Anti-Discrimination Training (Home Base) – Jason Green-Lowe Minutes: Meeting called to order by Vice-Chair Jody Ketcheside at 9:10 a.m. Approve November Agenda, Approve October Meeting Minutes, and Finance Report The November agenda had the incorrect meeting date of August 8, 2019. Disregarded was Informational item #8: Point-In-Time Coordination-Turning Point is a duplicate of Item #1. Motion: Delfina Vazquez Second: Rich Penksa Approved Action Items: 1. Recommend Approval of Fresno County to act as the Administrative Entity for expenditure of HHAP funds – Shannon Duncan on behalf of Laura Moreno: Fresno County has agreed to be the Administrative Entity for the HHAP funds and is seeking the FMCoC’s approval to execute this role. The application for funding is February 15, 2020 and additional information will be brought to the CoC in upcoming months. Recommend Approval of the use of HEAP interest earned for HMIS costs related to HEAP services – Shannon Duncan on behalf of Laura Moreno: Shannon reviewed the HMIS costs projections for the HEAP projects for 2019-2021 and explained that only services that were performed will be paid. Sara Mirhadi said in their grant application for HEAP they put HMIS user fees and other miscellaneous fees. She asked how it is different from what the County is proposing. Shannon explained a lot of the agreements don’t have a line item for HMIS because the State didn’t make a provision for it, enabling the agency to pay for that outside of the agreement. If there are any unpaid HMIS costs, agencies are to be submit them to the County for them to be billed to the HEAP agreement for payment. If an agency has already paid for it, there won’t be any reversal to get the money back. The report funds breakdown shows the total anticipated HEAP funding interest income as $229,471.01, projected HMIS cost for 9 HEAP projects as $104,000 and with an anticipated interest income remaining as $125, 417.01. A 5% minimum of the HEAP funding interest of $11,473, must be spent on youth services. Motion: Gregorio Barboza Second: Rich Penksa Abstentions: Doreen Eley, Fresno Housing Authority Approved Informational Items: 1. 2020 Point-In-Time (PIT) Count Update – Jody Ketcheside: New venue for 2020 PIT Count is the VFW Hall and it is free. Catering will still be through Fresno EOC Sanctuary. Poverello House has assembled 1,800 hygiene kits. The projected goal of hygiene kits has increased to 2,500 after the interest expressed from the rural communities. There is enough donated money from previous years to start preparations but are seeking additional donations to work with Fresno State student Chris Louis who will help build the PIT Survey using a new platform called doForms making the survey more quantitative and measurable. This is an online system that is not dependent on any of our agencies’ servers. There are committee meetings are every two weeks. The PIT Count dates are January 28-30, 2020, it will be two evenings and one morning. New committee meeting is November 22 at 10:00 a.m. at Jody’s office at Turning Point. Invite will have new time for meeting for Nov. 22. Gregorio: Federal Government 2020 Census will include the homeless, every individual is worth $2K. Roland Geiger mentioned he is willing to setup and handle an online registry for donations in Amazon. The dates for the PIT Count are January 28, 29, 30, 2020; same time schedule of two evenings and one morning. Training information on the new application will be provided later. The next committee meeting is scheduled for 10:00 a.m. on November 22nd at Jody’s office at Turning Point. Turning Point is located at 1638 L Street. Gregorio Barboza provided information about the Federal Government’s Census that is taking place in 2020. This Page 4 of 5 census will include people who are experiencing homelessness. He mentioned every individual is worth $2,000, so communities not counting this population will miss out on this money. 2. CES Partner Statement/Agreements Update – MaryAnn Knoy: Approximately eight Coordinated Entry workshops have been completed; over 25 organizations participated in those, either expressing an interest in being a part of the Coordinated Entry System (CES), and/or agreeing to utilize that system when doing referrals or accepting. Next Friday the electronic statement/agreement forms will be sent out for agencies to review and decide if they will commit to be a participating agency within the Coordinated Entry System. Also included will be completion instructions and the deadline to return it. The tentative start date for the formalized entry system is January 1, 2020 with the understanding if an agency is agreeing or signing up to participate as an access site or complete an assessment are required to complete specialized training. Currently the CoC is using the VI-SPDAT for triage assessment tool. Within the next year, there will be incorporated a new Family and Youth VI-SPDAT tools. Additional information will be provided to the CoC and a vote will be asked for. If an agency is looking to receive HUD money or is receiving HUD funds, it is important to have this Partner Statement/Agreement in place as it is one of the things that is reviewed in an audit and a copy of the signed agreement is requested by the auditor. 