Meeting was called to order by Chair Laura Moreno at 8:32 a.m.
Approve July Agenda, Approve June Meeting Minutes, and Approve Finance Report:
- Revision to July Agenda, Laura Moreno is presiding over today’s meeting and not Jody Ketcheside.
- Correction to the June 11 meeting minutes, Susan Holt was present at the meeting.

- Additional correction to the June minutes, Beverly Fitzpatrick, alternate for Roland Geiger, was also present at the meeting,
requiring an additional motion and second to approve the routine and consent items.

Question: Gregorio Barboza asked if there will be a discussion on the reason for the unrealized loss on the financial report. Misty
said she should have information to share next month on the Investments and Acknowledgements. Overall, there has been a
$2K increase bringing the total amount to $109K.
Action Items:
1- Approval of FY2020 Competition Policies, FMCoC New Scoring Tool, New CES Scoring Tool, Renewal Scoring Tool – Jason
Green-Lowe: One of the changes to the NOFA competition documents is a typo correction changing the word complaint to
compliant. Because HUD hasn’t released any information about when the competition will start, the other change is the July
dates in the Competition Policies on pages 11 and 12. The change of those dates will say the CoC will provide the agencies with a
report on July 23rd and you will be asked to finalize your annual performance report (APR) by August 20th.

2- Adoption of General Policy and Procedures for the FMCoC – Jason Green-Lowe: A year or two ago the FMCoC approved an
update to the political bylaws but the general policies and procedures were not approved. Both items were contained on one
document. With the approval of the bylaws, it inadvertently wiped out the general policies and procedures because the bylaws
replaced the combined document, but no formal provision was ever made to reinstate those general policies. The general
policies have been updated, the yellow highlighted text represents the last revision in April 2019 and the green highlights
represents new text, including a section that encourages programs to adopt certain measures to get client feedback and to act
on that.

Informational Items:
1. County of Fresno Update on COVID-19 Expenditures – Laura Moreno: The CoC, County of Fresno, County of Madera, and the
City of Fresno were issued State funds in the HHAP process to deal with COVID. Additionally, there is also HUD COVID ESG dollars
that have been distributed to both the City and County of Fresno. The HUD Community Development Block Grant (CDBG)
funding that is COVID specific that has been provided to the County of Fresno and there a portion of those funds that are being
used for homeless services in the County of Fresno. The Housing and Community Development (HCD) that has ESG dollars that
comes from HUD, the Balance of State that is COVID specific, has been allocated to the CoC. The County Administrative Office
(CAO) has proposed using funds that the County of Fresno received from CARES (approximately $90-98 million) and has
proposed using $3 million for homeless services. In mid-March the CoC started to put new beds together to bring homeless
people inside because of COVID, adding over 430 new beds. RH Builders has three sites, beds were added at Poverello, motel
rooms were added for Marjoree Mason Center due to the increase of domestic violence, 30 rooms were added in Selma and

recently 11 motel rooms were added in Sanger using them as shelter (over 20 beds to accommodate families). The CoC received
28 FEMA trailers from the State that came to the City of Fresno. In a joint effort, the City distributed them throughout the
jurisdiction, including some in Madera. Hotel rooms were added specifically for referrals coming from hospitals or medical
providers for people who were homeless or unable to isolate while testing for COVID and are waiting for the results or for those
who were COVID positive. Funds also provided the purchase of Personal Protective Equipment (PPE) that was obtained and
distributed to shelters and to outreach teams in addition to shelter supplies. The County contracted with ScrubCan to disinfect
the rooms of people who had tested positive along with sanitizing the trailers. There is the possibility of adding more rooms in
Selma and to extend services to move a minimum of 150 households through the system and into something more permanent.
This information will be shared on the CoC’s website once it is operational and on the CoC’s social media.
Questions/Comments:
- What is the total number of people the CoC is servicing through the COVID response? The data is currently being gathered; we
have had over 430 beds and there have been at least 150 people have been moved through the system and have secured
something more permanent.
- Has there been any spread of the virus in nursing homes because of their proximity? There have been a small number of
people in the shelters who have tested positive, but it’s been a small number. Numbers have been small due to the tracing that
is going on through the County and with communication. They have been finding out where people are at and then going back
to the facilities and letting them know. The trailers have been at the shelter locations for the people who have tested positive,
starting to show symptoms, and they can be isolated for containment.
- The County’s provision of PPE, including but not limited to cleaning supplies, toilet paper, masks, thermometers, sanitizers, and
hand washing stations were extremely helpful when providers could not obtain these items on their own. A lot of coordination
went into this, the County has brought in the screenings and the Department of Public Health has been working with the
shelters to screen people and do testing.
- The City of Fresno has partnered with the County through their funding, they have turned over their HHAP allocation to the
County and also approved their ESG COVID dollars coming over to the County for the County to handle the coordination of the
services and getting things out to the County.
- The County of Fresno, Department of Social Services (DSS) in partnership with RH Builders, were able to open up The Flats, a
motel that was renovated by RH Builders for the exclusive use by DSS primarily through DSS’s CalWORKs homeless assistance
that offers 14 days of motel for CalWORKs recipients experiencing homelessness. These services began July 1, 2020.

