Meeting was called to order by Chair Laura Moreno at 8:35 a.m.

April Meeting Minutes:

Finance Report: There is a large Unrealized Loss this last time. Misty is working with the Central Valley Community Foundation
to get background information and will notify the FMCoC what goes into the Realized Loss, Unrealized Loss, and the Investment
Management banking fees, and administrative fees. This information should be available at the next FMCoC General Meeting in
June.

Informational Items:
1. Possible Termination of COVID-19 Shelters – Laura Moreno: The funding that was used for the shelters came from the State,
through the HHAP process. The County of Fresno, City of Fresno, and the CoC all received an allocation, totaling approximately
$1.9 million. The County is administering the monies for the CoC and the City of Fresno also put their funds in with the CoC. In
mid-March, the RH shelters at three facilities began and then one month later the Poverello shelter was added providing a little
more than 400 beds. It was estimated these funds would last through about mid-to-late June. In order to continue these shelter
beds, all the jurisdictions would need to put in more money. The City of Fresno doesn’t want to keep adding more new beds but
hold onto the existing beds and extend them in addition to looking at how to move the people out of the shelters into
something more permanent. Other funds have come from Emergency Solutions Grant (ESG), the County received $840K in ESG
COVID specific money and the City received $2.1 million in ESG COVID money. There was talk about using this money to
continue the shelters, the City wanted the County to use their dollars to expand beds in the rural areas. The County’s prime
focus was on the city of Fresno due to it having the highest concentration was, but they have also added some beds in the rural
areas. County has started some beds in Selma, up to 30 rooms (60 beds) that’s going through Selma C.O.M., Huron and other
areas too. The City announced they are putting their ESG money in to extend these services through September and maybe a
little longer. If the money doesn’t come through, the County will send 30-day termination letters to RH Builders and to Poverello
as there is no foreseeable additional funds to support the shelters unless the City makes the commitment. The City is meeting
this morning and If they don’t make the commitment, the CoC’s Board of Directors will have an emergency meeting to discuss
possible scenarios.
Floor Questions/Comments:
- Gregorio Barboza asked if the CoC collecting data from the individuals that are being provided housing now or emergency
shelter to make it easier to assign case workers down the line. Laura’s response, due to swiftness of putting individuals into the
shelters, the normal process of utilizing HMIS was not used. The shelters were funded only as for shelters and there was no case

