Unscheduled Public Announcements Page 3 of 4 Minutes: Meeting called to order by Vice Chair Jody Ketcheside at 8:36 a.m. Approve January Agenda, November and December 2018 Minutes, and Financial Report Motion: Elizabeth Wisener Second: Doreen Eley Approved Action Items: 1. Recommend approval of HEAP and CESH RFP Decision Points – Laura Moreno Laura Moreno gave an overview of the HEAP and CESH RFP Decision Points. Motion: Heather Hogan Second: Heidi Crabtree Abstention: Laura Moreno Approved 2. Recommend approval of City of Fresno 2019-20 ESG Allocation Recommendation and 2019-20 Action Plan Calendar (including NOFA Schedule) – Tom Morgan Tom Morgan gave an overview of the City of Fresno’s 2019-20 ESG Allocation funding recommendations and also the 2019- 20 Action Plan Calendar. Fresno anticipates it will receive approximately $578,163 in ESG funds for the 2019-20 FY, although HUD has not yet released the allocations. Fresno is recommending funding the following activities at the following percentages: Street Outreach/Emergency Shelter – 32.5% ($185,220); Homeless Prevention – 4.4% ($25,075); Rapid Rehousing – 52.1% ($296,920); Administration – 7.5% ($42,742); and HMIS – 3.5% ($19,946). The actual amounts funded may vary in dollar amounts, but will not vary in percentage. The NOFA is scheduled to be released January 17, 2019, with the deadline for Funding Proposals being February 14, 2019. The final public hearing and City Council consideration for the City’s Annual Action Plan will be April 25, 2019. Motion: Heidi Crabtree Second: Misty Gattie-Blanco Abstention: Tom Morgan Approved 3. Recommend approval to extend the current FMCoC Chair and Secretary Terms by one year – Jody Ketcheside Due to the expiration of 6 Officer positions at the same time, it was recommended that the terms of the Chair and Secretary be extended by one year in order to provide continuity should all officer positions be filled with new members and also to stagger the terms of the officers so that this does not occur again. If approved the Chair term will expire in February 2020, and Secretary term will expire in March 2020. Motion: Heather Hogan Second: Gregorio Barboza Abstention: Heidi Crabtree Approved Informational Items: 1. Item #1 was pulled from the agenda. 2. Accepting Nominations for Expiring FMCoC Officer Positions – Jody Ketcheside: 4 Officer terms for the FMCoC Board of Directors are expiring, so a call was made for nominations to fill the following positions: Vice Chair, Treasurer, 2 Members at Large. All four positions come with a 2-year term. During the meeting, Heidi Crabtree nominated Misty Gattie-Blanco for Treasurer; and Laura Lopez nominated Leticia Campos for Member at Large. Additional nominations will be accepted until noon on Wednesday, February 6, 2019. Nominations should be emailed to Heidi Crabtree and copy Shawn Jenkins. Page 4 of 4 3. 2019 Point-in-Time Count Update – Jody Ketcheside: The 2019 PIT will take place January 29-31, 2019. $2,048.04 remains on the finance report for misc. PIT expenses, and we’ll be requesting to carry that amount over for the 2019 PIT. Current volunteer count is as follows: Fresno – 96 total (51 tally night, 50 1st survey night, and 70 for the 3rd day. It’s a little low. For comparison, on the 2018 PIT tally night there were 189 volunteers. Madera County currently has 24 volunteers. Jody encouraged more people to register asap. 4. Built for Zero Update – Maryann Knoy: FMCoC is involved in the National Federal Initiative to reach functional zero. Data is tested in 100-day cycles on things that can be implemented on a larger systemic scale. During the last cycle, 20 clients became match ready for housing intervention. To take them to the next step we carried over those 20 clients and focused intensively over the next 100 days on the remaining 15 clients that had not been housed. Of those 15, 5 have been house, 5 are on the verge, and contact was lost with 1 client. We are still working with the remaining 4. The last day of test cycle is January 28, 2019. Also ran a test cycle for a Diversion Screening Tool. Data is being processed, but hoping to have it by March. Once completed, it will be sent out to the whole FMCoC. 5. SJVV Update – Jenny Gonzalez: 80 Veterans served: Homeless Prevention 28 enrolled, Rapid Rehousing served 52. 5. Unscheduled Public Announcements: • Halley Crumb announced their will be a grant writing certification in the Bay Area March 25-29, 2019. • Melissa Mikel announced that the Fresno Housing Authority will be getting help from a Fresno State Graduate student to help with the data from the 2019 PIT. • Nicole Linder asked about inviting additional members to join the FMCoC based upon the list of agencies identified as potential members in the bylaws. It was confirmed for Nicole that any member can invite another agency to join, and they would be very welcomed by the FMCoC. • 2019 FMCoC applications are due. If you have not yet, please fill them out and submit with payment if you plan to continue your FMCoC membership. If not submitted by the annual meeting, you will not be able to vote.
