Election of Officers: Vice Chair, Treasurer, 2 Members at Large - Shawn Jenkins Vice Chair – 2 applicants, Jody Ketcheside and Sara Mirhadi – Jody Ketcheside elected Treasurer – 1 applicant; Misty Gattie Blanco – Misty Gattie Blanco elected Member at Large (1) – 1 applicant, Maryanne Knoy – Maryanne Knoy elected Member at Large (2) – 2 applicants, Rich Penksa and Leticia Campos – Rich Penksa elected Each candidate was given an opportunity to speak to the FMCoC membership prior to the start of voting. Voting was conducted onsite by secret electronic ballot. 2. Recommend Approval of Fresno EOC to Provide Homeless Prevention in Partnership with Central California Legal Services - Laura Moreno There are an approximate amount of $178K of expired Emergency Solution Grant funds. HUD will allow our CoC to repurpose these funds as long as there is a proper plan. The Fresno County Board of Supervisors approved the substantial amendment to our consolidated plan to allow us to repurpose the funds. There was money from this that was set aside for homeless prevention in our community but at the time, there wasn’t any provider. The County is now partnering with Central California Legal Services; they have a process in place where people contact them for help. Fresno EOC has agreed to administer the funds along with the County of Fresno, DSS. All monies have to be used by mid-August. Question was asked if there was an identified process in selecting clients. CCLS has an intake process that identifies people who due to a circumstance endangers them of losing their home; this will prevent them from a legal eviction. Additional question brought to the floor was if FMCoC had a voice at the City or Council meetings to represent our voice when it comes to financial planning matters. Recommend Approval of Fresno County Department of Social Services to act as the Administrative Entity for 2019 CESH Funding from CA HCD - Shawn Jenkins The FMCoC is recommending Department of Social Services (DSS) to continue to act as our administrative entity. DSS does all the procurement, all the work and research on it. This is the second round of the California CESH funding; the amount is $879,281, $43K of this is for Admin., and the remaining would go into services in the community. These funds are good for five years beginning from the execution of the agreement. To start the application process, the Board of Supervisors will be asked to approve the resolution that has to be sent back to HCD. Afterwards, the FMCoC will determine how to use the funds. Data and the Implications for Competitive HUD NOFA Scoring - Doreen Eley/ Melissa Mikel/ Gabriela Salazar Homeless Management Information System (HMIS) is used to collect client-level information regarding housing and services to homeless individuals and families. Each CoC nationwide (430) is required to have an HMIS system, Fresno Housing Authority is the agency responsible for standards and privacy compliance as well as HUD and other funder required aggregate reporting. The Continuum of Care (CoC) program is designed to promote communitywide commitment to the goal of ending homelessness. Our project types are, Street Outreach, Emergency Shelter, Transitional Housing, Rapid Rehousing, Homelessness Prevention, Permanent Supportive Housing/Permanent Housing, Supportive Services, as well as other types of projects. Our NOFA will soon be released sometime in May. System Performance Measures are established by HUD; there are 7 measures to help communities gauge their progress in ending homelessness. They compare our CoC’s Homeless System Performance to National/ State Averages and to comparable sized CoCs. System Measures for 2017-2018 are due end of May. Meeting attendees broke into System Planning Workgroups for a 30 minutes session to discuss 3 measures. 2. Training: Requirements and Suggestions for 2019 - Shawn Jenkins Jason Green-Lowe from HomeBase discussed how the completion of the trainings each year earns our CoC points in the national competition. Particularly the trainings on violence against women act and how to appropriately protect the privacy and safety of dv survivors and CoC funded programs. A required training is for the users of the HMIS to do the security training annually. There are annual evaluations, one of them is Coordinated Entry System. HUD publishes the scoring criteria for the national competition each year in late Spring or early Summer. When it comes out, the CoC will prepare a detailed briefing showing which trainings are flagged as having more points in the coming year’s completion. Additional trainings are, Not Separating Families. Trainings not required are Substance Abuse and Mental Health. We are supported in the training in two ways, one is offering training to Counties or CoCs that have State ESG as well as No Place Like Home. The County puts in some CalWORKs Housing Support dollars for training. Suggested trainings were, Tenant Rights and Tenant Laws, continue trainings on Coordinated Entry, System Performance Measures (ongoing training), Street Outreach Webinar (3 Part), Navigation, and Diversion Outreach. Having different ways to receive the trainings are preferred such as, webinars, videos, and personal presentations. Barbara Ronsley stated that CCLS offers Tenant Training, and they can come out to agencies staff to train them. 3. Unscheduled Public Announcements: • National Alliance to End Homelessness conference in D.C. is July 22-24 – online registration is now open. This year’s focus will be more on families and youth homelessness. • Reminder there will be an HMIS Committee meeting on April 12 from 3:00-5:00 p.m. Meeting Adjourned at 11:53 a.m. Next meeting will be May 9, 2019 Location: Madera County Sheriff’s Office, 2725 Falcon Drive, Madera 93637
