Meeting called to order by Chair Shawn Jenkins at 8:38 a.m.
Approve June Agenda, Approve May Meeting Minutes, and Finance Report

Action Items:
1. Recommend Approval of 2019 NOFA Scoring Tools – Jason Green-Lowe: Requesting CoC’s approval of scoring tools for
both the renewal and the new project applications.
Renewal Scoring Tool Changes:
• Community - Participation in CoC Activities: Does not include attendance at General Membership meetings as
counting in the 16 hours of participation.
• PSH Hosing Performance - Housing Retention: HUD has released a new guidance saying it is permissible to treat exits
to foster care, nursing homes, and medical hospitals as neutral outcomes. It is now up to the community whether to
treat if they are negative or neutral outcomes. At the scoring tool meeting, the agreement was to treat exits to foster
care and exits to nursing homes as neutral outcomes. The CoC is being asked to vote on how the scoring tool should
read on whether or not to include non-psychiatric hospitals (medical hospitals).
• PSH/RRH/TH Services Performance - Cash Income: Purposing to treat cash income differently this year. The CoC
wants to know if the adults have some source of cash income, whether it has increased or not. It can go down some
as long as it doesn’t go down to zero. HUD doesn’t require this but it fits some of the demographics of the area.
• PSH/RRH/TH Prioritization - Housing First: Language changes to Housing First, admits new clients without barriers on
criminal records except as based on federal exceptions.
New Scoring Tool Changes:
• Community - Participation in CoC Activities: Agencies are not awarded points for attendance at General Membership
meetings.
• Standard Prioritization – Housing First: Admission of new clients with criminal records except as based on federal
exceptions and addressing client behavioral issues without exiting or evicting those clients.
Original deadline for answering all the supplemental questions in Presto for renewal projects is Thursday, June 27. This
deadline has been extended by two weeks to Thursday, July 11. Jason will give access to everyone either today or tomorrow
for everyone to start answering the questions. For renewal HMIS in Coordinated Entry, we may have to come up with some
scoring factors in the future, right now both of those are exempt on this NOFA because of the fact they haven’t started yet so
they can’t be evaluated.

2. Recommend Approval of County of Fresno CESH Round 2 Funding Plan – Shannon Duncan: The CoC is being asked to vote
today to approve the funding plan that will be incorporated into the application that is due at the end of this month. Future
discussion and vote will be brought to the CoC regarding how to procure future funding.

3. FMCoC Partnership Agreement – Maria Rodriguez: Purpose of the FMCoC Partnership agreement is to document and
communicate guidelines for the establishment of the FMCoC Coordinated Entry System (CES). This agreement is designed to
create a more effective and efficient homeless response system, as well as assure compliance with the Department of
Housing and Urban Development (HUD) mandates. The FMCoC Partnership Agreement will streamline our CES process to
ensure a smooth processing flow and improve coordination of services of all the CoC members and partners. The agreement
defines what an access site will look like, expectations, and goals. It reviews what an assessment site is and defines what the
roles of the navigator and housing provider’s role are going to be. This contract will be finalized and effective by September 1.
Every member of the FMCoC is mandated by HUD to participate in Coordinated Entry; the partnership agreement defines

what each agency’s role is going to be. Shawn explained this agreement is a Memoranda of Understanding (MOU), as it says
what an agency can or can’t do and what can the CoC expect from that agency. An updated agreement will be sent out along
with the goal definitions of navigation and home team, etc.

Informational Items:
1. Public Invitation to Join the FMCoC – Jason Green-Lowe: Jason extended an invitation asking meeting participants to
invite their colleagues, acquaintances, and friends who might be interested in the CoC, encouraging them to join.
2. New FMCoC Memberships – Shawn Jenkins: Shawn introduced our newest individual member Wayne Rutledge. Guests
are welcomed to attend the general meetings; they don’t have to be a member to attend. Heidi has a template public
invitation HomeBase has created; it will be reviewed and sent out to the listserv.
3. Point in Time Count Report – Jody Ketcheside: An intern wrote up the formal report this year and he will be invited to
attend July’s meeting to do a presentation. In the budget, a line item was set aside for miscellaneous PIT expenses. The CoC’s
only expenses for that line item was the $500 stipend the intern will receive for his 56 or 58 hours of work he will put into
creating the report and reviewing the data. This was the only money used out of the CoC and there is still money left over in
the donation account after paying the catering costs and materials. In the report, the data is based on the surveys the intern
collected vs the actual numbers published on how many people were counted. A tag line will be added to the report
explaining the differences. Feedback on the report can be sent to both Jody and Melissa Mikel prior to the July meeting.
4. System Performance Measure #7 – Melissa Mikel: HUD measures our CoC’s progress on ending homelessness with the
System Performance Measures (SMP). It also shows HUD how we compare to other CoCs nationally year-to-year and it
gauges how much money is coming into our area. Measure 7 measures successful placement from street outreach and
successful placement in our retention to permanent housing. The data included in the SPM are the projects that are funded
for street outreach that also enter into HMIS. This data needs to be reviewed yearly and possibly quarterly to know where the
funding is going. Delfina Vasquez requested to start seeing the report on a monthly basis; Melissa said she would have the
data available at the monthly meetings but not necessarily report on it.
5. City of Fresno Update – Tom Morgan:
-Those receiving ESG and HOPWA funding during the upcoming fiscal year starts 7/1/2019 and the annual action plan was
submitted to HUD on May 15. The environmental reviews for the ESG and HOPWA projects have been completed. It is the
City’s process to not enter into contracts with subrecipients until they have received executed funding agreements from HUD.
Once the funding agreement has been executed with HUD, the City will send the awardee a subrecipient agreement. It would
be dated with the date it was executed but the period of performance of the agreement could come back to July 1. Agencies
can start incurring expenses on July 1 however, if the City didn’t get the funding agreement with HUD, the agency would be at
risk.
- The City is opening up an RFP for proposals on Friday, June 14 for the consultant for the next five-year Consolidated Plan.
It was mentioned that Governor Newsom has started a task force on supportive housing and has begun a bus tour in San
Bernardino. There hasn’t been any announcement on membership to the task force. On the State’s website, there will be an
announcement of the seats available on particular councils and task forces and then they will start recruiting. Jody said she
contacted a Governor’s staffer who is working on this and suggested the Central Valley be included in the bus tour. They can
come to Fresno and see what is being done. She received confirmation that the Central Valley will be visited and they will set
something up for Fresno County. Part of the tour will be about looking at best practices and what they can implement
statewide. There is a coordinating and financing council meeting in July where there will be a presentation on what this will
look like. Jody will give a report at the August CoC meeting or earlier if there are decisions to be made.

