Unscheduled Public Announcements Page 3 of 4 Minutes: Meeting called to order by Chair Shawn Jenkins at 8:39 a.m. Approve January Agenda, Approve December Meeting Minutes, and Finance Report: Laura Moreno asked for correction to agenda regarding the Members at Large nominations. Due to a change in the bylaws, there will now only be two Members at Large positions instead of three and their current positions won’t expire until next year. Motion: Laura Moreno Second: Misty Gattie-Blanco Approved Action Items: 1. Recommend Approval of ESG Balance of State Activity Priority – Laura Moreno: The FMCoC is classified to receive a Balance of State allocation. The 2020 ESG Formula Allocation for the FMCoC is $278,748; the FMCoC will select a provider to administer 50% of the allocation ($139,239) to Rapid Rehousing through a Request for Proposal (RFP) process. Remaining balance of $139,239 will be used in a competitive process to provide services that will be outlined when the NOFA is released by HCC in February. ESG have five eligible activities, Rapid Rehousing, HMIS, Street Outreach/Emergency Shelter, and Administration. Rapid Rehousing is a requirement by the State and the remaining four are at the discretion of the CoC. The County will not be the administrative entity for this but would assist in drafting a simplified RFP process. The agreements that come from the competition will be with the State for the ESG funds. The FMCoC’s Executive Committee recommends the CoC release one RFP to select a single provider for Rapid Rehousing and a single provider for either Emergency Shelter or Street Outreach as a priority. The executive body decided to move an agency forward for Rapid Rehousing without a competition utilizing a simplified RFP process. There were discussions and comments from the floor on the best usage of funds for either eviction prevention, diversion, or homeless prevention. Shawn asked Brad Hardie of RH Builders if he would do a presentation on landlords willing to work with the CoC to assist with their Landlord Engagement and Mitigation at the next meeting in February. The CoC Directors voted Emergency Shelter and Street Outreach (19 votes) as the priority activity rather than opening it up to other categories (6 votes). A recommendation from the floor requesting a cheat sheet of terminology be included in the meeting handouts. Motion: None Second: None Approved 2. Recommend Approval of FMCoC Participation in ESG Balance of State Allocation and Submission of a Solicitation of Interest Form with Approved Activity Priority Listing – Laura Moreno: The Continuum voted to approve the CoC’s participation in the Balance of State and they voted for either Emergency Shelter or Street Outreach as the priority. The majority voted for Emergency Shelter as the priority with 18 votes. Next vote the CoC membership voted on the CoC submitting the to go after this funding of which the majority voted in agreement. Motion: Sara Hedgpeth-Harris Second: Elizabeth Wisener Approved Informational Items: 1. Call for Nominations: FMCoC Chair and Secretary – Laura Moreno on behalf Heidi Crabtree: An email will be sent to the membership this week calling for nominations for these two positions. The Chair is the only position that must be filled with someone on the Executive Committee. Once the nominations are received, the nominees will provide information about themselves and then an email will be sent to the listserv with the nominees’ profile. The voting will be conducted anonymously via computer at an FMCoC general meeting, with the results being announced once the voting is completed. 2. HEAP Annual Report – Laura Moreno: The County of Fresno, Department of Social Services is the administrative entity for the Continuum of Care HEAP dollars that were awarded by the State about a year ago in the approximate amount of $9.5 million. The Triage Centers and Diversion Program are funded out of it, also the Board of Supervisors recently approved the agreement with the Landlord Mitigation and Engagement. The report from the State and is for the period through September 30, 2019. When reporting expenditures to the State, it is what the County has paid out. The grayed-out portions on the report indicate Page 4 of 4 what the CoC is not doing, the white areas are what we are doing, and the zeros are because the County hasn’t paid it out yet or it’s still at start up. Activities numbers should be available next month to share with the CoC, it will show how the programs are running outside of the State report. Question was asked about collecting data in HMIS by zip codes or city of origin for number of people out by diversion in Madera County, the Executive Committee will take look at this. 3. City of Fresno Update – Tom Morgan: No update available. 4. Madera Update – Elizabeth Wisener: Dennis Koch of the County of Madera Behavioral Health (BH) said the Madera County Board of Supervisors are looking at how to better organize their community, to have a voice in homelessness, and how to coordinate some of their services. Dennis is taking the lead for Madera County; the County is now forming an alliance with smaller groups to meet on homelessness. Elizabeth reported on Outreach from July – December 2019, they contacted 611 homeless people and she highlighted accomplishments for this period. 5. 2019 Housing Inventory Chart – Doreen Eley: The Housing Inventory Chart (HIC) asks specific questions, Doreen asked the CoC who should be added by a date in December and only a couple of agencies replied. Fresno Unified is looking over the list and will respond to Doreen. This HUD report is intended for homeless persons, some beds are dedicated to homeless persons, and it must verify a person’s homelessness. Doreen and Melissa Mikel will begin having conversations with everyone, they need to discuss if they meet the things HUD is demanding in order to be put on the housing inventory. There are two parts to the Point-in-Time Count (PIT), part 1 is counting those on the streets unsheltered and part 2 is the counting of those sheltered. January 28, 2020 is for the purposes of counting the sheltered. 6. 2020 Point-In-Time Count Update – Jody Ketcheside: Due to training requirements, this year’s training for the PIT will have to be in-person instead of online. Training dates for Fresno are Thursday, January 23 from 2:00-4:00 p.m. and 6:00-8:00 p.m. and then on Saturday, January 25 from 10:00 a.m. – 12:00 p.m. at the Nielsen Conference Center. For Madera there is one on Tuesday, January 21 from 2:00-4:00 p.m. at the CAPMC in Madera. The actual headquarters will be at the VFW Post on Blythe Avenue with Poverello House is providing meals for the volunteers. Jody reviewed the updated survey questions, Heidi will send out the survey to the listserv. A recommendation was made to bring back to the committee to address incorporating an elder abuse drop-down under Domestic Violence. Also, asking adults if they have children, how many children under the age of 5 years and 6 – 17 years that are residing with another family member, friend, or foster parent. Membership can send Jody any further questions or comments for the survey. The first day (1/28) is the tally count and the survey will be conducted on January 29th and 30th. 7. SJVV Update – Jenny Gonzalez: Currently there are 81 veterans being served, 62 are under Rapid Rehousing, and 19 are under Homeless Prevention. The SJVV staff will be participating in the PIT Count end of January. SJVV is working with chronic individuals and their number is at 11. 8. Unscheduled Public Announcements: - Marianne LeCompte with Wings has completed their application process and within a week or two information will go out to each agency Director. If agencies are making referrals for furnishings and you want Wings services, the Directors are being asked to fill out an application for each housing program you have. That includes housing through Coordinated Entry System. If there are any questions, there will be names and contact numbers to contact. Donations pick ups are scheduled through their website. - Anna Hamre on behalf of Alan Peters - There will be a concert on March 26 devoted to homelessness and it will be at the Clovis Performing Arts Center at 2:30 p.m. Piece presented is the Beatitude Mass for the Homeless. Interested organizations who would like to present information on a panel before the concert or have a display in the lobby are to contact Anna or Alan or Gregorio Barboza. Flyers with information was provided. - Doreen Eley – Housing First Partners Conference on March 16-19th in Seattle, Washington. There will be conversation about Housing First and the challenges in managing this program. Meeting Adjourned at: 10:17 A.M.