management involved with these funds. Since then, CoC teams have met individuals to gather information and them into the
system.
- Sara Hedgpeth-Harris reported they are receiving calls from individuals who are getting kicked out of motels by city police. It
was advised MapPoint should be contacted or outreach teams and when beds are available in the shelters, people will be
placed. Maria Rodriguez mentioned diversion teams have screened and identified 18 families/individuals in the RH shelters as
potential diversion candidates and others have been assigned to navigators to see if assistance can be provided.
- Felix Aboh asked, If the 400 plus beds were for emergency use or permanent use and is the budget for only these beds or
streamline the number of beds at any given time? When do we know we have reached the threshold for our allotted budget?
Laura explained there are four shelter sites, RH Builders has three and Poverello has one, don’t come with case management or
exit strategies, their provisions are for housing peoples, food, and other necessities. The County is responsible for the invoices
and is working with Department of Behavioral Health (DBH) to estimate how far the money will last, it is expected to last
through the end of June, beginning of July. These funds are not about preventing homelessness but bringing people off the
streets to shelter-in-place for prevention of the spread of COVID among the homeless and our vulnerable population.
2. Drafts 2020 FMCoC New and Renewal Scoring Tool – Jason Green-Lowe: The CoC decides on the priority order for our
projects we would like funded by HUD. During the competition, HUD will review the priority order, see how well our region is
doing in comparison with other regions. They will fund most but not all projects on the list in the order given. Scoring tools
enable the CoC to rank the projects on the priority list. On Thursday, May 28th at 10:00 a.m. there will be a CoC video
conferencing meeting to discuss in detail the scoring tool process for the agencies submitting applications for new and renewal
projects. The Board of Directors have already reviewed the scoring tool and have made suggestions to Jason. Any revisions to
the scoring tool will be reviewed by the Board prior to presenting it to the membership at the next meeting.
3. Data Dashboard – Doreen Eley: Currently a snapshot of the CoC’s data dashboard taken from the by-name list is posted on
the FMCoC’s Facebook page. The dashboard Melissa Mikel sends out reports the inflow and outflow of people coming into
homelessness and exiting. It shows how days it takes to house someone from the time they are identified to when they’re
housed. The CoC must publicize their access sites on a public forum. Access sites are the triage where a person come and begin
their process of getting assisted through the FMCoC’s homeless response system and they are not made public yet
4. Website Updates – Jody Ketcheside: The last of the bios were posted on the website a week ago and Jody forwarded them to
Leticia who is the web designer. The website will be presented to the Board of Directors the first week of June and then
presented to the entire body at the June FMCoC general meeting. The website is being modeled after the Kings/Tulare Homeless
Alliances, in terms of content. Leticia will be utilized to update the website and keep it current once it goes live. Delfina asked
what items we can expect to be on the website. Jody mentioned the website will have a list of member organizations with links
to their websites, there be an HMIS sign-in button so people can log into HMIS from there, and have the ability to donate. Also
included is the posting of Requests for Proposals, notice of funds available to apply for, updates of what meetings are
happening, including case conferencing meetings and their locations, CoC meetings, outline of access sites with a Coordinated
Entry tab with links to where they want to go. A question was asked if the website will be formatted to navigate on either a
tablet or cell phone. Jody said she believes Squarespace allows for that but will check into this to make certain. Ana Cisneros
explained about the access sites list being small is due to COVID because training is currently unavailable. The list will grow and
be updated once training is provided to those who have identified themselves as access sites. The Coordinated Entry Systems
committee has decided for now the access sites that will be advertised are those who are preexisting and have completed
training.
5. County of Fresno Update – Shannon Duncan:
News Briefs
- CESH Round 2 Standard Agreement went to Board of Supervisors (BOS) on April 28th and it was approved, funding is available
now.
- HCD ESG Agreements, ESG administered by the State, were approved by the Board in April also.
- HHAP Standard Agreement is going before the Board on May 26th.
- HCD ESG NOFA for the 2020 funding is being put together and due the end of this month.

- New funding, HCD ESG CARES COVID funds are coming from HUD. These funds (about $1 million) will be coming to the CoC.
The Board of Directors will be meeting within the next week or two to discuss the funds and how to best utilize them per the
HCD guidelines.
HEAP/CESH Report was provided to the membership is 2018 funding for the period through March 31, 2020. This information
was shared with the BOS.
6. City of Fresno Update – Tom Morgan: Erika Lopez provided the update on the Timeline for the Consolidated Plan, Annual
Action Plan, and Analysis of Impediments for 2020-2021.
- May 13: HCDC met and approved the plans to be presented to the City Council.
- May 14: Will be a public hearing regarding the recommended plan, allowing for public comment through May 20th.
- May 21: Plans will be back at City Council for action.
- May 22 or possibly through May 29: NOFA’s will be released depending on action taken by the Council.
- June 19-26: Applicants will have four weeks to complete the NOFA’s (Affordable Housing Development and Rehabilitation,
Home Repair and Housing Rehabilitation, Public and Community Services, Public and Community Facility Improvements, and the
Homeless Initiative.
7. SJVV Update – Jenny Gonzalez: No one available
8. Unscheduled Public Announcements:
- Pamela Hancock: Requested Laura put her PowerPoint in the chat box. Also, she wants to make sure the FMCoC is
addressing families and the connection to our liaisons and schools, and how they are getting them connected to their school
of origin.
- Melissa Mikel: Recently started HMIS Coffee Talks she is hosting on Friday mornings at 8:30 a.m. All HMIS users were sent
an email invitation. The first coffee talk was on HUD’s Standard Resources and the last one was on Privacy and Security. If
you have people collect the data for you and another person is entering the data, feel free to send out the invite out to
other providers or agencies. If there is anyone wanting to participate in the coffee talks, they can send Melissa an email. The
coffee talks are 30 minutes long and are recorded so that staff unable to participate can view them later. May 15th topic is
Universal Data Elements.
- Kendy Villa: Marjaree Mason Center is available 24/7. If anyone at an agency’s site is disclosing DV, please contact Kendy.
Also, if anyone is interested in a presentation on Safety Planning with a survivor presenting to your site.
