Meeting was called to order by Vice Chair Jody Ketcheside at 8:36 a.m.
Approve June Agenda, Approve May Meeting Minutes, and Approve Finance Report:
- Amend May meeting minutes to show Janell Cook, Gayle Hollman, and Marianne LeCompte were present at the meeting.

Action Items:
1- HCD ESG CARES Act Approval – Jessica Rangel in lieu of Shannon Duncan: FMCoC has been allocated funding for eligible
activities in the amount of $1,008,000 (FMCoC receives: $957,600 after Max 5% Administration deduction of $50,400). Eligible
activities related to crisis response including: Emergency Shelter (ES), Homeless Prevention (HP), Street Outreach (SO), Rapid
Rehousing (RR), and Homeless Management Information System (HMIS). Recommended Funding Plan for FMCoC approval
breakdown is Madera CAP ($110,000), Sanger/Parlier ($300,000), HMIS ($20,000), Other Non-Entitlement Areas ($527,600).
Non-entitlement areas prioritized for funding (FY 20-21) are Madera, Clovis, Coalinga, Firebaugh, Huron, Parlier, Orange Cove,
Sanger, and San Joaquin. The $527,600 to be put out in a Letter of Interest (LOI); LOI will determine potential vendors and
services in the area. Response from the LOI will determine whether a Request for Proposal (RFP) will be required for the
remaining funds. A question was asked if Selma was a non-entitlement area and Cynthia Cardenas answered that Selma is not
however services can be provided in the non-entitlement areas regardless of where the agency is located.

Informational Items:
1. FMCoC Committee Structure – Jody Ketcheside on behalf of Laura Moreno: The FMCoC Board of Directors discussed
committees at their last meeting and they want to provide support and guidance in agency’s participation in the Coordinated
Entry Systems (CES) committee. Items discussed but not limited to specific guidance on committee processes, goals and
objectives for each committee, training for committee chairs and co-chairs, roles within committees including notetaker,
facilitator, timekeeper, and having a Board of Director on each committee. An Adhoc committee was developed consisting of
five Board of Directors members to develop these processes and guidance. Until the guidelines are established, immediately
implemented are the following for committees.
- Each participating agency in any committee will have one vote regardless of the number of staff members from that agency
who participate in the committee.
- Attendance policy shall be adhered to.
- For the Coordinated Entry (CE) committee, each participating agency must have a completed CE Partners Agreement on file.
The CE Partners Agreement must designate the person who is participating in our CE committee. Ana Cisneros mentioned she is
looking at the agency’s contracts and if anyone has any questions pertaining to their contract, they can contact Ana and she will
let them know what is in their contract. Ana can assist anyone wants to make any changes to their contract.
2. Pallet Shelter Presentation Poverello House – Zack Darrah: Pallet Shelters will replace the tuff sheds in the Village of Hope.
These units will provide heating, air conditioning, lighting, plugs for plugging in devices, and meets the standards for sheltering
humans. This will increase the number of shelter beds, currently there are 54 beds in the tuff sheds that will be replaced with 30
Pallet Shelter units which have the capacity of up to four beds each for a total of 120 beds. There will also be a dedicated
Outreach team consisting of four people who will operate seven days a week and three full-time navigators working specifically
in the Village of Hope. This project is 100% funded by private dollars providing approximately $700K. It has funded the purchase
of the units up front and will fund the entire team for one full year. This will function within the Coordinated Entry System and
utilize diversion just as all the other programs at Poverello House. Poverello House hopes to launch this program around July 15,
2020.

