My name is Ana Cisneros, I have been with Kings View Behavioral Health since
August 2015. I was first an intern at Blue Sky Wellness Center during my
Masters program in Clinical Rehabilitation and Mental Health Counseling at
Fresno State University, which was a different internship experience from
working with Transitional Age Youth and providing one on one court ordered
addiction counseling previously. After my internship I was hired on to start their
vocational program for Blue Sky. Once I started that program I decided I wanted
to do more because I sincerely believe the Housing first model is something that
can truly work. Kings View was given the lead on the MAP (Multi-Agency Access
Program) Collaborative and I have been the MAP Collaborative Program
Manager since. Once I came into my position I decided to make sure that Kings
View Behavioral Health took part in the Fresno Madera Continuum of Care
because I understand how important collaboration is in our community when
assisting our clients. I am currently a CES Navigator, do outreach with the
FMCoC HOME outreach Team, and I am also part of the Coordinated Entry
Systems Committee.
I seek a position on this board to bring in the perspective of the rural
communities, and have their voice be represented since that is where I do most
of my work. I want to continue to learn more and seek to increase the
participation in FMCoC.
The skills that I bring primarily the fact that I am new and willing to learn. I do not
give up and am always open to constructive criticism. I am someone that is
sincerely passionate of the work the FMCoC does. I plan to continue to build
relationships and I will go out of my way to make sure partnerships are created. I
want to increase the education on the FMCoC within our communities and the
Coordinated Entry Systems process. Providing direct service to our clients till
this day I think really allows me to understand things from their perspective. I
have previous experience being secretary for a non profit and understand the
importance of minutes and deadlines.

I plan to continue to gain contribution from the rural communities for the
continuum. I will be a voice for the FMCoC and will always represent the FMCoC
to the highest standard. I will do everything I possibly can to advocate for the
FMCoC as well as the clients that we serve.

Yes, I have been fundraising chair for a previous organization and asked
different places for donations, through letters and by speaking to organization
leads.
Leadership to me is having the ability to bring people together with one common
goal, listen to them, have their voice be heard and guide them without fear of
making mistakes, but always learning from these mistakes. Always being
genuine and reassuring people working toward this common goal that with
collaboration, transparency, work and determination anything can be achieved.
The two most significant issues faced by the FMCoC from my perspective is the
lack of education in Fresno and Madera counties regarding the Continuum and
Coordinated Entry Systems process. The increase of people that are homeless
or going through a housing crisis, and its great that new funding is coming, but
the landlords wiling to work with the funding are minimal. I am truly excited for
the new venture of landlord engagement.

I received my Bachelor of Science Degree in Criminology with an emphasis in
Victimology in 2000. I have been working with youth and adults experiencing
homelessness consistently since 2007. My experience includes operating and
overseeing the operations of emergency shelter for youth and adults, transitional
housing for youth and adults, permanent supportive housing for adults and
families, and triage shelter for adults. I served as FMCoC Board Chair for four
years from 2013 to 2017 and currently serve as Vice Chair.
I am passionate about homelessness and what the FMCoC does. I have had the
privilege of seeing the accomplishments the FMCoC has made in working on
community collaboration and providing direction to the community on learned
best practices in terms of addressing homelessness. I'm excited to see this body
move the needle in ending homelessness and would be honored to serve a
leadership role in that work.
I have experience in chairing the FMCoC board during the difficult transition to
Housing First. I am a collaborative leader and seek to understand all points of
view. I am familiar with the time commitment required for this position and am
able to effectively prioritize and multi-task.

I feel my leadership skills provide opportunity for growth and education to others.
If selected, I would like to expand board membership so that new individuals and
agencies are engaged and take on leadership roles in preparation for succession
of leadership positions on the board. I believe in the work we are doing and am
comfortable advocating for that work with local and State politicians.

In assisting with the coordination of the Point in Time Counts for the past several
years, I have done a lot of fundraising to support the event. Additionally, I am
experienced in this through my position with TPOCC. During my time as Chair,
there were many instances where I recruited new members to the FMCoC.
Leadership simply means providing guidance and not being opposed to do the
work you are asking others to do. It means making way for new leadership and
assisting people with gaining the tools needed to move into those roles. It means
working together.
1. The need for a staff member in order to grow the organization and better
organize activities that give us a platform to tell the story of what we do.
2. With the additional funds being administered, the FMCoC will need to be more
present in community dialogues to ensure everyone understands the work being
done and the benefits. We are in a pivotal time with the new direction for USICH
and we will need to advocate for what we know is working.

