Unscheduled Public Announcements Minutes: Meeting called to order by Chair Shawn Jenkins at 9:03 a.m. Approve February Agenda, Approve January Meeting Minutes, and Finance Report: Shawn added topic HCD Meeting to the agenda’s as Information Item 1. Motion: Elizabeth Wisener Second: Jody Ketcheside Approved Action Items: 1. Recommend Approval of Fresno County ESG Consolidated Plan (2020-2024) Funding Priorities – Shannon Duncan: The County of Fresno receives funds from the Department of Housing and Urban Development (HUD) for Community Development Programs. This funding requires a five-year consolidated plan in addition to an annual action plan each year. The Department of Public Works (DPW) oversees the planning for the County but because the Department of Social Services (DSS) is the administrator of the Emergency Solutions Grant allocation, DSS participates in collaborating with the DPW to develop that plan. A new Consolidated Plan is due, part of that is outreach to communities to get feedback from them on what they think we should do with the funding. Shannon and her staff attended outreach community meetings in the rural areas and received input specifically on DSS’s role in the ESG programs. The predominate need that was expressed from the small communities was they need someone to contact when they encountered a homeless person or if they needed to refer someone for services. These public comments were coordinated into a recommendation for the FMCoC, DPW will publish our plan and take it to the Board, and that becomes an open forum for public comment on our plan also. The County next looked at was what are the priorities of the Continuum now, which lead to developing the recommendation based on those priorities. The recommendations are for programs that will prioritize chronically homeless but more specifically for the Housing and Disability Advocacy Program (HDAP). This program targets the chronically homeless individuals, providing homeless services and in addition to advocacy to help them to be housed and obtain a permanent source of income. Today, the CoC’s approval is being requested for the County’s funding priorities prior to moving forward. For the HUD, Emergency Solutions Grant (ESG) Consolidated Plan 2020-2024, the estimated total funding is $1,197,330, over all for the 5-years (7/1/2020 – 6/30/2025). The 5-year breakdown is: 59% ($708,018) going for Rapid Rehousing, 35% ($412,960) for Emergency Shelter, and 6% ($76,352) for Administration. When a question from the floor was asked about HDAP providing a match so the agencies do not have to provide a one-to-one match, Shannon confirmed it was correct. The ESG funds will serve as a match for HDAP and HDAP funds will serve as match to ESG. Motion: Jody Ketcheside Second: Tom Morgan Abstentions: WestCare and Fresno County Approved 2. Recommend Approval of City of Fresno ESG Funding – Tom Morgan on behalf of Erika Lopez: Annual recommendation to the FMCoC for the allocation of the ESG funds as part of the 2020-2021 annual Action Plan, the first of the five annual Action Plans for 2020-2024. City Council is expected to adopt the Consolidated Plan’s five-year strategies and priorities at the April 9th meeting and the RFP is expected to come out on April 10th. For the upcoming 2020-2021 program year, the City is recommending the elimination of the ESG funding for HMIS. The proposed 2020-2021 allocations will reallocate the 3.5% previously allocated for HMIS for redistribution to the street outreach/emergency shelter (increase by 1%, from 32.9% to 33.5%), homeless prevention (increased by 0.5% from 4.5% to 5.0%) and the rapid rehousing program (increased by 1.9% from 52.1% to 54.0%). The ESG administration will remain at and not exceed 7.5%. Motion: Heidi Crabtree Second: Misty Gattie-Blanco Abstentions: Fresno Housing Authority, City of Fresno, and WestCare Approved 3. Election of Directors: Chair and Secretary – Heidi Crabtree: Nominees introduced themselves along with a brief narrative of their qualifications. One vote is allowed per agency by the Director, if the Director is absent, then their Alternate votes. Only members in good standing are eligible to vote. Being in good standing means their 2020 membership application must have Page 4 of 5 been submitted and your dues paid. The newly elected FMCoC Chair is Laura Moreno and Sara Mirhadi will be the new Secretary. Informational Items: 1. HCD Meeting in Sacramento – Shawn Jenkins: FMCoC had received a letter from the State Housing and Community Development (HCD) stating the FMCoC and the Fresno County, the CoC’s Administrative Entity, did not want the ESG funds. They were taking away our Administrative Entity designation and they would be moving the FMCoC’s money into the Balance of State. Shawn sent an email asking their leadership to meet with the FMCoC representatives which occurred on February 5 in Sacramento. The FMCoC representatives that attended the meeting were Shawn Jenkins, Laura Moreno, Jody Ketcheside, and Elizabeth Wisener. The outcome of the meeting was the State agreed the FMCoC would not have to stay in the Balance of State and that the State is committed to go back and review the situation and see if there was still time to pull the CoC out for 2020. The CoC should be hearing back from the State soon. 2. HHAP Joint Funding Plan – Shannon Duncan