3. Website Update – Jody Ketcheside: The FMCoC website is not yet published, there are a few small edits being done to the
narratives. The website will provide information on what the FMCoC is, how to become a member, monthly meetings
information, along with links to the calendar and the membership application. In the About Us section will be Board information,
funding announcements posted for the pubic containing HUD NOFA information, and the priority listing. Also included will be a
link to contact the FMCoC via email and maps of the areas the CoC covers in both Fresno and Madera Counties. The Board tab
will feature pictures and bios of the Board of Directors. the HMIS page will have HMIS documents posted, and a description of
the CoC’s services. Ana Cisneros suggested posting the flyer the CES committee made with all the current identified access sites
per the Coordinated Entry Systems Participation Agreements. Ana has sent the flyer to Laura Moreno for the Board’s review.
4. County of Fresno Update – Jessica Rangel in lieu of Shannon Duncan: Reminder of the economic impact payments flyer that
Sara Mirhadi sent out regarding the stimulus money for people experiencing homeless. Those with questions can contact Sara
Mirhadi or a contracted provider of the County can contact their analyst for additional information.
5. City of Fresno Update – Erica Lopez in lieu of Tom Morgan:
- The substantial amendment to the 2019-2020 Annual Action Plan is being presented to the City Council for approval this
morning.
- The City received approximately $2,196,084 in additional ESG-CV1 ($2,103,510) and HOPWA-CV ($92,574) funds.
- ESG-CV1: $1,893,159 will be used in collaboration with the County and FMCoC on the COVID-19 Homeless Response Joint
Funding Plan and $210,351 will be reserved for Administrative management and oversight.
- HOPWA-CV funds: Will be awarded to WestCare in the amount of $87,020 and $5,554 will be reserved for Administrative
management and oversight.
- HUD announced this week additional CV funds of which the City plans on receiving $8,845,443 in ESG-CV2 funds.
- 2020-2021 NOFAs have been released and are located on the City’s website.
- The pre-submittal workshops for the NOFA were held last week and are posted to the City’s website.
- 2020-2021 ESG funding available: $673,230.
- 2020-2021 HOPWA funding available: $617,040.
- NOFAs are due on 06/22/2020.
- NOFA scoring will be held on 07/07/2020.
- Agreements are scheduled to be presented to City Council on 08/20/2020. Erica will verify what the options (electronic,
electronic plus hard copy, mail-in, or drop-off) are for submission and the reasons for the options and will get back with the
FMCoC.
6. County of Madera Update – Elizabeth Wisener: Madera County is getting ready to break ground in July for a new Veterans
housing, it will be a 48-unit facility. CAPMC has received some one-time funds to set up a homeless CE site in Madera. They have
hired a provisional housing coordinator, have postings for two case workers, and currently have two Outreach workers. Their
Emergency Solution Grant is operational and is now able to help people with the Rapid Rehousing and homeless prevention. This
grant also funds the Homeless Point-In-Time (PIT) Count. Clarification was asked on if the occupancy for the 48-unit facility
would it be for individuals or family. Elizabeth stated the Madera Housing Authority will manage them and there are some
single, double, and family units. There is a priority for veterans, it is believed half of them is for veterans and the other half is for
low income.
7. SJVV Update – Raymond Gonzales in lieu of Jenny Gonzalez: Currently SJVV is serving 140 veterans, of this total, 26 are
Homeless Prevention, 59 are Rapid Rehousing, 4 are Rapid Rehousing-Relocation, 2 are Homeless Prevention VASH, and 49 are
Rapid Rehousing VASH. Veterans are still be placed in Emergency Housing Assistance (EHA) as there is a grace period given by
SSBF. The goal for anyone in EHA is to be housed within next 90 days.

8. Unscheduled Public Announcements:
- Misty Gattie-Blanco reminded everyone the Sanctuary Youth Shelter does take youths that are 12-17 years old but if they
are in High School at age 18, they can still go there. The Shelter’s new phone number is: 777-5101. The transitional shelter
does the 18-24 years too however, age verification is required. The transitional shelter’s phone number is: 931-1444.
- Kendy Villa: As of last week, Marjaree Mason Center began their first phase of transition and brought some of the staff
back on site. In addition, this week they are moving into their second phase which is they will begin to complete in-person
assessments again through the crisis response team which does include navigators and victim advocates that are stationed
in the local law enforcement offices.
