The Point in Time (PIT) is a count of sheltered and unsheltered homeless persons on a single night in January. The
Housing Inventory Count (HIC) provides an inventory of available homeless housing beds on the night of the PIT.
The beds included in the HIC are those that are dedicated to service persons who are homeless as well as persons
in Permanent Supportive Housing. This comparison will examine PIT and HIC trends in relation of the decrease
between unsheltered individuals and increase in permanent housing projects for formerly homeless persons.
POINT IN TIME COUNT
*HUD requires that unsheltered counts only need to be conducted biannually. An unsheltered count was not
conducted in 2012, resulting in 0 unsheltered persons being reported in 2012. Since 2014, the FMCoC has agreed
to conduct an annual unsheltered count.
The drop in sheltered count from 2011 to 2012 was due to a clarification from HUD which stated that sheltered
persons are counted in projects that have beds dedicated for homeless persons. Between 2011 and 2012 there
were approximately 7 projects previously classified as emergency shelter that were removed from the count due
to the project not having beds that were dedicated to serving homeless person, it was discovered that although
these projects MAY serve homeless persons, eligibility criteria for admission into these projects did not require
that the person was homeless.

It should be noted that all beds included in the HIC do not need to be HUD funded. The HIC is a complete inventory of emergency shelter, safe
haven, transitional housing, rapid-rehousing and permanent supportive housing beds in the community dedicated to serve homeless persons
CHANGE IN BED INVENTORY
2011 to 2019 showed a 59.15% decrease in ES and SH beds and an 83.62% decrease in TH beds. The biggest
decrease in ES and SH beds was from 2011 to 2012 when approximately 7 projects were removed due to being
misclassified as an emergency shelter. The number of TH beds have been decreasing steadily throughout the �me
frame with the biggest decrease from 2015 to 2019. This decrease was the result of several transi�onal housing
projects realloca�ng to other project types to appropriately fit the needs of homeless persons.
From 2011 to 2019, the number of RR and PSH beds drama�cally increased. The number of beds in RR projects
increased by 73.94% and the number of PSH beds increased by 120.35%.
COMPARING PIT AND HIC TRENDS
The number of unsheltered persons iden�fied during the PIT count showed a 69% decrease of people living on the
streets from 2011 to 2015, simultaneously the number of PSH beds increased by 63% during that �me period.
During 2015 to 2019, the unsheltered counts showed a 75% increase of people living on the street, while PSH beds
increased by 34.46%. While the number of RR beds increased by 518 beds during that same �me period, it did not
help combat the growing number of unsheltered homeless people.
The change in unsheltered people from 2018 to 2019 showed a 23.08% increase which is the largest increase since
2011, simultaneously the PSH and RRH beds only grew by 2.64% since 2018
