Meeting was called to order by Chair Laura Moreno at 8:30 a.m.
Approve August Agenda, Approve June Meeting Minutes, and Approve July Finance Report:
- Revision to August Agenda, Laura Moreno requests a change to the informational section of the minutes. PIT Count Update will
be presented by Laura Moreno.
- Misty stated that the way she has done the financial report should clear up confusion about the realized and unrealized gains
and losses in the investment summary.

Informational Items:
1. Draft Prevention and Diversion – Jason Green-Lowe: Jason stated that the coordinated entry committee and the coordinated
entry workgroup have been working on coordinated entry policies and procedures regarding diversion definitions. These policies
include writing guidelines explaining how diversion and prevention services should be prioritized and coordinated through the
Coordinated Entry System. Jason presented these policies to receive feedback from providers. In the first section Jason defined
the distinction between when a service can be delivered and what that service consists of. Prevention would apply to someone
that is already housed, and diversion would apply to someone who is seeking shelter. Rapid exit would apply to someone who
has recently moved to an emergency shelter and has not become chronically homeless. The problem-solving approach is defined
as a series of questions that can help people use their resources to secure housing. Jason explained what an access site is and
what an access site can provide regarding problem-solving approaches. Jason stated that emergency shelters should set aside
10% of their bed spaces for more vulnerable clients.
2. HHAP Data Use Agreement – Laura Moreno: Laura explained that HHAP requires a Data Use Agreement. Laura stated that
the State of California is directing the Continuum of Care as the holder of HMIS to enter into a Data Use Agreement. Laura noted
that she has received, signed, and returned the agreement to the state. Laura stated that the Continuum of Care is working on
how this will be managed and how the HMIS data will be submitted to the State of California. Laura mentioned a revision to the
release of information document. Laura stated that the Continuum of Care would not start HHAP funded services until 2021.
3. COVID-19 Funding Report – Shannon Duncan: Shannon stated that the County and City of Fresno, as well as the Continuum
of Care, received SP 89 COVID-19 emergency homelessness funding from the State of California. This was the first source of
funding received in response to COVID-19. The Department of Social Services was charged with administering these funds to the
various entities in a joint effort to serve the entire community. City of Fresno funding was budgeted to congregate shelter, non-
congregate shelter services, which include transportation, meals, and infection control, with 739 unduplicated clients served.
The County of Fresno funding was budgeted to congregate shelter and infection control services, with 376 unduplicated clients
served. The Continuum of Care funding was budgeted for congregate shelter with 397 unduplicated clients served. Shannon
reviewed California Homeless coordinating and Financial Counsel report.
Question: Gregorio Barboza asked, “what is the definition of unduplicated?” Shannon stated that “unduplicated services” are
specific to the number of individuals served even if that individual has received multiple services.

Laura Moreno confirmed that over 400 COVID-19 emergency shelter beds were funded through the City and County of Fresno as
well as the Continuum of Care.
4. PIT Count – Laura Moreno: Laura stated that all the information for the PIT Count 2020 had to be submitted by June 30. Laura
noted that the 2021 PIT Count is a requirement and that Turning Point will be taking the lead.
5. 2020 NOFA Update – Doreen Eley: Doreen stated that NOFA will require a grant inventory worksheet but does not necessarily
mean that HUD will do a Continuum of Care competition for funds this year. Doreen noted that the grant inventory worksheet is
due on August 18, 2020.
6. Project Homekey – Laura Moreno & Doreen Eley: Laura stated that Project Homekey is a continuation of Project Roomkey.
Laura noted that the funding source for this project was set aside from the Federal CARES funding, which is to purchase hotels or
other housing options for acquisition and renovation to be used for interim or permanent housing. Laura stated that the tier 1
priority application deadline is August 13, 2020. Laura explained that the application process is on a “first-come, first-serve”
basis. Doreen stated the Housing Authority had submitted applications for five separate properties. Laura noted that the money
awarded needs to be spent by 12/30/2020.
7. City of Fresno Update – Erika Lopez: Erika stated that the ad-hoc committee is presenting the rankings and recommendations
for the 20-21 NOFA to the full City Council on 8/27/2020. Erika noted that a new Fair Housing NOFA that is set to be released on
8/14/2020 with an award amount of $50,000.00. Erika stated that the ESG CV1 agreement with the County of Fresno is
scheduled to go to the County Board of Supervisors in September.
8. County of Fresno Update – Shannon Duncan: Shannon stated that the county has been very busy managing and disbursing
funds from the State of California. In addition to the COVID-19 funding, the County of Fresno is preparing the quarterly review
report for HEAP.
9. SJVV Updates – Jenny Gonzalez: Jenny stated that in the San Joaquin Valley Veterans program, there are 127 veterans. 32 are
Homeless prevention and 95 are rapid rehousing. Jenny mentioned that SJVV is currently using CARES funds to put veterans in
motels with a total of 15 veterans in motels rooms. Extra dollars through the CARES funds are enabling SJVV to hire five more
intensive case managers for veterans. Jenny stated that SJVV would be working more closely with the VA to help low acuity
veterans that have a HUD-VASH. Jenny noted that SJVV would be hiring an additional case manager, a housing specialist, and an
outreach worker.
10. Unscheduled Public Announcements:
1. Doreen stated that the Fresno Housing Authority has several new positions available. Doreen stated that the first
position would be a coordinator that will be conducting the training for new users as well as retraining and refreshers.
The second position will be for an analyst that will work with the agency administrator. The third position will be a more
senior analyst position.