3. HUD FMCoC Spenddown Percentage – Jason Green-Lowe: Homebase will be providing in-depth technical assistance, working with the CoC’s programs that need help improving their spenddown, working with them to develop a specific plan. Homebase developed the Spenddown Assistant Tool on an Excel spreadsheet that will calculate how different plans to improve spending will affect their budget for the rest of the year. They will be asking programs that have less than 80% spenddown to use the tool four times a year and then in a scheduled a brief phone call with Homebase to discuss what was learned in the usage of the form. A proposed insertion in next year’s scoring tools, stating you can earn back points lost for low spenddown this year by participating in the technical assistance process. Homebase encourages reallocation when projects are not able to increase their spending. 4. Jeff Olivet Discussion – Doreen Eley: The national Evicted Exhibit is on display at the Central Library on Mariposa Street in Fresno until December 30th, it is inspired by Matt Desmond, the author of the book Evicted. The Fresno Housing Authority is bringing Jeff Olivet to Fresno on December 3rd. He did an initiative called SPARC: Supporting Partnerships for Anti-Racist Communities, a multi-city effort to address racial inequity in homelessness. Doreen plans on having him meet with the CoC’s Agency’s Directors, for possibly for a lunch meeting at the Parc Grove Commons, she will send out information on it. 5. County of Fresno Update – Shannon Duncan on behalf of Laura Moreno: The first HEAP report is due January 1st, it will be brought to the CoC at the December meeting prior to it going to the State. HCD ESG agreement, it is the revenue agreement to bring in the additional ESG funding, will be going to the Board of Supervisors on December 10th. The HMIS agreement that the CoC approved to move forward today, that will go to the Board in January 2020. An application was submitted this month for a new program for the County of Fresno Department of Social Services (DSS) through the California Department of Social Services (CDSS) called Bringing Families Home. It is a program to assist Child Welfare Families, keeping them from entering foster placement or helping with the maintenance and reunification efforts. DSS should find out by the end of the year if it has been awarded and if it is awarded it will be required to be integrated into the Coordinated Entry System (CES). 6. City of Fresno Update – Tom Morgan: The survey is on issues of community development and housing needs and is still up on the City’s webpage till first part of December. A phone meeting with the consultants can be set up by contacting Tom if an in- person meeting wasn’t possible while they were in town. The City’s consultant, Michael Baker International, will be conducting a Labor Compliance and Reporting training for all subrecipients awarded a CDBG facility improvement grant. This training is also opened to any FMCoC member wanting to attend. The training will be on Monday, November 18, 2019 from 10:00 a.m. to 12:00 p.m. at the Fresno City Hall, 2600 Fresno Street in Room 3054 (3rd floor). Trainers will also be reviewing Federal and State of California compliance and reporting requirements. 7. Madera Update – Ariana Gomez on behalf of Elizabeth Wisener: A Homeless Outreach was conducted in both the City and County of Madera during October 2019. These are the unsheltered contacts that were made, 13 were counted in Oakhurst, 73 in Madera City, 1 in Coarsegold, 2 in North Fork, and 7 in Chowchilla for a total of 96 contacts. Page 5 of 5 8. SJVV Update – Maria Rodriguez on behalf of Jenny Gonzalez: Currently there are 85 veterans enrolled, 76 are under Rapid Rehousing, and 8 are under Homeless Prevention. There will be a Thanksgiving lunch for veterans that will held be on November 26th from 12:00-2:00 p.m. at the San Joaquin Valley Veterans. 9. Unscheduled Public Announcements: - Sonia De La Rosa: The Homeless Services Forum will be held on December 11, 2019 from 3:30-5:00 p.m. at the Clovis Veteran’s Memorial Auditorium. All are welcomed to attend, no RSVP necessary and if there are any questions, send them to Sonia directly. Street2Home draft structure was approved by the County of Fresno on October 22, 2019 and by the City of Fresno on October 24, 2019. The Fresno Housing Authority has a similar item scheduled next week. - Beverly Fitzgerald: Recently a resident was accepted into the Dakota EcoGarden that came from Madera due to the relationships that are built through the CoC. Beverly also thanked Sara Mirhadi for giving some of the Fresno State students that work with the Eco Village Project a tour of Poverello House. - Sara Mirhadi: Thanked all who attended the Poverello House’s annual block party. Sara also introduced the new CEO of Poverello House, Zachary (Zack) Darrah. - Shannon Duncan: As part of the Coordinated Entry (CE) for Triage Centers, Outreach workers will be included in future meetings HEAP and CESH provider meetings. 10. Anti-Discrimination Training (Home Base) – Jason Green-Lowe: Jason reviewed a PowerPoint presentation on anti- discrimination training, that went over the Fair Housing Act, that talks about which classes are protected from kinds of discrimination. In the training are applications that teach how to educate landlords and other agencies about how to avoid lawsuits and how to follow the laws. It focuses on the ordinary responsibilities of landlords and tenants, keeping relationships as normal as possible. Last part of the training is on investigation techniques, how to handle and research complaints. Information on the training will be provided to the listserv. Meeting Adjourned at: 11:00 A.M.
