HomeMy WebLinkAboutCoC Coordinator Proposal (1)HomeBase | Advancing Solutions to Homelessness | fmcoc@homebaseccc.org 1 PROPOSAL FOR FMCOC COORDINATOR June 2019 SUMMARY Although the FMCoC has an excellent spirit of volunteerism, many tasks are delayed or incomplete because there is no one person who has the luxury of focusing entirely on the work of the CoC. To help streamline the administrative, logistical, and scheduling aspects of the CoC’s work, this proposal recommends hiring a part- time FMCoC coordinator who will have no duties other than organizing the work of the CoC. The hope is that by coordinating, delegating, and organizing CoC tasks, the Coordinator will be able to help the entire CoC work more effectively and have an impact beyond the 20-30 hours/week worked directly by the Coordinator. WHO WILL FUND THE COORDINATOR POSITION? The bulk of the funding would come from a combination of FMCoC dues and the FMCoC Planning Grant. According to the April 2019 FMCoC Financial Report, the 2019 Membership Dues brought in $27,000. Almost all of this funding is expected to be available to pay for a Coordinator position, because the FMCoC treasury has a reserve of $84,449 that can be used to cover expenses such as website design and PIT Counts. In FY2018, the FMCoC received $273,500 in Planning Funds, and this budget is expected to remain constant or increase over the next few years. The Collaborative Applicant estimates that only about $250,300 of these funds are needed to cover current planning expenses (primarily a senior manager position, a senior analyst position, consultant fees, and transportation expenses for travel to conferences). This would leave an annual surplus of approximately $22,000. Together, these two funding sources are expected to provide approximately $49,000 per year, which should allow a competitive posting for a part-time para-professional position. WHO WILL HOST T HE COORDINATOR POSITION? The Fresno Housing Authority is willing to serve as the employer of record and handle human resources issues, but does not have a physical desk that would be convenient for a Coordinator. The FMCoC is currently searching for a volunteer who can provide a reasonable workspace. A desk at WestCare or another Coordinated Entry provider would allow the Coordinator to more easily interface with the Coordinated Entry staff. This proposal calls for a position that will pay for between 20 hours and 30 hours per week. This flexibility should allow the FMCoC to recruit a wider range of qualified applicants. The important feature of the position is not that the Coordinator will be on duty on any particular schedule, but rather that the Coordinator will be 100% focused on the FMCoC’s business during their working hours. WHAT KIND OF WORK WILL THE COORDINATOR DO? At a minimum, the Coordinator would prepare agendas and minutes for FMCoC meetings, schedule and coordinate the work of FMCoC committees, arrange for completion of mandatory annual trainings, and keep the FMCoC informed about relevant RFPs and grant opportunities. If resources allow, the Coordinator might also help facilitate advocacy efforts, performance evaluation, identification of best practices, and further development of the FMCoC’s activities into relatively new areas of engagement such as prevention and diversion.
