Emergency Solutions Grant (ESG) Coronavirus Aid, Relief, and Economic Stimulus (CARES) Act -
Administered by the California Department of Housing and Community Development (HCD)
General Information: Under the Coronavirus Aid, Relief, and Economic Stimulus (CARES) Act enacted
March 27, 2020, the California Department of Housing and Community Development (Department) will
be administering ESG-CV funds through a direct-allocation method. The FMCoC has been allocated
funding for the eligible activities in the funding amount and priority jurisdictions noted below. Funding
is made available pursuant to CARES Act, Title XII, Homeless Assistance Grants Section, referred to as
“ESG-CV.”
• Non-entitlement areas prioritized for funding: FY 20-21: Madera, Clovis, Coalinga, Firebaugh,
Huron, Parlier, Orange Cove, Sanger, and San Joaquin.
• Amount available for distribution: $957,600 Total after administration deducted, Max 5%
administration: $50,400, $1,008,000 Total
• Eligible activities for funding: Must be used to prevent, prepare for, and respond to coronavirus
among individuals and families who are experiencing homelessness or receiving homelessness
assistance; and to support additional homelessness assistance and homelessness prevention
activities to mitigate the impacts created by coronavirus. The entirety of the federally allocated
ESG-CV funds are to be utilized to address homelessness and may be used for currently eligible
activities related to crisis response including:
o Emergency Shelter (ES),
o Homeless Prevention (HP),
o Street Outreach (SO),
o Rapid Rehousing (RR), and
o Homeless Management Information System (HMIS).
Recommended Funding Plan for FMCoC Approval:
• Madera CAP: Add $110,000 to existing HCD ESG Agreement for Emergency Shelter and Rapid
Rehousing services.
• Sanger/Parlier: Approximately $300,000 for 20 Emergency Shelter beds.
• HMIS: Approximately $20,000 – utilizing the existing agreement between the FHA and the
County to pay for HMIS costs. This is an estimate based upon the anticipated HMIS costs for five
added projects and support as well as support to the County. These funds will not be put out as
an eligible activity for funding.
• Other Non-Entitlement Areas: Remaining $527,600 to be put out in a Letter of Interest (LOI) for
vendors to provide Emergency Shelter, Homeless Prevention, Street Outreach, and Rapid
Rehousing activities in the non-entitlement areas as noted above. The LOI will determine
potential vendors and services in these areas - response from the LOI will determine whether a
Request for Proposal will be required for the remaining funds.
