will occur on Monday, October 26, 2020, from
1:00 – 4:00 p.m.
3. An officer at Large – Sara Mirhadi: Sara stated an Officer at Large position is available. The FMCoC will be accepting
applications for the position until the end of October. Sara mentioned that she would be sending an official notice on Monday,
October 12, 2020. Sara stated that there is a level of commitment involved in this position.
4. County of Fresno Update – Dylan McCully: Dylan stated that the amendment to extend the funding for the COVID-19
emergency shelter beds for Poverello House and RH Community Builders through December 31, 2020, was approved on
September 22, 2020. Dylan noted that the revenue agreement between the City of Fresno and the County of Fresno for the
CARES act ESG funds was approved. The allocation will be used similarly to the funding from the State of California for
emergency COVID-19 response services. Dylan said that the agreement with Centro La Familia called “Bringing Families Home”
was also approved at the September 22, 2020 meeting. “Bringing Families Home” will provide rapid rehousing and emergency
housing services for Child Welfare families that are experiencing homelessness.
5. County of Madera – Elizabeth Wisener: Elizabeth stated that the Madera County Outreach Team had made 124
contacts in September for 424 contacts since July. Elizabeth explained that the CARES Act ESG funding from the County of Fresno
had been dedicated to Rapid Rehousing. Madera county has provided rental assistance to 14 families in September.
6. SJVV Update – Jenny Gonzalez: A total of 94 veterans enrolled in services. Twenty-five veterans are receiving homeless
prevention services. Sixty-nine veterans are enrolled in rapid rehousing services.
7. City of Fresno Update – Tom Morgan: Tom stated that award and non-award letters were emailed to applicants that
applied for the NOFA ESG funding. Tom reported that the City of Fresno is going live with the paper that will display numbers
that have been submitted by sub-recipients of ESG funds. These numbers reflect individuals served with ESG funds.
Unscheduled Announcements:
1. Laura Moreno gave an update about project HomeKey. The County of Fresno, in partnership with RH Community Builders,
applied for $13,500,000.00 to $14,500,000.00 to purchase the Fresno Hotel on Blackstone and Dakota. Laura stated that the
application would be approved, and the County of Fresno will be notified on October 16, 2020. Laura noted that this plan
would make 160 additional units used for individuals experiencing homelessness and the prevention of homelessness.
2. Jason Green-Lowe stated that “Home Base” has prepared a document that summarizes the new set of waivers from CPD
about the FMCoC YHDP and ESG Programs. The second document is a summary of the ESG CV2 funding opportunity.

3. Pamela Hancock mentioned that Cheryl Vieira would be sending out a copy of the District Homeless Liaison List that
references the different districts, their charters, and contacts.
4. Mistie Gattie-Blanco stated that the local Conservation Corps has a new mattress recycling program. This new program is a
free service that also does pickups as well as drop-offs. Misty noted that the City of Fresno started their HEAP employment
program contract and worked with shelter providers to provide cleanup around shelters and triage centers. This
employment program will employ individuals currently experiencing homelessness or currently staying in an emergency
shelter or triage.
