Funding Recommendations for 2019 – 2020

The City of Fresno will be releasing on January 17, 2019, a Notice of Funding Availability (NOFA) for
Homelessness and Homelessness Prevention for the 2019 – 2020 funding cycle. For the purposes
of the NOFA, total Emergency Solutions Grant (ESG) funding is being estimated at an amount
equivalent to the City’s actual 2018 – 2019 funding levels or $578,163. This estimate will be
provided within the NOFA release, along with a notation that the exact amount will be adjusted
once HUD announces 2019 – 2020 funding allocations.
Recognizing the exact 2019 – 2020 ESG funding is pending announcement by HUD, the City is
asking the Fresno Madera Continuum of Care (FMCoC) to consider the below proposed
percentages in establishing ESG funding allocations for the upcoming funding cycle. These
percentages will be used to calculate the actual dollar amounts and provide a guide for evaluating
NOFA responses in the award process. In collaboration with the FMCoC, the City is seeking the
following:
− Discussion and input with the Executive Committee on the proposed percentages; and
− Full Board Consideration of the proposed percentages after approval by the Executive
Committee.
The City of Fresno recommends the allocation of the 2019 – 2020 funds by the following
percentages.

Notes: The dollar amounts provided in the above table are illustrative and assume an annual total
award of $578,163. The exact dollar amount will be adjusted by applying the above percentages
to the actual 2019 – 2020 ESG award to the City by HUD. Except for domestic violence applicants,
successful applicants will be required to participate in the coordinated entry system and HMIS to
access these funds. ESG contracts will typically be recommended for a 365-day term commencing
on the latter of July 1, 2019 or environmental review certification, but can be adjusted at the
discretion of the City for a period up to 720 days from the date of the HUD funding agreement.
1. Street Outreach/Emergency Shelter (32.5%): Applicants will be recommended to use a
portion of these ESG funds for outreach efforts and/or emergency shelter, connecting with
individuals facing homelessness throughout the city. This category is not to exceed 60% of
total allocation.

2. Homelessness Prevention (4.4%): If this is not fully committed during the NOFA process,
these funds can be reallocated to Street Outreach/Emergency Shelter and Rapid
Rehousing.
3. Rapid Rehousing (52.1%): Eligible costs include rental assistance, housing relocation and
stabilization services.
4. Administration (7.5%): Administration will be allocated to the City of Fresno. (Note:
Providers may use ESG grant funds to reimburse themselves for indirect costs in
accordance with 2 CFR 200.)
5. Homeless Management Information System (3.5%): This amount is allocated to the Fresno
Housing Authority for eligible HMIS expense reimbursement.
