HomeMy WebLinkAboutSuggested Job Description for Housing Staff Assistant (4)HomeBase | Advancing Solutions to Homelessness | fmcoc@homebaseccc.org 1 HOUSING STAFF ASSISTANT II (Suggested Job Description) SUMMARY Under direct supervision, the Housing Staff Assistant II performs both clerical and analytical tasks to support the work of the Assisted Housing Program of the Fresno Housing Authority. On the clerical side, the Staff Assistant will schedule meetings, take minutes, prepare and distribute agendas, tally votes, book conference rooms, and follow up with community members to gather feedback on Assisted Housing programs. On the analytical side, the Staff Assistant will conduct basic research, prepare drafts of grant applications, compare budgets to expenditures, and evaluate and summarize the quantitative performance outcomes of housing programs. The Fresno Housing Authority is a public agency that builds, purchases, and maintains quality affordable housing for over 18,000 low- and moderate-income households. Within the Fresno Housing Authority, the Assisted Housing Program focuses on delivering subsidies and services to populations with special needs, including individuals and families who are experiencing homelessness. The Staff Assistant II will support these functions by facilitating the meetings that are necessary to the ongoing operations of the Assisted Housing Program and by helping to improve the cost-effectiveness and quality of the Assisted Housing Program’s grant portfolio. SAMPLES OF DUTIES The information listed below is an illustrative sample of some of the potential job duties and responsibilities for positions in this classification. • Writes drafts of grant applications for housing and homelessness programs, including proposed budgets and projected performance outcomes. • Reports on performance of housing programs to determine whether programs are fully utilizing available resources. • Schedules, facilitates, and hosts meetings of formal and informal committees associated with the Fresno/Madera Continuum of Care. • Prepares agenda items and presentations to go before the Board of Supervisors, the Fresno/Madera Continuum of Care, the Fresno Housing Authority Board of Commissioners, and other community organizations. • Serves as a liaison to units of County and City government, consultants, contractors, and strategic planning committees. HomeBase | Advancing Solutions to Homelessness | fmcoc@homebaseccc.org 2 KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: • Principles of public administration, budgeting, and time management; • Organization and functional structure of the Fresno Housing Authority; • The Fresno Housing Authority’s Administrative Plans • The basic program design for public funding related to homelessness, including HOME, CDBG, CSBG, Section 8, ESG, and the CoC • Current issues affecting the availability of and need for housing and homeless services; and • The geography, demographics, and social characteristics of Fresno County and its immediate neighbors. Skills / Abilities to: • Prepare clear, concise, and complete reports and correspondence; • Take rapid, accurate notes in large committee meetings without disrupting the flow of conversation; • Research, gather, and analyze data, and use that data to make recommendations on complex issues, proposals, and projects; • Quickly and independently identify, obtain, and summarize the rules and regulations for a variety of housing and homelessness programs; • Calculate budgets and grant amounts using division and basic algebra; • Effectively manage multiple work assignments, set priorities, and meet established deadlines; • Handle confidential matters discreetly and effectively; • Display a high degree of maturity, loyalty, accountability, and good judgment. MINIMUM QUALIFICATIONS Education: Graduation from an accredited college or university with any valid associate’s degree or bachelor’s degree, ideally in a field with relevance to the duties of the job, such as Business Administration, Communications, Public Administration, Public Health, Social Work, or Urban Planning. Experience: One (1) year of full-time, paid work experience in one or more jobs related to housing, homelessness, public administration, and/or grantwriting, or an equivalent amount of experience gained through a combination of full-time work, part-time work, volunteer work, and/or internships that provides ample opportunity for the Fresno Housing Authority to assess the applicant’s ability to function in a professional environment. The ideal candidate will have at least some previous experience working with a Continuum of Care and/or with programs that are funded through a Continuum of Care.