- Jean Richardson is HUD’s new representative for the City of Fresno. She will be in Fresno the week of July 15 and will be
monitoring the Home and ESG Programs. The City will be monitored for HUD Environmental Reviews the last week of June
Our City Council has initiated an audit of all homeless program activities. The Council has retained an outside audit firm, Price
Page and they may have sent out inquiries to some of the CoC’s agencies/partners. If anyone has any questions about this
audit, they can direct them to Price Page or the City Council. Tom suggested reading your contract with the City and make
sure you’re doing the things you said you would do in your agreement.
6. County of Fresno Update – Shannon Duncan:
- HEAP and CESH agreements for Triage, Bridge, and Diversion were approved by the Board of Supervisors (BOS) on
June 4. With these agreements, 90 emergency shelter beds have been added. The 33 Bridge beds and Diversion program
will be rolling out very soon. Also, in preparation is the Rapid Rehousing agreement, the Youth Bridge Housing, and the
expanded Coordinated Entry for additional navigators; they will be going to the Board on July 9. Other than those, there
will only be one agreement left which is Landlord Engagement and Mitigation. A Board item will be taken to the June 18
BOS meeting for an administrative entity resolution for the 2019 CESH funds of $286,530.
- There is a smaller amount of money available to the CoC through HCD ESG funding. The State has a deadline of June 21
to provide the County with the agreement for the 2018 funds before the County commits to the 2019 funds. Next month
we will be asking for the CoC’s authority to act as Administrative Entity provided the State gives the County the
information needed by the deadline of the 21st.
7. Committee Sign-Up JotForm – Shawn Jenkins: Heidi has already sent out the JotForm link to the listserv for committee
sign-ups; you can sign-up for more than one committee If you are already serving on a committee, please reaffirm your
commitment by using the link.
8. Committee Sign-Ups – Shawn Jenkins: The results of the committee sign-ups will be given at the July meeting. This is one
way to meet the 16-hour requirement as general meeting attendance doesn’t meet it.
9. SJVV Update – Jenny Gonzalez: Currently serving 82 veterans, 62 are under Rapid Rehousing, and 20 are under Homeless
Prevention. Preston from the VA is working on the By-Name List. SJVV’s current by-name list is at 95 veterans with only 19
being unsheltered and is working on increasing their street outreach.
10. Unscheduled Public Announcements:
- Shawn Jenkins of WestCare: Presented an informational only item of some discussions at the executive board level on the
possibility of hiring a staff. Pieces are being worked out with the Housing Authority and what they may have in their
collaborative applicant application and what would need to be added from the CoC’s dues to have a staff member. Shawn
suggested whoever takes on the chair position would house this person. There wouldn’t be a fee increase this year as there is
enough money in the budget to handle this. It is possible to have the staff work 30-32 hours a week and the pay would cost
the FMCoC about $20-30 K. This will be brought back to the general membership for a vote once all the details are
completed.
- Marianne LeCompte of Wings: If your agency refers clients to them, let them know the trucks can be at their houses as early
as 8:00 or 8:30 a.m. because of the hot summer temperatures. Marianne will send Heidi a notice for her to forward to the
listserv.
- Misty Gattie Blanco of Fresno EOC Sanctuary: EOC will be opening an LGBT resource center in downtown Fresno. They will
know tomorrow what the exact date of the press conference we be. They are looking at either July or early August.
- Shawn: Hero Team Services contract ends at the end of June. The City has put out a RFP for Outreach Services. WestCare
will work coordinating with Home Team to help pick up the slack and will try to do a warm hand off with agencies the Hero
Team has been working with. The County will put into their agreements that the CoC will evaluate the new services for their
effectiveness, making sure goals are being met. Coordinate Entry Committee has come up with a partnership agreement

coordinating these new services and their documentation. The new services DSS has contracted with, Diversion Services were
awarded to WestCare; Triage Services were awarded to Mental Health Systems who will provide out of the Hacienda and to
Turning Point who will provide out of G Street. Poverello House will have 10 beds of Triage for women. Mental Health
Systems will be doing Bridge Housing. DSS will provide a list of services at the July meeting of who they contracted with and
where the funding went. Additionally, WestCare received an award from HUD for expanded Coordinated Entry for the
general population and the Marjaree Mason Center got it for the Domestic Violence population.
- Miya with HomeBase: There will be a webinar on June 18 on CoC Program Match Requirements. Heidi sent out a notice on
this to the listserv.
- Delfina Vasquez of Selma C.O.M. asked about the FMCoC website and where it is in revamping process. Shawn said the
website shell is completed and it is being updated with current information.