on behalf of Laura Moreno: HHAP funding is allocated by jurisdiction, the FMCoC, County of Fresno, City of Fresno, and the County of Madera. The partners collaborated on the funding plan using the priorities in their communities but will submit two separate applications. HHAP Joint Funding Plan Report - Grand total is just over $11 million Triage: Another two years was added to the Triage Centers, that was done with County and FMCoC funding and additional City funding. Bridge: Bridge was extended by another year with County funds. Youth: Additional Youth Bridge and Youth Services were extended as Youth is a requirement for this funding source. Rapid Rehousing: For WestCare, it was money that was extended, and Madera was added in. Diversion: extended existing Diversion agreement and then adding in Madera. Family Services with Marjaree Mason Center, is funded by the City, added for 12 months. Outreach: City Outreach added two years, rural Outreach for the County new two-year program, and a new Outreach program with Madera for four years. Strategic Planning: Additional Madera Strategic Planning for one year. 3. 2020 Census – Jody Ketcheside/Elizabeth Wisener: The Census will take place this Spring. Each person counted in the Census is valued at $2K per year in government funding. Government employees will attempt to get homeless people to fill out the census online. Shelters can request a kiosk to set up on their premises or provide a computer for street people to come in and submit their census information. The census can be completed one of three ways, request a paper Census form that can be mailed back to the U.S. Census Bureau or completed by phone or online in 13 languages. The Census Bureau is allowing agencies to help someone complete the Census if they are unable by themselves, but the individual must ask for help. People being assisted need to be informed the helper is not Census Bureau employee therefore any information they give is not confidential. Agencies need to inform the public they maintain confidentiality, but the Census Bureau confidentiality does not start until the day the information is entered. Libraries and most of the schools are some of the places people can go to, to complete the Census. 4. FMCoC Website – Jody Ketcheside: Someone has offered to set up the website and potentially do ongoing updates; the fee for their services is $2K. The updated website might be available to launched next month in March. 5. Fresno County Update – Shannon Duncan on behalf of Laura Moreno: - The 2018 HEAP/CESH Funding outcomes through December 31, 2019 was reviewed for the Triage Centers, Bridge Housing, Rapid Rehousing, Diversion, and Expanded Coordinated Entry. A total of 469 unique individuals were served through December 31, 2019. - The Landlord Mitigation Agreement with RH Community Builders was recently taken to the Board of Supervisors (BOS) and it was approved. - The HMIS Agreement will allow the Department of Social Services (DSS) to use HEAP interest to pay for HMIS support in our community; it will go before the BOS on March 10th. Page 5 of 5 - Two agreements for CalWORKs Housing Support Program, one is with the Fresno Housing Authority and the other is with Centro La Familia will go before the BOS on February 25th. 6. City of Fresno Update – Tom Morgan: - Ericka Lopez has joined the City of Fresno’s Housing Community Development team as their Senior Analyst for Homeless Initiatives. - Katie Wilbur is now representing the City in an official capacity starting in March or April. - There will be a public meeting tonight at 6:00 p.m. at the Ted C. Wills Community Center on the Analysis of Impediments of Fair Housing Choice. - The City’s draft of their Consolidated Plan being released for public comment for a 30-day period. - The Consolidated Plan will go before the City Council April 9th and put they will put out RFPs on April 10th. Annual Action Plan must be submitted to HUD on May 15th assuming they release the funding allocations by April 14th or 15th. 7. Madera Update – Dennis Koch provided the update in lieu of Elizabeth Wisener: - Madera received a grant for a Mobile Health Clinic, in addition, is a Mobile Hygiene Center. They are looking at how to utilize it in reaching out to the homeless. - Recently applied to the Kaiser Foundation for a grant to convert an area of the Madera Rescue Mission into respite beds. Elizabeth recapped the January 2020 Homeless Outreach Report. Outreach was conducted both in the City and in the County of Madera. The number of Unsheltered Contacts for January 2020 was 68 served, with the year-to-date total of 679 served from 07/01/2019 through 01/31/2020. 8. SJVV Update – Jenny Gonzalez: Currently there are 94 individuals enrolled, 73 are under Rapid Rehousing, and 21 are under Homeless Prevention. SJVV is continuing to focus on their chronic population. 9. Unscheduled Public Announcements: - Jody Ketcheside presented Shawn Jenkins with a plaque commemorating his leadership as outgoing Chair of the FMCoC. - Shawn Jenkins presented plaques of appreciation to members of the FMCoC Executive Committee. FMCoC lapel pins will be given out to all the membership at the March General Meeting. - Today is Laura Lopez’s last day as a Member at Large on the Executive Committee and she expressed her gratitude for her service in her position.
