FMCOC ANNUAL PLANNING MEETING APRIL 11, 2019 What is HMIS? Homeless Management Information System A local information technology system used to collect client-level information regarding housing and services to homeless individuals and families. HMIS is administered locally within the Continuum of Care (CoC) by one lead agency, the Fresno Housing Authority, that is responsible for standards and privacy compliance as well as HUD and other funder required aggregate reporting. Family Tree aka Federal Partners: Who is Your Grant Daddy? Continuum of Care (HUD) Emergency Solution Grant (HUD) HOPWA (HUD) VASH (HUD) RHY (HHS) PATH (HHS) Contract Residential Services (VA) Grant Per Diem (VA) Supportive Services for Veteran Families (VA) VAWA (DOJ) Everyone’s Favorite Uncle Family Tree HUD Funding HHS Funding VA Funding Other Funding DOJ Funding Aunt –CoC program The Continuum of Care (CoC)Program is designed to promote communitywide commitment to the goal of ending homelessness. HUD requires that each community come together to submit a single CoCapplication. Locally, CoC program provides funding for; Transitional Housing (TH) Rapid Re-housing (RRH) Permanent Supportive Housing (PSH) Supportive Services Only Joint TH and PH-RRH CoC Planning Aunt-Emergency Solutions Grant ESG program provides funding for; Street Outreach Emergency Shelter Homelessness Prevention Rapid Rehousing. Eligible recipients consist of states, metropolitan cities, urban counties and territories; Fresno City and Fresno County Aunt -HOPWA Housing Opportunities for Persons with AIDS is the only Federal program dedicated to the housing needs of people living with HIV/AIDS. HOPWA provides funding to grantees in two different ways: Formula Program –90% of national funds Competitive Program –10% of national funds Locally, HOPWA provides funding for; Permanent Housing Short-Term Rent, Mortgage Utility Assistance Aunt –HUD VASH HUD-VA Supportive Housing (VASH) combines Housing Choice Voucher rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs. Locally, HUD-VASH utilizes the VA’s Homeless Operations Management and Evaluation System (HOMES) database. HUD VASH provides funding for; Permanent Supportive Housing for Veterans Uncle –SAMSHA PATH Substance Abuse and Mental Health Services Administration’s (SAMSHA) Projects for Assistance in Transition from Homelessness funds services for people with serious mental illness experiencing homelessness. Grants are distributed to the State and each state solicits proposals and awards funds to local public or nonprofit organizations, known as PATH providers. Local PATH providers are; Kings View Madera Department of Behavioral Health PATH provides funding for; Street Outreach Supportive Services Uncle –FYSB RHY The Family and Youth Services Bureau (FYSB) supports the organization and communities that work every day to put an end to youth homelessness. Grants are administered to public and private organizations to establish and operate youth emergency shelters and transitional living programs. RHY Program, funds; Street Outreach Emergency Shelters Uncle -VA Veteran Affairs (VA) homeless programs are committed to ending homelessness among Veterans; Conducting coordinated outreach to proactively seek out Veterans in need of assistance Connect homeless and at-risk Veterans with housing solutions, health care, and other required supports Collaborate with federal, state, and local agencies. VA provides funding for Contract Residential Service (ES) Grant Per Diem (TH) Supportive Services for Veteran Families (HP and RR) Favorite Uncle –Other Funding Other funding for homeless assistance projects come from the State, Local funding, Housing Authorities, and other private organizations “Funding Rules” are a little less rigorous than Federal Funding Partners.
