Meeting called to order by Chair Laura Moreno at 8:45 a.m.
Roll Call of Directors: Sara Mirhadi conducted roll call via blue jeans
Approve March Agenda, Approve February Meeting Minutes, and Finance Report: There are
no changes to the Agenda, Minutes or Finance report
Motion: Misty Gattie-Blanco made a motion to approve the agenda and routine consent
items. Second: Motion seconded by Shawn Jenkins. Motion Approved.
Action Items:
1. Approve Joint Planning and Combined Funding for COVID-19 Homeless Services
Responses- Laura Moreno stated that the County of Fresno and the City of Fresno began
planning around COVID-19 response to homelessness. Laura stated that the State of
California had issued funds through the HHAP process. Laura stated the County of Fresno
was allocated $382,000.00, the Continuum of Care $488,000.00 and the City of Fresno
$1,012,869.00. This money has been awarded to help stop the spread of COVID-19 among
the homeless population. Laura requested the FMCoC approve the joint planning as well
as approve the Combined Funding for COVID-19 Homeless Services Responses.

2. Approve County of Fresno COVID-19 Emergency Solution Grant Plan- Laura Moreno
stated that the CARES Act (Coronavirus Aid Relief and Economic Security) was passed by
the Federal Government in late March. The CARES Act includes special funding for the
Emergency Solution Grant and that the County of Fresno is a direct recipient of this fund.
Laura stated that this funding would be in addition to the regular 2020 ESG allocation. The
funds include $846,921.00 for the County of Fresno with an allowable 10% for
administrative costs. Laura stated that she would like FMCoC to approve the Emergency
Solution Grant plan to focus these funds on COVID specific emergency shelter with a focus
on county areas, outside of metro Fresno.

Informational Items:
1. Unscheduled Announcements:
Jenny Gonzalez, WestCare SJVV- Jenny, provided an update on the San Joaquin Valley
Veterans program with regards to services for veterans. Jenny stated that she has been
working with the VA to coordinate services. Their current goal is to get all veterans off the
street. She stated that there is new flexibility with grants. SJVV will be able to house
veterans in motels and provide them with food. Jenny noted that the outreach team has
been working with RH Community Builders to identify veterans in need. SJVV currently has
100 veterans enrolled in the rapid rehousing, and 53 enrolled in the homeless prevention
program.
Misty Gattie Blanco, EOC - Misty stated Central Valley Against Human Trafficking is
providing online training to anyone who would like to take it. The webinars take place
twice a week.
Gregorio Barboza, Bishop’s Committee - Gregorio stated that Duncan Enterprises is
running a shipment of face masks and are offering them to the public for sale. The
minimum purchase is 30 cases.
Maria Rodriguez, WestCAre - Maria stated that she is working on setting up online training
for the FMCoC.
Tom Morgan, City of Fresno - Tom stated that the City of Fresno is receiving $4,200,000 in
CDBG funding through the CARES Act. The amount allocated for special projects will be
$3,300,000. ESG CARES funds are approximately $3,100,000, and approximately
$1,900,000.00 of that will go into project activity. Additional funding of $92,600.00 is also
included. H Spees administers the planning for these funds in the Mayor’s office. Tom
stated that the City of Fresno is electing and consolidating waiver notifications for CDGB
and other HUD programs because of COVID-19. These waivers include shortening public
comment to 5 days for the consolidated plan, allowing self-certification of income, and
extending the time for onsight inspections of rental properties funded by HUD. Tom stated
that the City of Fresno is required to notify HUD 48 hours before any requested waivers.
Tom is asking sub-recipients to provide a segment of justification to become a part of the
file. Tom advised that every HUD-funded project will require a separate waiver.
Delfina Vasquez, Selma COM - Delfina stated that the Selma Outreach Ministry has been
providing homeless with hot meals every day from 11 a.m. to 1 p.m.
Shannon Duncan, County of Fresno- Shannon stated that the consolidated plan for the
County is currently published and available for public comment. This plan includes the DSS
