Unscheduled Public Announcements Page 3 of 5 Minutes: Meeting called to order by Chair Shawn Jenkins at 8:35 a.m. Approve December Agenda, Approve November Meeting Minutes, and Finance Report – Action Item #4 was removed from the agenda. Motion: Laura Moreno Second: Jody Ketcheside Approved Action Items: 1. Recommend Approval of 2020 FMCoC Meeting Calendar – Shawn Jenkins: A suggestion was made to have a calendar invites for the general meetings be sent out to the listserv. Misty suggested there might be a way for Fresno EOC Sanctuary to help with that. Elizabeth Wisener mentioned the Madera meetings might be held at a different location however, it is not built yet, more information to come. Motion: Rich Penksa Second: Misty Gattie-Blanco Approved 2. Recommend Approval of 2020 FMCoC Membership Application – Misty Gattie-Blanco: There were no changes in the fee structure, what changed involved formatting and dates. Added was the membership fees can be paid online in addition to either by check or money order. Once the application is approved, the W-9 will be attached. The annual membership fee is due no later than Friday, January 17, 2020, for the 2020 year. Motion: Jody Ketcheside Second: Rich Penksa Approved 3. Recommend Approval of Updates to FMCoC Bylaws – Jody Ketcheside in lieu of Shawn Jenkins: Homebase reviewed the FMCoC’s Bylaws during the NOFA period, they were distributed to the listserv but were not voted on. The highlighted portions of the bylaws indicate changes. The Bylaws changes and/or additions provide clarity, eliminating any loopholes in the language. Gabby Salazar stated the numbering of the Articles were out of sequence. On Article V, specifically, the Delegation of Authority to Standing Committees, Gabby requested an outline finalizing what are the CoC’s Standing Committees and the type of authority is given to them. Shawn explained the committees’ authority is to make recommendations to the Board and for the Board to approve. The Board does not make any policy changes without it coming back to the membership for a vote. At the next meeting, there will be a listing of current committees and what their charge is and how often they should meet. Also, committees will report out every other month on their progress unless there is a need to be put on the agenda for approval. Motion: Laura Moreno with correction to numbering of Articles Second: Elizabeth Wisener Approved 4. Recommend Approval of using HEAP Interest Funding for Temporary Warming Shelter – Removed from agenda 5. Recommend Approval of Participation in the Structure of the Street 2 Home Committee – Shawn Jenkins: The Street 2 Home Committee puts a larger group of people together to figure out what it takes to solve homelessness in our community and get agreements where we can to align funding. The CoC is being asked to vote to approve on the founding structure to have the FMCoC’s Chairman on the Street 2 Home Committee. Shawn clearly stated, the CoC does not give up control of their money or give up authority to align funding by agreeing to participate on this committee. Motion: Doreen Eley Second: Delfina Vasquez Approved Informational Items: 1. Partner Statement and Training Update – Mary Ann Knoy: Partner Agreements are due January 3rd however they will not go live until March 3rd. CES Trainings timelines were sent out previously to the listserv; trainings with asterisks require a part two. Page 4 of 5 2. County of Fresno Update – Laura Moreno: On December 10, the Board of Supervisors (BOS) approved the agreement for Landlord Engagement and Mitigation Fund being provided by RH Builders. The business plan and process are being looked at for the two components, Landlord Engagement and Landlord Mitigation Fund. For the Landlord Engagement, the County is looking at how the partnerships are equitable and how it serves the clients that need it the most. The Landlord Mitigation Fund allows landlords to join a mitigation if they are renting to somebody in our system that allows for protection for their units or unpaid rent up to a certain limit that is not covered already in their security deposit. - The Governor’s estimated Homeless, Housing, Assistance and Prevention Program (HHAP) funding of 75% has been released, holding back the remaining 25% until HUD release the Point-In-Time (PIT) Count numbers. The City of Fresno is getting about $6 million, the Counties of Fresno and Madera are getting approximately $1.3 million each and the FMCoC is estimated to receive about $2.9 million. Applications are due in February 2020. The Fresno County DSS as the CoC’s Administrative Entity, will be developing a plan on how the CoC’s money will be used, working with the City of Fresno and the County of Madera. Laura will resend the listserv the link to the HHAP program guidance. - The Department of Social Services (DSS) team will be working on the HEAP dollars for Homeless Planning for Domestic Violence for the County of Madera and the County of Fresno areas. 3. City of Fresno Update – Tom Morgan: The City’s representative will begin on January 6, 2020 working with Emergency Solutions Grant (ESG) and Housing Opportunities for People with Aids/HIV (HOPWA). Tom is unable to announce her until the Department of Justice background check process is completed. Additionally, the City is doing Phase 1, Round 2 of community meetings for the Consolidated Plan this week and they have received over 125 paper surveys and over 150 electronic surveys as of a week ago. The NOFA is expected to be released the third week of January 2020 instead of late February or early March due to the City’s Consolidated Plan process. By May 15, 2020 the City has to submit their 5-Year Consolidated Plan and their annual action plan to HUD. 4. Housing Inventory Chart Update – Doreen Eley: The Housing Inventory Chart (HIC) informs how the CoC’s homeless response system works. It lists what agencies are a part of it and which agencies participated in the previous PIT Count and how they were utilized. Beds and units included in the HIC must be dedicated to serving homeless persons, or for permanent housing projects, dedicated for people who were homeless at entry, and that the project verifies the homeless status as part of eligibility determination. Once the CoC agrees upon the projects that should be included on the HIC, the Homelessness Management Information System (HMIS) team will work with the projects on obtaining information needed to be included on the HIC submission to HUD. For the PIT Count the night of January 28, 2020, agencies need to say how many people utilized their program on that night. Doreen asked the membership to review the HIC list and submit any changes and/or additions to either Melissa Mikel or Gabriela Salazar by December 19, 2019. In January, the membership will review the final list, making sure everyone agrees before moving forward. 