2. County of Fresno Update – Shannon Duncan: The Flats Motel is providing onsite housing navigation, search and placement
for people who are there and are in programs that do not provide it.
- Housing and Disability Advocacy Program (HDAP) will continue, the Board of Supervisors (BOS) approved an amendment to the
agreement to extend it through June 30, 2022. This agreement helps people get housing and advocacy for permanent disability
benefits with WestCare. County of Fresno, DSS will be partnering with City of Fresno to use TBRA funds to help expand that
program and bring in some additional match for increased services.
- The Administrative Entity Resolution for the County to administer the CARES (COVID HCD/ESG funding) was approved on
7/7/20 and we are working on the application that is due 7/20/20 for the funding. The Letter of Intent (LOI) will be released to
non-entitlement areas for services and the CoC will be informed when it is ready for release.
- County had to do a substantial amendment to the annual action plan for the ESG money to add the ESG CARES Act funding, the
amendment was approved by the BOS on 7/7/20. More information to come and to be presented to the CoC.
- HHAP money for the County and the CoC and been received and deposited into the special revenue fund.
- The first CESH Funding disbursement request is in progress, we had to submit a budget modification to the original plan due to
changes that were done while working on the HEAP/CESH plan. Should receive the first CESH disbursement soon.
- All of the 19 funding sources managed by the Department require reporting and with different quarterly updates. There will be
another round of HHAP funding for 2021, a Letter of Interest (LOI) going out for some of the funds, continuing the services

already happening and amending agreements already in place for HHAP. All this will run through the County Procurement
process through DSS. Agencies interested in providing services will need to be registered on the County’s Purchasing website.
- HCD ESG, non-COVID funding, the 2018 applications have been completed and the agreements are approved. The 2020
application was submitted yesterday, and this money will fund continued services for Madera CAP.
3. 2021 Point-In-Time Count – Jody Ketcheside: Any agency interested in coordinating the PIT count should email Jody by July
31st so that it can be presented to the Board at the August 6th meeting. Jody is willing to do it again but is also opened to
partnering with someone as dual coordinators. The PIT committee meets once a month until November, then the meetings are
held every other week until mid-December at which they are every week up to the Count at the end of January 2021.
4. City of Fresno Update – Erika Lopez in lieu of Tom Morgan: The 2021 NOFA status: the NOFA homeless applications have
been evaluated and scored. The next step will be to make the funding allocation decisions followed by the allocation
recommendations which will be presented the week of July 13-18th. The City anticipates taking the agreements to the City
Council on August 20th for final approval. The CARES CV agreements have been approved by City Council in June. The City and
the County of Fresno will be partnering the HOME-TBRA and HDAP programs to extend the services and funding for participants.
5. County of Madera Update – Elizabeth Wisener: They are currently serving 15 people in the hotels and staff are working on
getting them into a permanent housing solution. They received approval from HUD to lease 2 new units, they will add nine units
in November. Outreach services continue, a lot of the outreach is being done by phone, but they are still going out into the
riverbed to make their contacts. With the extra funding, they have put in an offer on a building for them to establish their own
Coordinated Entry (CE) System. The location of the building is where the homeless come up out of the riverbeds. They have been
able to hire new staff and have hired a new Coordinator, Anna Yvonne in addition to hiring two new case workers.
6. SJVV Update – Maria Rodriguez on lieu of Jenny Gonzalez: For homeless prevention, they have 31 people enrolled, for Rapid
Rehousing they currently have 117 veterans. SJVV continues to house veterans in the motels and once the funding ends for the
motels, they will still have 90 days to continue to search for permanent housing. All services continue to be provided regardless
of the COVID and they are taking preventative measures to stay safe.
7. Unscheduled Public Announcements:
- Melissa Mikel: Today is her last CoC meeting, she has accepted a new position with ICF International. Her last day with the
Fresno Housing Authority is July 27.
