Minutes:
Meeting called to order by Chair Laura Moreno at 8:55 a.m.
Roll Call of Directors:
Board of Directors Roll Transitions: Sara Mirhadi stated that according to the By-laws the Executive Committee is known as the
Board of Directors. The paying members are the Board Committee Members. Sara stated that one agency gets one vote.
Approve March Agenda, Approve February Meeting Minutes, and Finance Report: Changes to the March Agenda are the
following: #5 Data Dashboard is going to be tabled. Action Item #1 2020 California Department of Housing and Community
Development Emergency Solutions Grant (HCD ESG) CoC Allocation for Non-Entitlement Jurisdictions will be split into two Action
Items. #1 Recommend approval of the Department of Social Services to serve as the administrative entity for the (HCD ESG)
funds. #2 Recommend approval for the funding plan for 2020 (HCD ESG).
Motion: Motion to approve the agenda as amended. Second: Motion seconded. Approved
Motion to approve the February Minutes. Motion seconded and Approved
Motion to approve the financial report, Motion seconded and Approved.
Action Items:
1. Recommend approval of the County of Fresno Department of Social Services to serve as administrative entity for the (HCD
ESG) funds- Laura Moreno states that the Department of social services as the administrative entity to work with HCD to balance
state emergency solution grant dollars that the state receives from HUD. Hud gives the grant dollars to jurisdictions that are an
entitlement community. Fresno is an entitlement community, and Madera is not an entitlement community. Shannon reported
that the funds must be procured before agencies can apply. Shannon stated they need an administrative entity such as the
County of Fresno, and they also need approval of the funding plan that was sent out.
Motion: Dennis Kouch made the following motion “Motion to approved Fresno County Department as the
administrative entity of the HCD ESG funds Second: Jody Ketcheside Abstentions: Madera and County of Fresno
Approved
2. Recommend approval for the funding plan for 2020 (HCD ESG)- Laura states that they do not go through the RFP processes
every year, rather they go every other year. This is for efficiency and give organizations time to develop a cohesive program.
Laura Moreno is Recommending 2020 funds being awarded to Madera CAP. This funding plan shows the breakdown of where
the activities are going to Madera CAP.
Motion: Tom Morgan made the following motion: “Motion to approve the funding plan for 2020 HCD ESG

1. State Hearing on Homelessness Jody Ketcheside stated that she attended a senate meeting on homelessness. She talked
about various CoC’s and how they operated. Jody stated that she did have the opportunity to talk about Fresno’s successes and
barriers regarding our homeless systems. Jody stated that there is a bill in the state legislature regarding homeless funds. Jody
states that the State of California will appoint a regional administrator to distribute funds from the State of California. Jody
states that the region would consist of Fresno, Madera, Kern, Merced, Tulare, Kings and Stanislaus counties. Any region can
apply to be the regional administrator. Jody stated she was concerned that not all areas have the same philosophy regarding
providing services for the homeless. The funding will be part of the new budget for the State of California. Only 15% of the
money can be used for shelters for minimal services. Jody stated that she would send the updated bill out to the listserv.
2. FMCoC Website Update Jody Ketcheside states that a small committee of people will be putting it together and it will be
launched at the annual planning meeting. Shannon Duncan stated there was additional funding available for the upkeep on the
website.
3. City of Fresno Update: Tom Morgan states that the City of Fresno is in the public comment period of the consolidated plan
process for the next five years. The City of Fresno will no longer fund HMIS. Tom Morgan states that ESG funds have been used
to renovate shelters and housing facilities. Tom Morgan states that Poverello House, Marjoree Mason Center, Turning Point, and
Westcare have used funds from the City of Fresno for various renovations. The City of Fresno is required by HUD to accept all
comments from the public. Tom Morgan states that there will be a public hearing on March 25th in City Hall at 5pm.
4. Madera Update: Elizabeth Wisener states that outreach has worked with over 63 individuals. 17 people were referred to
behavioral health. 5 people were admitted into shelter or housing. 4 people were reunited with family via bus or train tickets.

6. SJVV Update: Jenny Gonzalez states that their census is at 107. 84 are rapid rehousing with 41 with HUD funding voucher.
SJVV currently serves 91 veterans. Jenny Gonzalez states that they are holding a job fair on April 3rd for veterans. Jenny Gonzalez
states that they may cancel some future events due to Covid-19
7. Unscheduled Public Announcements:
Laura Moreno states that she is committed to doing some work on the committees within the Board of Directors. Laura Moreno
recommended that every board of director will on the committees. Laura stated that the mass for the homeless has been
postponed. Ana Cisneros is on the coordinated entry committee and is waiting for several agencies to turn in their agreements
regarding access sites. The agreements need to be turned in before April 1st. A representative from Marjoree Mason wanted to
know if there are any contingency plans if COVID-19 continues. A member of the VA stated that they had HUD-VASH vouchers
available for homeless veterans Shannon Duncan stated that we applied for another round of HDAP funding. Which targets the
chronically homeless. On the past Tuesday the Board of Supervisors approved HMIS billing.