5. Jeff Olivet Debrief – Doreen Eley: The Fresno Authority has been looking at its operations in terms of Diversion, Equity, and Inclusion (DEI). To address this, they have arranged for some speakers to speak about DEI: - Tanya Nichols, a professor at Fresno State, talked about health equity. She spoke about people who reside in the zip code 93706 that have a 10-20 years less life expectancy than people that live in other zip codes in Fresno. - Matthew Desmond, who wrote the book Evicted, he talked about racial bias and evictions. The largest group of people evicted in our country are black women with children. Matthew has an exhibit at the Main County Library through December 30th. - Jeff Olivet, his specialty is to talk about racial disparities and homelessness from two sides. He does it from looking at non- profits and their leadership structure and does their leadership structure look like the people they serve. He also has looked at the nation and in Fresno where both the African Americans and the Native Americans are severely over represented in the homeless population. While in Fresno, he did presentations with the Fresno Housing Authority staff, had lunch with some of the CoC’s agencies, a tour of the Fresno Housing and Turning Point’s Welcome Center, and his last meeting was with the Mayor of Fresno. Comments from the floor on Jeff’s presentation were, - Next speaker in February for the Fresno Housing Authority will be Richard Rothstein who wrote the book The Color of Law, additional details to follow once finalized. 6. 2020 Point-In-Time Count Update – Jody Ketcheside: The volunteer information flyer was sent to the listserv, it can be forwarded on to others. The Poverello House has offered their food truck to provide meals for the volunteers and it’s free of Page 5 of 5 charge. The survey for the PIT Count is in development, Chris Luis is assisting as a consultant in the survey’s language based on his recommendations from last year’s survey. Volunteer registrations need to be submitted. Training dates are listed in the flyer, but the delivery of the training has not been determined at this time if they will be in person or online as a webinar. More information on training to come. For the hygiene kits, more shampoo is needed, preferably dry shampoo. Donations of 1,600 hats, socks, and gloves have been provided by WestCare. This year’s goal for hygiene kits is 2,500. 7. SJVV Update – Jenny Gonzalez: Currently there are 84 veterans being served, 68 are under Rapid Rehousing, and 16 are under Homeless Prevention. A lunch for the veterans will be provided on December 20th from 11:30 AM - 1:00 PM. Toys have been received from Toys for Tots for the families. On the By-Name list there are 87 veterans with only 21 unsheltered and there are 12 Chronic which is a drop from 25 from when it started. The goal is to drop the Chronic to 10 by May 1, 2020. Doreen Eley said Fresno Housing got 74 new Veterans Affairs Supportive Housing (VASH) vouchers to assist with the goal. 8. Unscheduled Public Announcements: - Shawn Jenkins: Shawn, the County of Fresno department heads, and H Spees from the City of Fresno did a brief public forum yesterday on December 11 in Clovis to provide information and to facilitate additional conversations on homelessness. Sonia De La Rosa will share the link with Shawn and Heidi once the video of the forum is posted, it is expected to be up the end of today. Viewers can email Sonia sharing their feedback which will aid in the planning of additional meetings. The County of Fresno has set up a temporary website on their website and has posted the FMCoC’s 2019 meeting documents. Jody Ketcheside informed the membership that an individual has volunteered to build and maintain the FMCoC’s website, details on a live date will be provided to the listserv once it is completed. - Sara Hedgpeth with CCLS introduced Nicki Love who is the new Project Director for the homelessness prevention project for CCLS. They have a grant for 3 years for approximately $700 K. They will be focusing on students and their families and are partnering with Fresno Unified School District and Fresno City College. Nicki is also Sara’s alternate for the CoC’s general meetings. - Marianne LeCompte: Wings will be closed during the Christmas and the New Year’s two weeks. She asks the agencies to inform their navigators and housing providers that furniture will not be delivered during this time. - Sara Mirhadi: Poverello is having their annual Children’s Christmas party on Saturday, December 14 at 1:30 p.m. There will be face painting, cookies, and jewelry making and children will have the opportunity to have their picture taken with Santa. The toy give-away at Poverello House will be on Christmas Eve morning starting at 6:30 a.m., an adult need to accompany a child. - Elizabeth Wisener introduced Bertha Vega from the Madera Workforce, they are potentially planning on becoming a member of the CoC. The Workforce is applying for Workforce Accelerator funds that is released through the California Workforce Development Board that is specifically for the homeless population. It is recommended that whoever applies for this grant is also is working in collaboration with the CoC. A question was asked if it was possible for the FMCoC of doing a Fresno and Madera Workforce proposal to the Accelerator Grant.
