Action Items:
1. Recommend approval of HEAP and CESH Funding
Shannon Duncan gave an overview of the HEAP and CESH Funding Plan which includes $1,563,085 in CESH funds and
$9,501,362.84 in HEAP funds for a total of $11,064,447.84. Funds will be used for the following activities: Triage Center,
Bridge Housing, Diversion, Rapid Rehousing, Homeless Planning Activities, Expanded Coordinated Entry (Navigation), and
Landlord Mitigation. The RFP will be made available through the Fresno County Purchasing Department.

2. Election of Officers: Vice Chair, Treasurer, 2 Members at Large
Nominations were received prior to the meeting for the following: Vice Chair: Jody Ketcheside; Treasurer: Misty Gattie-
Blanco; Members at Large: Leticia Campos, Heather Hogan, Sara Mirhadi, Maryann Knoy, Cheryl Vieira. Heather Hogan and
Cheryl Vieira declined their nominations. At the meeting, nominations from the floor were received for the following: Vice
Chair: Sara Mirhadi; Member at Large: Rich Penksa. After voting was concluded, the method of conducting the election was
challenged by a member. Specifically, the use of paper ballots as opposed to electronic ballots, and accepting nominations
without the candidates submitting an application for consideration. After lengthy discussion, Chair Shawn Jenkins nullified
the nominations and election results, and removed the item from consideration at this meeting. The election will be
postponed so the concerns of the membership can be addressed. Chair Shawn Jenkins made a motion to extend the
current terms of these four officer positions until the April 11, 2019 meeting, when a new election will be held. Elizabeth
Wisener seconded the motion. Motion Approved.
Informational Items:
1. HUD NOFA Update – Jody Ketcheside: The HUD NOFA has not yet been released. It is anticipated that the competition
will be conducted in the summer as in past years. Technical submissions are being sent out. There was a glitch in the
esnaps system, but it has been corrected and you are now able to submit. If you’ve received your issues and conditions
it is because you have a grant that has expired or is expiring soon, and HUD is trying to process them this week, so you
need to submit asap so you can get your grant contract. Also, there are new instructions so pay special attention to
them. You’ll need to verify your banking information, or you will not be able to draw against your grants.
2. Presentation from Anthem Blue Cross – Lori Olivero: An overview was given of Medi-Cal and Blue Cross to the
membership to give a foundation of knowledge to help clients realize their benefits. Lori discussed how to apply and
what is covered, care management and that organizations can refer to Anthem Medi-Cal’s Outreach Specialist,
community resource links, health management, 24/7 nurse line, interpreters and translators, and how to use the
transportation benefit. Lori made an offer to come to any member’s agency to give a specialized presentation, as well.
3. SJVV Update – Jenny Gonzalez: Homeless prevention 32 enrolled, Rapid rehousing served 64.
4. Unscheduled Public Announcements:
• Shawn Jenkins announced that WestCare received a grant from Kaiser to fund an Executive Director and a partial
additional staff member for Street2Home.

• Michelle Tutunjian - Mobile Food Express launched at Fresno EOC to feed homeless youth when school is out.
They are looking to decorate the bus with youth art. Go to fresnoeoc.org/artcontest where art is being accepted
from those 18 and younger that depicts favorite food super hero.
• Beverly Fitzpatrick – Extended an invitation to a fundraiser at Fulton 55 on March 10 from 6-9pm for the Eco
Village Project.
