2020 ESG Balance of State Allocation
The California Department of Housing and Community Development (HCD) has released a Solicitation of
Interest, intended to identify the CoC service areas that intend to participation in the Balance of State (BoS)
allocation through 1) the regional competitive funding for ESG activities, and/or 2) the non-competitive funding
for Rapid Re-housing (RR) activities.
FMCoC, despite having an entity within its boundary receiving ESG funds directly from HUD, is classified to
receive a Balance of State allocation.
• The 2020 ESG Formula Allocation for FMCoC is $278,748. CoCs will recommend homeless service
providers for noncompetitive rapid rehousing funds for a minimum of 40% and a maximum of 50% of the
allocated amount.
o The FMCoC will select a provider to administer 50% of the allocation ($139,239) to Rapid
Rehousing through a Request for Proposal (RFP) process.
• The remaining balance of 50% ($139,239) will be used in a competitive process to provide services that
will be outlined when the NOFA is released by HCD in February.
o The FMCoC will release one RFP to select 1) a single provider for Rapid Rehousing and 2) a
single provider for either Emergency Shelter or Street Outreach, prioritized according to direction
from the FMCoC determined during the January General Meeting.
• Non-entitlement jurisdictions will be given priority within the RFP selection process. Non-entitlement areas
include the following: Clovis, Sanger, Coalinga, Firebaugh, Huron, Parlier, Orange Cove, San Joaquin,
Madera City, and Madera County.
• The applicant will be required to propose applications where dollar-for-dollar matching funds are
available.
Continuum of Care Qualifications and Role
The FMCoC will have an integral role in recommending a provider application/s in response to both the
noncompetitive RR allocation and the regional competition in response to the HCD Notice of Funding Availability
(NOFA). HCD will administer provider contracts funded through the regional allocations.
ESG BoS response forms are located on pages 8-13 of the Solicitation of Interest (SOI) document. Response
forms will only be accepted via e-mail at ESG@hcd.ca.gov in PDF form. Sections 1-3 and Appendix A & B are
due to HCD by 11:59pm on January 15, 2020. The SOI is only the initial step; applicants will be required to
submit a full application when the NOFA is released in February.

• Potential agreement with geographically contiguous ESG AE for administration of RR
• Specific policies and procedures (conflict of interest, written standards for ESG activities, operational
HMIS, and coordinated entry)

• FMCoC’s intent to participate in the BoS regional competition
• FMCoC’s intent to recommend a provider for rapid rehousing activities
Additionally, HCD is offering technical assistance to ESG partners. This can be requested in the BoS response
form.
