What are System Performance Measures
(SPM)?
Established by Housing and Urban Development (HUD)
Gauge a communities progress on ending homeless
Data used for annual CoC Program competition
Why are they important?
Allows communities to analyze how well their homeless systems are
functioning.
CoC’s are expected to use the data to design system improvement
strategies.
Evaluate whether homelessness is rare, brief, and non-recurring.
High quality data is paramount to draw on performance data in strategic
decision making.
7 System Performance Measures
SPM 1 -Length of time person remain homeless
SPM 2 -The extent to which a person who exits homelessness to permanent housing destination return to homelessness within 6 to 12 months and within 2 years
SPM 3 -Number of total homeless persons
SPM 4 -Employment and income growth for homeless persons in CoC
program funded projects
SPM 5 -Number of persons who became homeless for the first time
SPM 6 -Category 3 homeless (not measured at this time)
SMP 7 -Successful placement in or retention of permanent housing