I have been with Poverello House since December 2013. Prior to Poverello
House, I worked in the City of Fresno Housing and Community Development
Department where I worked with HOME and CDGB funds. I also did extensive
research on the Housing First model for the City of Fresno. I have worked for
State Senator Costa, Workforce Investment Board and in law offices. I am a
graduate of Fresno State and I have a law degree.
I have been involved with the Fresno Madera Continuum of Care since 2014.

I have a passion and dedication for providing services for the homeless
community. I have been fortunate to have participated in the 25cities campaign
which enabled us to create a systematic approach to housing the homeless
population. I believe nobody should call the streets their home and everyone is
entitled to a level of dignity and respect.
I bring several specific skills to the board. I have experience in writing grants for
both government and private funding. Working at Poverello House I have
benefited from working directly with clients and designing programs for them. I
also have extensive experience working with program budgets. I have extensive
experience working on a non-profit boards

Part of my position at Poverello House is to solicit funds from private
foundations, banks, and businesses. It is not uncommon for me to meet with
potential donors and talk about Poverello House services and ask for funding.
I believe in servant leadership. People will follow you if they know that you will do
the work and serve them. If you serve staff, they will serve and follow your lead.
Leadership to me also means to advocate strongly for housing homeless clients.
The first issue is educating the community on what the FMCoC actually does for
the homeless community. The community needs to know that designed
processes such as the coordinated entry system that benefit homeless
programs.
Another significant issue is that everyone need has a clear understanding of our
policies and procedures and managing their grant programs

I have been with the County of Fresno for approximately 22 years and have been
a member of the FMCoC for at least 18 years. I have spent the majority of my
time as a Staff Analyst in Administration and have served as a Program
Manager for the past 5 years. During my 22 years with the County, 20 of those
years have involved homeless services. I have worked with the State and
Federal government on homeless funding and understand how to move
processes to achieve an intended goal. I know where we have been in regards
to homelessness, what has been tried and where the State is going with this
topic.
This is a tough question to answer because i don't seek a position on the board
of my own desire but instead out of a sense of obligation. I do not need to be the
leader of a group to participate. I typically do not want to be the leader because
it usually entails a lot of work, a huge time commitment and headaches. The
FMCoC chair position comes with all of that and political pressure. I have
watched very capable people take on this position and do it with dignity and
heart. I cannot keep asking others to do something that I have not been willing to
do. These next few years will be difficult as there is more and more pressure on
the State, the County and the FMCoC to solve homelessness. I am willing to
work as the Chair of the FMCoC to bring us all together to continue the work and
evolve into what we need our continuum of services to be to meet the challenge.
I know processes. Specifically I know government processes. I know how to
move organizations, entities and systems to get to where we need to be. I have
always seen my job as the remover of road blocks for service providers; that is
the skill I bring to the table. I hope to assist in removing the road blocks for our
continuum service providers to do the important work of getting those
experiencing homelessness housed quickly. It will also entail maneuvering the
political waters that we find ourselves in. One must be able to read political
nuances.

I am on the Emergency Food and Shelter Program (EFSP) board managed by
the United Way.

I have been a very active member of the FMCoC for the past 18 years, serving
as the Secretary prior to the designated County of Fresno executive board
position. I have volunteered resources to the FMCoC in the form of
administrative support and will continue to do so. I have a lot of institutional
knowledge that is beneficial to the FMCoC. I trust that my past participation has
proven my ability to contribute positively to the FMCoC.

I have done this in the past as an FMCoC member as well as an Executive
Committee member.
Leadership is bringing people together, supporting them in the work they do and
trusting their knowledge and skills. Leadership is intervening on behalf of your
people when necessary and setting the tone for the group. Leadership does not
determine every detail but instead, leadership knows who to bring together to
determine the details.
1) Very few people know the great work done by the FMCoC. We have a public
relations problem. This group does fantastic work but very few people know; we
haven't been successful at telling our story. Failure to tell our story has led to a
negative political narrative about the FMCoC.
2) Learning to function as a true continuum of services. HEAP and HHAP
funding are requiring us to examine our joint processes and develop a system of
service that we have talked about but not truly put to use. We will experience
growing pains but once on the other side, will end up with a seamless system for
those we serve.
